A Byway Management Plan is needed to assure that the achievement of byway projects meets the vision shared by the partnership of local, state, and federal agencies that are jointly managing the Byway. The Peak to Peak is located on Colorado highways 119, 72 and 7. The communities of Black Hawk/Central City, Nederland, Ward, Allenspark and Estes Park are located on the Byway. This 55 mile long route provides a dramatic view of the Continental Divide and provides a major recreational area for Colorado Front Range residents and visitors. Major attractions such as the Rocky Mountain National Park, Golden Gate Canyon State Park, Arapaho and Roosevelt National Forests, Indian Peaks Wilderness Area and Eldora Mountain Resort combine recreation with a nature preserve. Established in 1918, the Peak to Peak is Colorado's oldest Byway. ISSUING AGENT This request for proposal to complete a byway corridor management plan for the Peak to Peak is issued by the Tourism and Recreation Program of Boulder County, fiscal agent to the Byway. PURPOSE The Peak to Peak is soliciting written proposals to complete a corridor management plan for the Byway with special emphasis on resource protection along the Byway. This corridor management plan will outline the vision, goals, policies, corridor protection strategies, and action plans to enhance the scenic values ofthe Byway. The Scenic Byway Interest Group (SBIG), the multi agency committee to who the consultant will report, is particularly interested in developing these strategies and action plans with as wide a range of public input as possible. Initial scoping performed by SBIG indicates that the involved publics prefer protection rather than development strategies. It will be a major task of the contractor to test this hypothesis. This project is funded by the Intermodal Surface Transportation Efficiency Act from the Federal Highway Administration and is administered by the Colorado Depart of Transportation. New Exhibit Fiber Arts and Crafts: Teachers from the Estes Park Wool Market opens tonight Oune 6) with a private reception for the teachers and students at the Wool Market workshops. The public opening ofthis exhibit will be Friday, June 7 from 5 to 7 p.m This opening is offered in conjunction with the Art Center of Estes Park, which has a reception from 5 to 8 p.m 2. Big Thompson Flood: Exhibit and Upcoming Events A record 250 people attended the opening reception for this exhibit on May 3. We have received excellent press coverage on the exhibit, including the front page ofthe Loveland Reporter-Herald, page B 1 of the Ft. Collins Coloradoan, a report by Channel 2 news which aired May 31, and a report by Channel 9 news which will air in early June. Three events are scheduled in conjunction with this exhibit: July 25 David McComb, professor of history at CSU and author of a book on the Big Thompson Flood Mun. Bldg. room 203,7:00 p.m 3. History Camp Award The MacGregor Charitable Trust has awarded the Friends ofthe Estes Park Area Historical Museum $1000 in support ofHistory Camp. History Camp runs for two sessions this year, July 15-19 and August 5-9, and is open to children entering grades 4-6. The first session has been set aside for Kreative Kids Day Care, with scholarship assistance available. 9. 4. Friends Board Activity At their May meeting, the Friends Board voted to support the acquisition of 2 or 3 original benches for the Museum' s grounds. The Museum will put out a call for artists, who will submit designs and samples along a theme to be decided by the Advisory Board and staff, probably Estes Park history or natural history. The designs will be juried by the Museum Advisory Board and staff. This "create a bench" idea was used with great success at the Cheyenne Mountain Zoo in Colorado Springs and will provide the Museum with badly needed new benches while also showcasing regional artists. The Friends Board voted to contribute $1350 to upgrade the Museum's kitchen, including funds donated in memory of Dick Koenig. Museum volunteers and members ofthe Friends April Attendance Board, under the direction of graduate student Total: 228 Sally Landes, are conducting a telephone 1-663% survey of approximately 190 expired Friends /1 E•te. pd 1 37 ~ members. The Town will pay $10,000 to Coordinator in return for services as Christmas Parade Coordinator for 1996. 2. It is understood that the services to be rendered by Coordinator include coordinating the efforts of the various entitles and individuals; administering the contracting for services, equipment and personnel; submitting invoices for same; planning the general character and presentation of the Parade; directing the general character and presentation of the Parade; directing its formation; and causing it to be presented at the appointed time. The appointed time is agreed to be approximately dusk on the evening of Friday, November 29, 1996. Coordinator shall not be responsible for acts of God and conditions beyond the control of Coordinator, which may delay, postpone or cause cancellation of the Parade. 