This vehicle is within the vehicle replacement parameters of 80,000 to 90,000 miles or 10 years. This Vehicle (G-27) has 76,514 miles and is 17 years old. Museum/Senior Center Services Memo To: Honorable Mayor Baudek Board of Trustees Town Administrator Widmer From: Betty Kilsdonk Date: August 10,2001 Subject: Feasibility Study for Capital Campaign Background. In past years the museum has received three federal grants for surveys of the facility by outside consultants. In each instance, the surveyor reported that the facility was inadequate in size to support the spatial needs of a museum, such as storage space, public meeting space, and exhibit preparation space. Since 1995, the Museum's strategic plan, which is developed by the Advisory Board, Friends Board, Town Administration, and staff, has included a site expansion objective. In 1997, Town trustees agreed to fund a facility study. As a result of the study, the trustees increased the Museum's transfer in 2000 by $39,000 as a match for Friends of the Museum facility expansion fundraising efforts. For various reasons, including the extensive fundraising taking place at the time to support Stanley Hall, the Friends decided not to proceed with the capital campaign at that time. This year they have revisited this project. The Friends have solicited a proposal from H. Benjamin Duke (attached). On August 7 they held a special Friends Board meeting and agreed on the following motion: To hire Ben Duke to perform a feasibility study with an added focus on identifying possible grant sources and on creating a planned giving plan. The cost will not exceed $18,000, for which one half of the funds will come from the Town. Budget. The study would cost the Town of Estes Park not more than $9000 as an additional transfer to the Museum's budget in 2002. It was discussed and declined because of the disruption of other events at the fairgrounds. Trustee Barker asked that the Special Events Department again look at the possibility of a trial rodeo series for 2002. Tourists are looking for evening entertainment. Additional entertainment is an enticement for the tourist to spend an additional day in Estes Park. The Trial Summer Rodeo Series would be held on Mondays, Tuesday and Wednesdays during the weeks of June 3rd, 10% 178, and 248. The Series would not be associated with the Rooftop Rodeo, nor is it intended to take its place. Attached is the Estimated Income & Expenses for both 12 performances and 24 performances. Budget 12 Rodeo Performances - possible subsidy of $36,000 per year 24 Rodeo Performances - possible subsidy of $71,500 per year Action Staff recommends a trial period of two years to break even. The two day bicycling event was well received by the 450 participants. When the 2001 race was approved by the Community Development Committee, they asked that the dates for any future races be changed to early June. Attached, from Mr. Plummer, is a 2001 Event Review and proposed plans for 2002. The dates chosen are June 12 thru 14th (extended to 5 days from 2 days), which are the same dates as the Estes Park Wool Market. Mr. Plummer is asking that you approved the dates and extended days at this time, so that his planning for 2002 can continue. There was one auto accident as a result of the event at Hwy 7 & Carriage Drive. No other accidents or disturbances occurred. Budget Neither the Special Events Department or the Police Department has monies budgeted for this event in 2002. The Event maybe required to pay for or share in the cost of Police Services. Action Special Events Staff and Police Department recommend date approval for 2002. We would continue to urge Mr. Plummer to pursue a weekend without an established event earlier in June. ' r X19/ f~Itengv L,ycling LA 2002 2001 Review We had a very successful race in 2001. With over 450 racers participating in the E.C.C., I was very happy with the first year turnout. Without exception. the racers were very appreciative ofthe quality of racing that Ihey found at the 2001 Estes Cycling Challenge. I have enclosed copies of some of rider comments with this submittal. O f primary interest should be the fact that there were no injuries more serious than some road-rash. The efforts ofthe Estes Park Police Dept., Colorado State Patrol, Larimer County Sheriff's Department, Estes Park Sunrise Rotary and many others, combined to make this a safe and challenging event that the Colorado racing community has been talking about since the race ended. The 2001 E.C.C. did have some areas that could use some improvement. More course marshalswould benefit both Saturday and Sunday's Road Races. I have had some preliminary discussions with the Sunrise Rotary Club to try to identify ways that we can improve on next year' s race. The traffic disruptions on Sunday's Devil's Gulch Road Race can be improved upon in future years. In addition, I didn't provide the Steamer Drive/Black Canyon Hills residents with enough pre-race information about traffic impacts ofthe race in their neighborhood. Improvements for 2002: I am requesting a change of date to one week earlier. This is in part to reduce the traffic conflicts by moving to a weekend with less traffic. In addition, I wish to grow the race and the weekend ofJune 15* and 16th does not conflict with any major North American race. I looked at the weekends of June 7/8 and June 22/23. Each of these weekends conflicts with an established