Bi-monthly Report Prepared April 22,2002 The Community Development Committee reserves the right to consider other appropriate items not available at the time the Agenda was prepared. ... , MEMORANDUM TO: Honorable Mayor Baudek and Board of Trustees FROM: Special Events Department - Linda Hinze DATE: April 23,2002 SUBJECT: Estes Park Area Historical Museum - Coolest Car Show in Colorado - Request to use Bond Park Background The Coolest Car Show has previously been held at the Power Plant on Lake Estes. Due to Government security procedures since September 11th they are unable to obtain permission to use that facility. This is the major money-making event for the Museum each year and the show's admission fees make up a large part of the contribution. The event area needs to be fenced to charge the admission fee plus be very visible to the public. The Committee has investigated the use of several areas in town, including the south side of the lake at Stanley Park (which the EVRPD approved) but find none to be workable. After consideration, the Car Show Committee is asking: 1) use of Bond Park on July 4th from 6 am until 4:30 pm, 2) use of the portable fencing, 3) use of the transportation station at the Municipal Building and 4) to have MacGregor Avenue blocked from Park Avenue to Elkhorn Avenue. During the January 25, 2001 Community Development Meeting and the Board of Trustees Meeting on February 13, 2001, Event Organizer Regulations for Town Parks was presented and approved. The Regulations included: "No new events will be given use of the park on holiday weekends or summer tourist season." Cost . Potential costs for repair of sod and irrigation system. Recommendation Police Department, Lowell Richardson - Opposes the closure of Elkhorn Avenue to Park Avenue due to Holiday traffic. If approved, will block the streets, but will be unable to provide an officer. Parks Department, Dan Speedlin - Opposes the use of Bond Park. Expects damage to the sod due to turning of wheels while not moving plus the potential of broken irrigation water heads. Emphasizes that there will undoubtedly be a cost for repairs. If approved, will identify location of the entry/exit and limit cars to certain areas. Special Events Staff - Suggests the Committee be looking for a permanent new location to allow for growth. Due to Bond Park Regulations, this should be the last resort. If approved, the Trustees will need to waive regulations regarding use of Bond Park on a Holiday for July 4,2002. Bond Park has become an option due to circumstances beyond local control. General consensus by staff is that this is not the best site for this event. Therefore, staff recommends consideration of this request for just one year. Town Administrator Date: 4/21/02 Re: Museum Advisory Board - Request Decision on Status Background: For some time now the Museum Advisory Board has struggled to determine its role. On the attached letter from Susan Harris, Board Secretary, they summarize the history of the Advisory Board from its creation when the Museum became a Town Department in 1991, to its existence today, as a 4-member board. After a great deal of discussion among themselves, at meetings and retreats with Randy Repola, Museum staff, Museum Friends Board members and outside consultants, they have decided to ask the Mayor and Trustees whether or not the Advisory Board should continue to exist in its present incamation. Cost: None. Recommendation: Staff recommends that the Museum Advisory Board continue to exist as a source of knowledge and support, and that the three current vacancies on the Board be filled. The Estes Park Area Historical Museum Advisory Board has been questioning its usefulness- Currently, the-Board-has 3 vacancies. and the current Board members feel that it is a good time to look at our role and whether or not we should continue. We have had several discussions on the topic and would like the Town to look at the issue and make a decision as to whether we fill the vacancies and continue or disband. BriefHistorv ofthe Advisory Board In 1991, the Town took over the museum and created a Museum Department., which is responsible for the administration, services and control ofthe Estes Park Area Historical Museum. At that time they appointed, or hired, a Director of the Museum to control and manage the museum . In addition, they established a five member Advisory Board (which later became seven members), who would be appointed by the Mayor and approved by the Board of Trustees. The Advisory Board is to advise the Department ofthe Museum and work with the Museum Director in an advisory capacity for the administration of the Museum Department, including, but not limited to, drafting policy, collections, long range planning, budget and finance. The EPAHM was previously a private non-profit organization, which received financial support from the Town ofEstes Park, but the museum's governing board employed staff, approved budgets, handled long range planning~ did fundraising, etc. Community input had always been important in the museum's development and operations, and when the Town took over, it was important that community input continue and that was probably the main reason for the Advisory Board. Current Concerns of the Present Advisory Board The EPAHM has changed a great deal over the past 11 years. Staffing has increased in number and in professionalism. The current Advisory Board is no longer involved in the budget