In order to provide those services, the parties agree to the following criteria: I. Packets/Labels A. The Chamber will assemble packets according to the criteria established with the Town Advertising Manager. B. The Chamber will generate and affix to packets all labels created as a result of Direct Response requests received by the Chamber. The Town of Estes Park will reimburse the Chamber of Commerce at the rate of 31.0 cents per label for this activity. C. The Chamber of Commerce will accept and affix to packets all labels received from Readership Service inquiries. The Town will reimburse the Chamber at the rate of 05.15 cents per label for this activity. II. Mailing of Packets A. The Chamber will prepare and deliver to the Post Office bulk mailings according to the U.S. Postal Service guidelines within 5 days of the inquiry, or receipt of Readership Service labels. The Town will reimburse the Chamber at the rate of 18.54 cents per packet for this activity. B. The Chamber of Commerce will prepare and deliver to the Post Office for 1st class mailing when timing of visitor trip requires, or when the minimum bulk quantity is accumulating too slowly to meet the 5-day mailing criteria. The Town will reimburse the Chamber at the rate of 18.54 cents per packet for this activity. C. The Town will reimburse the Chamber for 1st class postage on the basis of actual cost of postage as determined by the postage meter, and verified in the monthly reports. D. The Chamber will keep an accurate running balance of funds available in the Bulk Postal account maintained by the Town. The funds in this account are to be used by the Chamber for the purpose of bulk mailings as verified in the monthly reports. 2 4 t 1994 Proposed Operating Agreement, Page 2 III. Quantity Shipping A. The Chamber will prepare and ship quantities of collateral material in response to requests and according to guidelines established with the Town Advertising Manager. The Town Will reimburse the Chamber at the rate of $1.03 per shipment. B. The Town will reimburse the Chamber for shipping costs on the basis of actual cost as reported on the shipping invoices for the period, plus a U.P.S. pickup charge of $5.00 or the current pickup charge being charged by the carrier. IV. Incoming 800 Operators A. The Chamber will provide and train adequate staffing to answer incoming 800 calls within the standards and guidelines established with the Town Advertising Manager and dhamber Management. The Town will reimburse the Chamber at the rate of 061.8 cents per call as reported by the monthly AT&T Masterline billing. B. The Chamber will provide all hardware (equipment) and software (programming) necessary to accomplish point IV.-A within the standards and guidelines established with the Town Advertising Manager and Chamber Management. V. Reports A. The Chamber of Commerce will generate monthly reports including but not limited to: 1.) Inquiry counts by state, by source, by month and year-to-date, including a monthly "Total" report by state, by month and year-to-date. 2.) MonthlY and year-to-date detailed summary of bulk mailings, first class and foreign mailings, quantity shipping activity to support and verify Chamber billing of monthly charges to the Town. The Town will pay up to $4.00 per page of the inquiry count reports not to exceed 35 coded pages per month. B. The Chamber of Commerce will provide all hardware (equipment) and software (programming) necessary to accomplish point V.-A within the standards and guidelines established with the Town Advertising Director and Chamber Management. 3 1994 Proposed Operating Agreements Page 3 D. The Town of Estes Park will also give a verbal and written notice to the Chamber of Commerce 45 days or more as to when the proposed contract needs to be revisited each year to meet the budget setting meeting of the Estes Park town trustees. ' , I. 1% In winter a hush settles over the snow-covered ' peaks set against clear, pale blue skies and forests of evergreen. The air is crisp and invigorating. A winter's day may bring balmy breezes and temperatures in the 50s. While snow rarely stays on the ground for more than a day or two in the village, conditions at higher elevations are excel- i ..:g- -- lent for cross country skiing, snowshoeing and ,WIN,~4"4/ winter hiking. Trails in the area are left in their Al-* natural state. A Nature Preserve 44·-- Wildlife watching is at its best as herds of win- some mule deer browse only a few feet away, elk 3 1 congregate in open meadows and bighorn sheep , graze on hillsides. Moose, black bear, fox, mountain lion and bobcat also live here but are t rarely seen because their numbers are few. 4 - During the summer, birds and butterflies | abound. ESTES PARK CONVERSION STUDY 1993 Presentation Overview January 6, 1994 Prepared for: Town of Estes Park Estes Park, Colorado Prepared by: RRC Associates 4875 Pearl East Circle, Suite 301 Boulder, Colorado 80301 303/449-6558 ESTES PARK CONVERSION STUDY 1993 INTRODUCTION This study profiles one segment of the Estes Park tourist market and focuses on the effectiveness of Estes Park's magazine advertising. Various issues are probed, such as who requests information? Who visits Estes Park? How effective are advertisements in general? Which publications are most effective? Do the ads motivate individuals to find out more information about Estes Park? The study concentrates on visitors to Estes Park, including their demographics and overall trip characteristics. It also profiles that segment of respondents that reported they do not intend to visit Estes Park. This Overview Report presents a summary of findings from the complete study that was performed in late fall, 1993. The full report, provided through the Advertising Manager at the Town of Estes Park, includes a detailed analysis of demographics, activities of visitors, and important trip planning and vacationing characteristics. In addition, it has a series of technical appendices that provide additional breakdowns of the data and also the results of the "open-ended" comments that were obtained through this study. The 1993 research effort was designed to allow comparison with previous studies conducted in 1988 by the Department of Recreation Resources and Landscape Architecture at Colorado State University, and in 1985 by the Business