high dollar race on the National and International race calendars. The proposed race schedule for 2002 will be expanded and modified, All the race categories will have at least three days ofracing. The Saturday evening Time Trial ofthe 2001 race schedule will be moved to Friday evening. In addition, the Pro/1/2 Men will have two additional days of racing with a Wednesday evening Prolog, a Thursday point-to-point Road Race and a Friday morning Time Trial in Rocky Mountain National Park. I am requesting some minor course changes for the Devil's Gulch Road Race. The requested changes are intended to improve vehicular traffic flow in the vicinity ofHighway 34 and Lone Pine Drive I will be developing an informational flyer for the Steamer Drive/Black Canyon Hills residents to communicate the traffic restrictions caused by the race and how to best deal with those restrictions. kJ . - r .11 I ,-1 Direct Town Impacts: I am requesting permission to have The Estes Cycling Challenge in Estes Park on June 12 - 16, 2002. In addition I will be requesting support from the Estes Park Public Works Dept. on a variety of small road related safety issues including road sweeping, sign and cone loan and potentially cooperation on paving, patching and sealing schedules. The races were fun, and everything seemed very well organized, especially for a first time event. All of the officers out on the course were great, and as a racer I felt very safe, even on busy roads at a busy time of year. This is certainly one of the best events I've done in this state in a long time, and it is great to have a couple of road races on challenging courses to provide some selection and fun racing. We see enough group sprints with 75 riders going for a win. Couldn't have picked a better setting. I hope all went well for you, and we sure appreciate all of your hard work - I know it can be extremely stressfull and thankless. AN ORDINANCE AMENDING THE ESTES PARK MUNICIPAL CODE TO INCORPORATE CURRENT REFERENCES TO THE ESTES VALLEY DEVELOPMENT CODE NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: Section 1: Sections 5.35.010, 5.35.030, and 5.35.070 shall be amended as follows: 5.35.010 Applicability. This Chapter shall apply to any accommodation existing in the RE-1, RE, E, R, R-1, R-2 and R-M Zoning Districts of the Town. 535.030 Restrictions on rentals. Each accommodation subject to this Chapter shall be restricted in the leasing, rental or furnishing of any accommodation unit as follows: (1) Renters. The number of renters using each accommodation shall be no more than twice the number of bedrooms located within each accommodation plus two (2) persons. (2) Renter vehicles. (3) Recreational vehicles and tents. " Delete this section" Section 2: Section 7.08.070 and 7.08.080 shall be amended to read as follows: 7.08.070 Conditions required for permit for horses. The Town Building Official shall authorize issuance of a permit to keep and maintain horses on certain described premises within the Town upon his or her determination that the following conditions or requirements are met: (1) Permits may be issued to resident owners or resident lessees of real property located within the RE-1, RE, and E-1 Estate residential district for their personal horses provided the minimum lot size is five (5) acres or more and the number of horses shall not exceed four (4). Any real property included in a permit issued hereunder shall not be included in any other permit. (2) Permits may be issued to owners and lessees of property located within C-D or C-0 districts, provided that the minimum lot size is fifteen (15) acres or more and the number of horses shall not exceed four (4). (3) Any shed, shelter or corral in which horses are kept or maintained shall not be closer than twenty-five (25) feet to any building occupied as a residence or used for human habitation or use and fifty (50) feet from any street or property line. All property where horses are to be kept or maintained shall be fenced by a lawful fence as defined by the state statutes, which fence shall be constructed at least fifty (50) feet from the outside boundary line of the property described in the application for a permit. (4) The construction of feeding facilities and the construction, drainage, flooring, ventilation, waste removal and fly screening of all sheds or other shelters shall be governed by any regulations adopted by the Board of Trustees. 7.08.080 Exception regarding horses. The area requirements or proximity of enclosures to residences, property lines and streets as provided in this Chapter shall not be applicable to the display of horses by entrants in any show or fair authorized by the Town during such show or fair. Section 3: Section 8.04.080 shall be amended as follows: 8.04.080 Disturbance - sound, noise, odor or light. (a) No vibration, odor or flashing light (except for warning devices, temporary construction or maintenance work, parades, special events or other special circumstances) shall be observable without instruments more than two hundred (200) feet from the boundaries of the originating premises at locations within a A, O, C-O, C-H or I-1 zoning district, or more than forty (40) feet from the boundaries at locations within any other zoning district. However, the Board of Trustees may authorize an activity not meeting these standards in cases where the Board of Trustees determines that no objectionable