3. Town agrees that Coordinator shall have option to coordinate Christmas Parades, or such similar activities and celebrations as may replace the Christmas Parade, in 1997 and 1998, subject to the Town and Coordinator agreeing on the terms and conditions of the coordination of those events. 4. It is understood that the proposed budget to be submitted by the Coordinator on or about August 18, 1996, will be tentative in nature, and that amounts associated with specific line items may be substantially adjusted. However, the Coordinator will not contract for rentals, materials, or services in amounts totalling more than $2,500, without the express written authorization of Town. The $2,500 is in addition to and separate from the above- referenced $10,000 for service. 5. It is understood and agreed that the $2,500 budget is essentially for items associated with mounting of the Parade. This includes such items as lights, generators, sound systems, stages, decorations, sanitary equipment, decorations for street and stages, and rental of costumes and props. It is understood and agreed the $2,500 is insufficient to provide for the construction and presentation of floats and characters associated to. with the Parade. Coordinator will attempt to obtain "sponsorships"*of floats, characters and combinations thereof, by soliciting funds from merchants, lodging establ:ishments, and other business people and organizations. Funds raised by Coordinator in the form of sponsorships shall first be used to create and construct sponsored floats and/or characters; and secondly to compensate Coordinator for creative services, obtaining of materials, and for labor involved in the construction of the sponsored floats and/or characters. Any and all agreements between the Coordinator and sponsor shall be solely by those parties and should not in any manner involved the Town. 6. It is understood and agreed that the size, extent and character of the Parade is contingent upon and subject to the level of success Coordinator may or may not achieve in obtaining sponsorships, and no warranties or guarantees are made or implied by Coordinator regarding the level of success that coordinator may eventually achieve in attempting to obtain such sponsorships. Coordinator agrees to use best efforts to obtain sponsorships and thereby to maximize the size and extent of the Parade. Town agrees to use best efforts to assist Coordinator. 7. It is understood and agreed that Coordinator shall own the salvageable portions of the floats and characters, whether in whole or in part, as well as the creative design of the floats and characters, and sponsorship rights to any floats or characters shall be limited to this year's Parade. However, to the greatest extent possible and financially feasible, sponsors shall have the option of sponsoring the same floats and characters in successive years at costs similar to 1994 and/or adjusted at levels consistent with cost of living indexes. 8. It is understood and agreed by the parties hereto that the Coordinator is an independent contractor. This letter of understanding shall not be construed as establishing the relationship of employer/employee, joint-venture, partnership, or any other like legal entity, with regard to the relationship between the Town and Coordinator. 9. It is understood and agreed that the Town shall be responsible for obtaining liability insurance of the parade. Said insurance shall be through the Town's current insurance arrangements with CIRSA. As an independent contractor, Coordinator shall be responsible for providing volunteers worker' s compensation- insurance coverage for all volunteers of Coordinator involved in Coordinator's duties and responsibilities pursuant to the terms of this Letter of Understanding. il. 10. It is understood and agreed that the Town shall also be responsible for the following: a. All advertising and promotion as previously planned in the 1995 Town approved budget; b. Postage and copying costs of Coordinator relating to coordinating the event; c. Personnel to drive floats and other vehicles associated with the Parade or its presentation; and construction and transportation of stages, stands, and/or related structures; d. Supervisory personnel and facilities for parking; e. A convenient storage area for equipment, costumes, characters and other materials related to the event.