process, except through long range planning. In the past, we saw the proposed budget and discussed it in detail, this is no longer the case. Our role in drafting policy has also declined somewhat. Staff develops the policy and we, as a Board, review it, making suggestions when necessary. In collections, we review a listing ofwhat artifacts have been accepted by museum staff and are ocassionally called upon to yea or nay an accession, deaccession or loan. We are still involved in long range planning, giving our input when asked. Part of our most recent involvement in long range planning has been to pursue museum facility improvement so that our collection will be housed and properly cared for in years to come and so that the museum will continue to grow and remain a vital part of our community. Our feeling is that we could frequently be accused ofrubber stamping staffs work, and that perhaps our time could be better spent elsewhere. We now have a qualified, capable professional staff and we may be wasting their time, and ours, at our meetings. The Community Development Committee could possibly serve as an oversight committee on policy. The museum also has a Friends ofthe Museum organization with a Board. There have been times in the past 11 years when the two Boards have been unsure of whose role is whose and it has occasionally been detrimental to the museum. It has been suggested that the Friends Board could provide community input to museum staff, participate in long range planning, and continue to fundraise. There is a concern that due to their fundraising role, there could be a conflict of interest ifthe Friends were to oversee collections or policy, but perhaps with careful consideration, a workable solution could be found so that the museum staff could have the support they need on these issues and no one would question the motives behind any decisions. Our concerns, if the Town were to disband the Advisory Board, are that the museum would lose a valuable source ofknowledge and support. The current Advisory Board has members who have longevity in the community, some work in jobs that involve knowledge ofthe history ofthe area, some live or work in historic buildings, and all have a beliefthat it is important that we maintain a collective memory ofEstes Park and its past. We also believe that the existence of an Advisory Board would help the museum survive any possible adverse effects caused by future changes to the Town Board, the museum staff, or the political climate in Estes Park by providing continuity, knowledge of the museum's past and plans for the future, and support for the museum in the community. Seven people have applied for the three vacancies on the Board and ifthe Town decides to keep the Advisory Board, the new members would bring new ideas and new enthusiasm to the current Board. However, if the Town decides that the Advisory Board is no longer needed, the people who have served on the Advisory Board would continue to be involved with the museum and local history in some other capacity. We all believe that, regardless of the Advisory Board outcome, the museum needs to continue its role of preserving our past and educating the public about our varied history, and that it must continue to pursue facility improvements in order to maintain its collections and provide public access to local history. The Hydroplant Citizens Advisory Committee, with Mike Mangelsen as chair, has recommended that the hydroplant be open 18 hours a week. Anticipated hours of operation are Tuesdays through Sundays from 1 to 4 PM, closing for the season on Sunday, September 1. During the rest of the year, school and other tours would be on an appointment basis. The total number of hours of operation anticipated for 2002 are 43 days @ 3 hours/day = 129 hours. We anticipate that part-time Education Curator JJ Rutherford can cover 42 of those hours. At minimum, 87 hours minimum remain for which we need to find staffing. Platte River Power Authority has agreed to underwrite a seasonal interpreter at the hydroplant Gor $1000 to cover those hours for the 2002 season. Attached is a job description. Budget 100 hours seasonal employee at pay rate of $9.00/hour. Associated employer tax and benefits expenses. Total not to exceed $1000. Action Staff recommends that we hire a part-time seasonal interpreter for the hydroplant for 2002, using funds received from Platte River Power Authority. Many of the observations made in the 2001 report are valid for the entire three-year survey period, most notably that the advertising program is very important in driving visitors to the Estes Park area, and the spending from the inquirers who visit more than makes up for the advertising expense of the program. Also, respondents are quite satisfied overall with their experience in Estes Park and indicate a high likelihood of return to the area. If the research program is to be continued, it would be informative to probe further with those who inquired about Estes Park but did not visit, asking such questions as the reason for not visiting, other locations visited instead, likelihood of a future visit, and other questions of interest among this segment. As well, more questions of those who did visit could be valuable, such as suggestions for improvements, information sources used in planning the trip, and other topics that might be of interest. Following are some of the key highlights and findings from the three-year research