conditions will thereby be created for other properties because of the specific characteristics of this location or circumstance of this use. (b) No sound or noise shall exceed the maximum noise levels as the same are defined, regulated, and measured pursuant to the provisions of Sections 25-12- 101 et seq., C.R.S. However, the Board of Trustees may authorize activity not meeting these standards in cases where the Board o f Trustees determines that no objectionable conditions will thereby be created for other properties because of the specific characteristics of this location or circumstances of this use. Section 4: Section 10.16.010 shall be amended as follows: 10.16.010 Regulations. (a) No recreational vehicle, as the same is defined in Chapter 13 of the Estes Valley Development Code, shall be parked on any of the streets, alleys, highways, parking lots or other public ways of the Town in violation of any parking regulation of the Town. In no event shall ally recreational vehicle be parked on any of the streets, alleys, highways, parking lots or other public place of the Town for a period greater than eighteen (18) consecutive hours. (b) No recreational vehicle, as the same is defined in Chapter 13 of the Estes Valley Development Code, shall be used for living or sleeping purposes or as a store, office or place for the carrying on of a business, trade or profession within the Town, unless it is located in an approved or legal non-conforming RV park pursuant to the applicable terms of the Estes Valley Development Code. (c) A recreational vehicle, as the same is defined in Chapter 13 of the Estes Valley Development Code, may be parked for a period of greater than eighteen (18) consecutive hours and used for living or sleeping purposes in an approved or legal non-conforming RV park pursuant to the provisions of the Estes Valley Development Code. (CD No tent, temporary shelter, canopy or tepee, including all or any part of the supporting framework, shall be used for living or sleeping purposes or as a store, office or place for carrying on a business, trade or profession within the Town except as follows: (1) As an accessory use to a residential dwelling so long as the use is temporary and does not exceed a period of seven (7) consecutive days. (2) As an accessory use to a commercial use so long as it is not used for living or sleeping purposes, the use is temporary and the temporary use does not exceed thirty (30) days in any calendar year. (3) The use does not occur within the C-D Downtown Commercial District. (4) As an accessory use to any Town-sponsored or approved event. (5) As an accessory use on any Town-owned or occupied property. (6) The use is located in an approved or legal non-conforming campground/RV park pursuant to the applicable terms of the Estes Valley Development Code. Section 5: Section 14.12.030 shall be amended as follows: 14.12.030 Grading permits. Section 3306 of Chapter 33 of the Uniform Building Code Appendix, 1997 edition, shall be amended by the addition of Section 3306.3 to read as follows: "No grading or excavation for projects which require development plan approval or subdivision approval under the provisions of the Estes Valley Development Code shall be done without a grading permit. A grading permit may be issued following final approval of a development or concept plan if the applicant desires to grade or excavate a project prior to the issuance of a building permit." TOWN OF ESTES PARK By: Mayor Proposal for a Feasibility Study The Town of Estes Park Museum Department In partnership with The Friends of the Museum For a possible $1,500,000 Capital Campaign For the Estes Park Area Historical Museum Prepared by H. Benjamin Duke III June 18, 2001 Background The Estes Park Area Historical Museum is a department o f the Town o f Estes Park and collects, preserves, interprets, and exhibits area history for both residents and visitors. An Advisory Committee appointed by the Town's mayor governs the Museum, and it is supported b y the Friends of the Museum, a 501(c) 3 organization that raises funds and helps with Museum outreach. The Museum's operating budget is approximately $150,000 a year with two full-time and one part-time staff. Additionally, the Friends have a part-time staff person who assists with membership, the gift shop, and volunteers. The Museum is testing the feasibility o f conducting a $1,500,000 campaign for expansion of its present facilities. The current facilities limit the Museum's ability to hold public programs, prepare and display exhibits, and properly house artifacts. It is anticipated that funds for the project will come from local and out-of-town individuals, foundations, businesses, and Friends members. Government support also is a possibility at some level. Proposed Feasibilitv Study The study would involve several steps: • The first step would involve a review of current funding sources. • Next would be review (and/or development) o f the Case for Support for the Museum's capital campaign. • A series of confidential interviews with both affiliated and non-affiliated community leaders, including select Board members, current and prospective donors, foundations, businesses, and political/civic leaders. Individuals selected for interviews should come from one of the following groups: a. Potential Campaign donors (those with the capacity to make larger, multi-year gifts). b. Individuals