SPECIAL EVENTS DEPARTMENT MEMO To: Honorable Mayor Baudek Board of Trustees Town Administrator Widmer From: Special Events Department Director Hinze Date: July 22, 2001 Background Three years ago the Special Events Department created an Entertainment Permit which allowed a Permit Applicant to purchase a Business License. The Permit Applicant takes responsibility for entertainers (jurying, scheduling, etc.) to entertainment at Bond Park, Tregent Park, Riverside Plaza or Barlow Plaza with certain restrictions. Gratuities are permitted if asked for discretely, however no sale of goods is permitted. Dick Orleans has been the Permit Applicant over these years. He has been responsible and we have had no complaints concerning this permit or use. The Permit describes the location for entertainment in Riverside Plaza as the "designated show area". Which is the grass area built somewhat like an amphitheater. Mr. Orleans is requesting that the entire area in Riverside Plaza from the Wheel Bar to Subway be included as long as the listeners do not congest the traffic flow. His entertainers feel that locations next to MacDonald Papeterie and the pool area are better suited for gratuities. They also are effected by the river noise in the spring, as they are restricted to low amplification. The Permit change would be: #8 - delete the words "designated show area" Budget. N/A Action Staff recommends approval as long as it does not create congestion. . SPECIAL EVENTS EVALUATION 2001 WOOL MARKET DATE: June 14-17 NO. OF YEARS: 11 NO. OF DAYS: 4 MANAGEMENT: Special Events Department & Wool Market Committee PURPOSE: 1) To be an educational and entertaining event for those interested in fiber and fiber animals 2) A family event 3) Attract an audience from outside the Estes Park area, staying several days during the shoulder season 4) Selling opportunities for fiber artists and the showing and marketing of animals 5) Provide for the general public a hands-on educational experience plus a market for the purchasing of yarns, fleeces, equipment and garments. ACTIVITIES: Workshops, animal shows, spinning contests, spinning and weaving demonstrations, fashion show, fleece contests, skein contest, children's hands-on tent, sheep dog and sheep shearing demonstrations. ADVERTISING: Local newspaper, six front-range newspapers, five trade magazines. GROWTH POTENTIAL: Commercial vendors, and alpacas were at maximum without more facilities and this is OK, as the quality can be controlled. There is a great need for fiber education and a place for breeders to promote their animals in our area. There still is a great deal of interest in fiber education. All but 2 of the 22 workshops were full. Most of these workshop attendees stay in EP for the full four days. Weather was great. Alpaca exhibitors remain at maximum, goats showed an increase, but sheep and 11amas decreased slightly. COMMENTS: The Estes Park Wool Market is one of the top three fiber festivals in the United States. The expenses for the last two years jumped mainly due to the addition of a larger tent and more pens for alpacas(however their pen fees do pay for the tent). We feel it was important to accommodate the large number of alpacas rather than limit their numbers at this time. We will not, however, expand any further with tents. The Alpaca Breeders of Colorado support our show in large numbers, they run the Alpaca Show and provide lots of volunteers. SPECIAL EVENTS EVALUATION 2001 MINIATURE HORSE SHOW DATE: June 20-24 NO. Two other conflicts for the exhibitors were going on. COMMENTS: Effortless show to have on the grounds for staff. They have asked to return in 2002. I am working on having another horse show on the grounds at the same time as the Cutting Show next year. Comments: The Fourth of July being on Wednesday did not help the attendance for the Arabian Show. . SPECIAL EVENTS EVALUATION 2001 ROOFTOP RODEO DATE: July 10-15 NO. OF YEARS: 75 NO. We feel that this is very good due to three nights of rain prior to rodeo time. COMMENTS: Rodeo was excellent. The 75 th Celebration went very well. The BBQ held for past committee members was appreciated and attended by over 30 past members. The sponsorships of Copenhagen and of Dodge are very important and add a lot of clout to the Rooftop in the eyes of contestants and also avid rodeo attendees. The Rooftop Rodeo Committee worked well together and equally hard to provide this year's great rodeo activities. The new chutes and pens work great. Makes for an easier and safer production. Estes Cycling Challenge - organized by Todd Plummer of Estes Park Held June 23 & 24,2001 Two days of racing: Saturday - Road race from Brodie Avenue to Fish Creek to Hwy 7 to Community Drive to Brodie Saturday Evening - Time Trials on Dry Gulch Road Sunday - Road race from Hwy 34 to Steamer Drive to Devil's Gulch Road to Dry Gulch Road to Hwy 34 Todd was very organized and met several times with Police Department and State Patrol. All three races went well. Todd met with the EPPD after the event to evaluate the races and note any concerns and changes that should be made for future races. Calls came in prior to the race asking about closers, however during the two days as far as I know there were no complaints from the residents in the areas effected. He registered 451 bikers, which he was pleased with for a first time race. Todd is working on 2002 and, as the Board o f Trustees requested, is looking at earlier dates in June. Ride the Rockies Held June 21/22 The bikers arrived mid morning on the 21St and a large number stayed at the high school. The meals arranged for went well. The Kiwanis Club served the Bond Park meal and Lions Club served the breakfast at Stanley Park. Both groups sold out and were pleased with their efforts and income. The event at Bond Park went well, they enjoyed the meal and the entertainment. (We were told after the event that Estes Park had many great comments on the Bond Park party and that they enjoyed being in Estes Park). Under our agreement with R-R, they agreed to pay for the expenses incurred in town and as of this date they have paid those obligations. Total direct expenses in Estes Park $4,458.61.