program. "Overall" figures quoted below and in the report refer to the overall three-year average. Please see the full text of the report for a more complete analysis of these and other topics. • Overall, 33 percent of respondents who requested information actually visited Estes Park. Conversion was highest in 1999, at 35 percent, and declined slightly each of the other two years, to 34 percent in 2000 and 31 percent in 2001. • Overall expenditures averaged $715 per party, similar to figures from past years. The median spending was $490, meaning that half the respondents spent less than that amount, and half spent more. Average spending was highest in 2000, at an average of $751, followed by $706 in 1999 and $681 in 2001.2 • The average party size is 3.4 persons, largest in 1999 (3.5 persons). The average was 3.3 in both 2000 and 2001. • The average number of nights stayed in the Estes Park area was 3.1, highest in 2000, at 3.2 nights, and lowest in 2001, at 2.9 nights. • Overall, 37 percent said that Estes Park was their primary destination on their trip. This percentage was highest in 1999, at 39 percent, while it dropped to 36 percent in both 2000 and 2001. • The rating of the experience in Estes Park is generally high in all three years. The average rating of the overall experience in Estes Park is 4.5 out of 5, with the same rating is recorded in each of the three years of the survey. Similarly, average likelihood of return to Estes Park in the future is 4.4 out of 5 overall and in each of the three years. 2 The reader should note that the average spending figures for prior years might differ slightly than those stated in past reports. This discrepancy is due to removing excessively high spending figures ("outliers") from the average spending calculation. These revised average figures are more accurate. As well, a greater emphasis in this report is placed on the median spending figure, which tends to provide a different but in certain ways more reliable figure. RRC ASSOCIATES 4' TOWN OF ESTES PARK CONVERSION STUDY THREE-YEAR SUMMARY FINAL REPORT RESULTS THE DFTIAL REQUEST FOR INFORMATION Statement That Best Describes Main Reason for Information Request Overall, the top three reasons for requesting the information remain that the respondent had definitely decided to visit Estes Park, that the respondent had definitely decided to visit Colorado, or that the respondent was considering a trip to Colorado. Slightly declining proportion of those who had definitely decided to visit Estes Park (32 percent in 1999 to 27 percent in 2001) is observed, placing a greater premium on an effective mail piece to convince the remaining inquirers to actually visit the area. The remainder was not specifically planning a trip, but was interested in Estes Park at some point or had an "other" reason for the request. Clearly, the majority of people who requested information had not decided to visit Estes Park at the time of the request. This finding underscores the importance of the communication with the potential visitor, including a clear and compelling mailing piece and the importance of follow-up with such potential guests. However, upon closer inspection it becomes apparent that the real value of the advertising campaign is to reach those individuals who said they were just considering a trip, either to Estes Park or to Colorado. In other words, the true audience is the 70 percent who had not definitely decided to visit Estes Park. Another value of the advertising campaign and subsequent Vacation Planner mailing is convincing those who do visit to stay additional days (and spend additional money) on their stay. Unfortunately, the current form of the survey does not measure extra days spent as a result of the influence of the Vacation Planner. RRC ASSOCIATES 6 Administration Memo To: Community Development Committee CC: Town Administrator Widmer From: Randy Repola Date: April 23,2002 Subject: Committee meeting attendance Background In 2001, we adopted a rotating calendar for departments that report to the Community Development Committee. Of the six departments that report to the Community Development Committee, four (Conference Center, Museum, Senior Center and Special Events) now appear bi-monthly while the other two (Advertising and Community Development) continue to attend every committee meeting. The group of departments that report to Community Development Committee is a diverse one. However, there are similarities among most of them. Of the six departments, five are somewhat unique in that they would not be considered traditional municipal services or functions, while the sixth, Community Development is a core municipal function. In the interest of creating committee meetings that are focused and efficient, staff proposes to further refine the meeting makeup. Given that the Advertising, Conference Center and Special Events departments provide visitor-related services, there is substantial overlap of activity and effort between these three departments. Therefore, dedicating every other month to this group of departments provides an agenda that is focused on visitor-oriented services and their role in our organization. Conversely, the Community Development, Museum and Senior Center departments would comprise the other half of committee business. Obviously, this meeting would consist of a more diverse agenda. This schedule does not preclude the appearance of a department during an off-month if necessary.
