MEMORANDUM To: COMMUNITY DEVELOPMENT COMMITTEE Back in February Mr. Barker named Mr. Hix as Chairman of a new Housing Study Group. Hix deferred to the staff housing authority issue first. At the March meeting Mr. Klaphake reported that Greig White is doing the legal work to establish a local housing authority in which the town board would act as the "authority" on activities performed by the this Committee. As of April 6th the Study Group had still not been named. What is the status of these efforts? In the meantime I have continued to look into methods of providing and financing low cost housing. The projects done in Estes Park were done through the Farmers Home Loan program (section 515) on 50 year, 1% interest loans. A problem with this program is the disparity of income levels between Ft. Collins and Estes Park. Funds are distributed on a county basis by HUD established medium income levels and we lose points. The three Estes Park projects are aided by the 1986 tax act that offers tax credits to the builder/owner which may be sold to a corporation providing a profit for the owner and a tax reduction to the corporation. I have also learned that many mountain towns (Estes NOT included) have offered incentives in the form of fee relief and or land to developers to build low income housing. A HUD section 8 program could be available to Estes Park and it offers vouchers for rent assistance. It requires a housing authority that would screen applicants to establish their monthly income and determine the maximum rent they can afford to pay (30% of income). Then regardless of the amount of rent they are being charged the renter would receive a voucher from HUD for the difference, which the landlord can take to the bank. This may be the best justification for the town to establish a Housing Authority. The town would appoint the members of the Housing Authority but the Authority or members can nat be a part of the local government. Ron S. Harvey 992 k-,1-2-.. 0