with strong centers o f influence, knowing or having access to others who could contribute significantly to such a project. They also may have important information pertaining to specific philanthropic opportunities in the Estes Park area. c. Appropriate city, county, or state officials. All interviews would be designed specifically to assess - Image and Reputation of the Museum - Strength of the Case for Support - Potential donors, including larger prospects - Available Volunteer Leadership for participation in the campaign - Management and Development Resources available to support the campaign - Confirmation of the Campaign Goal - Timing and Sequence of the Campaign, and - Overview and Recommendations for the Campaign . V , 11 4 : Al I ' An interview request letter would be sent by the Museum to those we would wish to interview. I could help draft the letter, but the museum's leadership would approve its final content. The Board Chair and/or Museum director letter would sign it. The confidential interviews would be conducted by me either in person, or, if necessary, by phone. I would send a thank you letter to each interviewee. • Following the interviews, I would prepare a final written report summarizing my findings and outlining my recommendations relating to the proposed campaign. I also would present the final study results to whichever group the Museum deems appropriate. • At the conclusion of the study, I also recommend a letter be sent to all interviewees highlighting the study's findings and results, along with any plan of action approved by the Museum's leadership. Timetable The study would take place in August and September 2001. Campaign Master Plan Following the Feasibility Study, I could work with the Museum to develop a Campaign Master Plan, including organizational structure, final case statement, timelines, committee structures, budgets, and any other factors deemed necessary. Fees Depending on the number of interviews for the Feasibility Study, the range of fees would be from $5,000 (ten interviews) to $12,000 (thirty interviews). Expenses, such as travel, phone and supplies would be additional. Should we decide to move forward with the Campaign Master Plan, we would establish an appropriate fee, depending on the scope o f the plan, and the time necessary to complete it. The resulting Building Code Effectiveness Grading Classification is 4 for 1 and 2 family residential property and 4 for commercial and industrial property. The Insurance Services Office, Inc. (ISO) is an insurer-supported organization with the primary mission ofproviding advisory insurance underwriting and rating information to insurers. There is no requirement that insurers use our advisory material. Insurers may have adopted, or may be in the process of adopting, an ISO insurance rating program that will provide rating credits to individual property insurance policies in recognition of community efforts to mitigate property damage due to natural disasters. These insurers may use the Building Code Effectiveness Grading Classification we have recently developed for your community as a basis for the credits used. While individual insurers may use different credits or different effective dates, the ISO program will apply credits to new construction within Estes Park that has been issued a Certificate of Occupancy in the year 2001 and fonvard. These measurements are then developed into a Building Code Effectiveness Classification number on a relative scale from I to 10, with 10 representing less than the minimum recognized protection. The Schedule is an insurance underwriting information and rating tool. It is not intended to analyze all aspects of a comprehensive building code enforcement program. It is not for purposes of determining compliance with any state or local law or regulation, nor is it for making property/casualty loss prevention or life safety recommendations. It should not be used for purposes other than insurance underwriting information and rating. WHEREAS, on July 23, 1991, the Board of Trustees adopted Ordinance 15-91 pertaining to "containment" within the C-D District, and subsequent adoption of the Estes Valley Development Code (Chapter 4, Zoning Districts, specifically paragraph a. Outdoor Sales, Use, Storage and Activity in the CD Zoning District, Number (3) Exceptions. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: That the following guidelines shall be adopted for the "Surprise Sale Days" being sponsored by the Special Events Department that is scheduled October 6 and 7, 2001: 1. Hours of operation shall be from 9:00 a.m. - 6:00 p.m. 2. The Sale Weekend is available to all Estes Park businesses. 3. The Sale Weekend will be held rain or shine. 4. Businesses will be allowed to sell merchandise in front of their store only during the hours specified above. 5. Each business will be allowed one (1) outside selling space. 6. Sidewalk displays shall provide a minimum clearance of 4' for pedestrian ways and handicapped accessibility. Displays and/or merchandise will not be allowed in any street. 7. Those merchants without sidewalk frontage may reserve a space in Bond Park by contacting Linda Hinze at 586-6104. 8. Advertising posters will be provided. 9. All participating businesses must possess a current Town Business License. BE IT FURTHER RESOLVED, that every business is urged to participate in this Surprise Sale Days annual event.