Research Division at the University of Colorado Graduate School of Business Administration. The sample for the 1993 study was created from a list of 52,227 inquirers-individuals who responded to an Estes Park advertisement placed in one of eight different national and regional magazines. A proportional sample was drawn from the inquirers with each publication represented at approximately the same percentage of the whole sample as that publication represents of all inquirers. The sample was further stratified with about 78 percent of the sample drawn from inquirers to spring advertisements and 22 percent drawn from respondents to the fall wave of advertisements. These proportions of spring to fall are identical to the ratio of total spring/fall inquiries. The response rate to the spring mailback survey was 22 percent (4,215 surveys mailed with 931 surveys completed). The fall mailback survey response rate was 19 percent (1,174 surveys mailed with 221 surveys completed). After creating the sampling distribution, a mailing list was generated. Each household in the sample of households that had requested information in the spring or fall was mailed a packet that included a cover letter, a questionnaire and a postage paid envelope for returning the questionnaire. Responses from the mailed survey packets were computer tabulated and the results provide the basis for this analysis. In an effort to validate the mailback results and to verify the extent of "non-response bias" evident in the group that did not mail their survey back, a total of 100 telephone surveys were also completed. These calls were made to inquirers who did not respond to the mailback survey. RRC ASSOCIATES PAGE 1 A . ESTES PARK CONVERSION STUDY 1993 Both the mailback surveys and telephone interviews were analyzed using SPSS (Statistical Package for the Social Sciences). Contained in the full report is a copy of the actual survey instrument used for the mailback survey that summarizes the overall survey frequencies. The survey was structured so that fundamental issues pertaining to Estes Park visitors could be answered. Specifically, the study was designed to profile: • Demographic characteristics • Trip Planning and Motivations • Geographic origins • Important sources of Information in • Trip characteristics planning the trip to Estes Park • Quality of the Estes Park experience • Financial impact from advertising campaign • Improvements/suggestions/complaints about • Conversion Ratios Estes Park • Analysis of each publication • Request For Information FINAL REPORT RESULTS The Mailback Survey On the following pages the respondents to Estes Park advertisements are first profiled. This discussion provides highlights of the survey results describing the overall makeup of responders to advertising. This group, while somewhat representative of all visitors to Estes Park, is different than the total population of visitors in that persons requesting information have special needs and desires. It is important to keep this in mind as the results from the 1993 study are evaluated. There is often a tendency to use the "inquirers" or "respondents" data as a proxy for all visitors to a resort. Such an extension of the data should be performed with caution given the scope of this study. While the data provide an excellent source of information concerning the magazine advertising respondent, the methodology does not allow generalized conclusions about groups that are under-represented in the overall study group (such as: frequent repeat visitors, day visitors from Colorado, etc.). The Telephone Survey As noted above, a telephone survey was conducted among a random sampling of non-respondents to the mailback survey. The purpose of this component of the study was to obtain an independent measure of the non-respondents to the original survey to ensure that this group did not differ markedly from the overall set of mailback respondents. The results, summarized on a copy of the survey instrument provided in the appendix to the full report, indicate that the demographic profile of telephone respondents generally resembles that of mailback respondents. The telephone respondents were slightly older and more likely to be retired than the mailback respondents, but otherwise few notable demographic or behavioral differences were detected. As a result, when profiling the demographic or behavioral origins of respondents and visitors, the telephone data have been merged with mailback data to create an "overall" profile. The one important difference in the response patterns of the telephone respondents is that they were significantly less likely to report that they had actually visited Estes Park. This finding will be discussed in a later section of this report. RRC ASSOCIATES PAGE 2 ESTES PARK CONVERSION STUDY 1993 DEMOGRAPHIC PROFILES The most basic element of this analysis involves the entire set of respondents to the mailback survey or the telephone survey. Again, this group represents a sampling of persons that in4uired about information concerning Estes Park and completed the mailback survey or were interviewed over the telephone. The results describing these respondents are profiled and the households that responded are then compared to the households that actually visited Estes Park. The table below summarizes the overall results. Following the table that summarizes the demographic results, the report includes a discussion of the "overall" respondents and two subsets of the "overall" respondents: "visitors" (respondents who visited Estes Park), and "non-visitors" (respondents who did not visit Estes Park). The overall respondents include all respondents who completed and returned the mailback survey. Visitors to Estes Park include those respondents who answered the mailback survey and actually visited Estes Park. Non-visitors include those respondents who answered the mailback survey but did not visit Estes Park. ESTES PARK CONVERSION STUDY 1993 Visitor and Non-Visitor Comparisons-Highlights of Findings Those who responded "no" to "Did you visit Estes Park?" create a segment classified as "non- visitors." Comparing visitors to respondents who report that they did not visit after receiving information show some distinct patterns. The profile of non-visitors is older than visitors to Estes Park. Thirty-four percent of the non-visitor respondents are 55 or older, as compared to 20 percent of visitor respondents who are in the 55 or older age group. Visitors show higher increases, in general. I ESTES PARK CONVERSION STUDY 1993 VISITOR AND NON-VISITOR GEOGRAPHIC ORIGINS Origins of visitor and non-visitor respondents are broken down by nine geographical regions and by each individual state. Table 3 provides the actual counts of origin as well as a percentage of the total. The tables are structured into nine different regions and a subtotal is provided highlighting how each region is performing. Figure 1 shows how well each state is doing in attracting visitors to Estes Park. A top ten list of key states are provided for the 1993 conversion study and the 1988 conversion study as well as a research study completed in 1987 of Welcome Center visitors to Colorado. Geographic Origins of Visitors to Estes Park Visitors to Estes Park are that segment that inquired about literature on Estes Park and have visited. Texas and Illinois attract the greatest percentage of visitors (with 12.4 and 8.6 percent respectively). The two regions of the United States where visitors originate is the West North Central region with 25.9 percent and the East North Central region with 23 percent. In other words, almost half the visitor respondents come from 12 states in the midwest regions. Table 3 provides a clear regional breakdown of where visitors come from. Figure 1 highlights the states that are the strongest in attracting visitors to Estes Park. The darker shades represent higher levels of actual visitation. Next most mentioned was that the respondent was. "considering" taking a trip to or through Colorado and wanted information on what to see and do (26 percent), followed by "had definitely decided to take a trip to Colorado" and wanted information (24 percent). The results from this question help to broaden our understanding of the wide variety of motivations for requesting information and the variety of responses to that advertising. As summarized, there are not only differences between the categories, but also differences between the spring and fall results, and by publication (see table below). Survey findings support the conclusion that only multiple programs or advertisements generalize about all respondents or visitors to Estes Park, or to conclude that any single program or strategy can address the diverse needs or behaviors of the traveling public. In fact, while more spring respondents had "definitely" decided on a trip to Estes Park than any other category (37 percent), for a large percentage (24 percent) the decision had "definitely" been made to go to Colorado but the decision about where to visit within Colorado had not yet been determined. An additional large segment (25 percent in spring and 26 percent overall) were "considering" a Colorado trip and wanted information about what to see and do. The differences between spring and the fall/telephone (which had all telephone calls made in the fall) also indicate some seasonal differences in travel consumer request patterns. The fall and telephone results suggest that a larger percentage of respondents to the later ads were undecided about visiting Estes Park and were especially likely to be "considering" travel for some point in the future. This project will also be utilized in Phase III. The existing data base that has been created is more generalized and, based on readily available data, I believe it is important to develop the ability to answer detailed and site specific land use issues. In order to address this in a cost effective manner, we have obtained parcel division information from Larimer County that would allow us to create a current Geographic Information System (G.I.S. ) data set and maps. Each parcel in the planning area can be mapped, coded with an existing land use, zoning, and future land use/zoning. Using "Windows" and a program called "Arc View'I, maps can be readily produced. The cost of creating this data base is $10,000 and will take approximately four weeks to complete. It is proposed that this cost would be shared as follows: Town of Estes Park $5,000 Larimer County $2,500 Rocky Mtn. Museum attendance for 1993 was 11,203 visitors (as compared to 7671 in 1992 and 6265 in 1991). 2. Personnel: The Museum Curator advertisement drew 31 applicants. Steve Stamey and Cathey Dunn, a curator at the Longmont Museum, are serving with me on the hiring committee. We expect to interview the week of Jan. 10 and hire by the end of the month. 3. Exhibits: Teddy Bears and Other Stu#ed Toys closed December 31. Exhibit outreach included a Trail Plus feature and other Trail coverage, photos and notices in Front Range newspapers like the Boulder Camera and the Inveland Daily-Herald, PSA's and news stories on KRKI, a feature segment with Gary Cooper, two in-school programs for kindergarteners, including free family passes, 3 school tours and 1 adult tour, a coffee for about 50 volunteers, town staff, local media, exhibit patrons, and board members, an open house weekend for 178 visitors, 2 teddy bear giveaways, and a program by Steve and Susan Swickard of The Talking Teddy. About 730 people visited the exhibit on Thanksgiving weekend, weekends in December, and the weeks before and after Christmas. The museum is now closed until April 2, when we will reopen with renovations to the main galleries. On May 27 we will open an exhibit of clothing worn by Estes Park women from the 19th and early 20th centuries. 4. Grants: On January 21 we will submit a grant for approximately $25,000 to the Institute of Museum Services for general operating support. The grant is awarded via peer review by professionals from museums of our size and type and must be used over the next two years. About 1/3 of those who apply succeed. 5. Programs: 1994 program schedules were distributed at the Library, Town Hall and at the Museum. On Saturday, January 15, Greg Martin of Glen Haven and Katy Karr of Loveland will present storytelling from 10 a.m. to noon in the Hondius Room of the Library. 6. Landscaping: In 1993, John Dillon Days and the Parade of Years drew 1749 people to the museum. Frank Hix will present a proposal for the additional parking space needed to accommodate these and other automobile-related events. 8 €4 .
