Steichen, Line Superintendent Date: November 28, 2011 RE: 2012 & 2013 Tree Trimming Contract Background: Each year, the Light & Power Department increases its reliability and decreases fire danger by tree trimming around overhead high voltage power lines. Advertisements for sealed bids were sent out in November of 2011 for this two-year contract (the second year contract award is based on the first year's performance and allocation of funds). Prequalification of bidders included the provision of a fully -equipped and insulated bucket truck, a self -feeding chipper, and a pickup truck. All equipment must comply with the American National Standards Institute Standard A92.2. Contractors must be certified and insured to work around high -voltage lines. Contractors must also obtain permission from public authorities or private landowners involved prior to performing the work. Proposals for each year are based on a two -person crew x 2,080 hours + equipment unit prices. The bids include all labor, equipment, and incidentals necessary to complete the work. The bid results are as follows: 1. Davey Tree 2. Foothills Tree Experts 3. Wright Tree Service 4. Wholesale electric power costs from Platte River Power Authority (PRPA) can change during a period when Estes Park electric rates have already been established. These wholesale power costs account for approximately 50% of Estes Park Light and Power's expenses. An increase in this expense would be too large to be absorbed. The Purchase Power Rider mechanism stabilizes the Light and Power Budget and reduces costs associated with rate hearings. The wholesale power cost from PRPA will increase by 8.3% in 2012. Adjustment (PCA, formerly known as Purchase Power Rider) for 2012 is estimated to increase retail rates by approximately 4.1°/o. This will combine with the 1.4% electric rate increases. Zurn, PE, CFM, Public Works Director November 30, 2011 Alternatives & NEPA Study for Hwy 34 Transit Parking Facility (Report) Background: The Public Works Department is underway with the NEPA study which is funded by U.S. Department of Transportation Paul S. Sarbanes Transit in Parks Program. This is a Planning project that is essentially an environmental study to determine the preferred alternative for expansion of transit related parking areas in Estes Park along the State Highway 34 corridor. The consultant Felsburg Holt and Ullevig (FHU) has been collecting information and traffic data and has had its first technical meeting with the stakeholders committee. Introductions — the meeting commenced with introductions of the attendees listed above, 2. History of Project — Jessica reviewed the history of the project starting with the 2003 Estes Valley Transportation Alternatives Study. This study identified a series of system -wide transportation improvements to reduce traffic congestion, improve mobility and quality of visitor experience. The study identified options to address the increasing traffic and resulting congestion. The study determined that developing transportation hubs to intercept visitors and residents east of downtown Estes Park was key to reducing vehicular congestion and improving overall mobility. Subsequent to the study, Estes Park applied for and was awarded funds from the FTA Alternative Transportation in Park/Public Lands (ATPPL) Grant application (2008) to continue with the planning and design of the recommendations from the study. FHU was contracted using the FTA ATPPL funds. This meeting serves as the kick-off meeting for the continuation of planning/design for the recommendations from the Alternatives study. Scope of Project - FHU is evaluating the environmental impacts and design constraints associated with the CVB site. The CVB enhancement project is expected to be cleared as a Categorical Exclusion — under category CFR 771.117 (d) 10. The Town will have a meeting to solicit public input on the CVB site enhancements/expansion. In addition to the continued evaluation of the CVB site, the Town is evaluating future sites for transportation hubs, enhancements, or Intelligent Transportation Systems (ITS). As part of this project, FHU will conduct an alternatives study for additional sites or ITS components. Scott indicated that the input from the agencies will be key for the identification of alternatives. a. 2011 Labor Day Data Collection — Dave gave a briefing on the traffic data that was collected as part of the meeting (see attached meeting handouts) b. Demonstration Project Data Collection — Elijah gave an update on the data collection that was collected after the opening of the Stanley Park hub. He explained that the data collected was collected prior to and after the lot opened. It was noted that the data collected by FHU and FHWA is complimentary and covered different areas of the Valley. 4. Roles and Responsibilities a. Town of Estes Park — will serve as manager for the project and provide data and support to the team. b. FHWA Central Federal Lands— Elijah provided an update of the studies/activities that are ongoing that may compliment this alternatives study. He discussed a pilot project conducted by Central Federal Lands and Western Transportation Institute this summer that took traffic counts of the Stanley Park hub. In general the study indicated that better way finding signs were needed to enhance the visibility of the Estes Park Alternatives Study — kick-off meeting Page 3 lot. He also indicated that he wanted to see good coordination between the Stanley Park hub and the CVB enhancement so that both capacities are appropriate utilized and supported and one not favored or more visible to the public than another when choosing a parking location. c. ROMO — Larry mentioned that, although the CVB enhancement is a categorically excluded action, it would be prudent to obtain public feedback early in the process. d. CDOT — Karen mentioned that CDOT would like to see bike/ped components included in the alternatives analysis so that the potential would be open for the Town to apply for enhancement funding in FY 2014. e. FHU — FHU will serve as the primary consultant on the project supported by Iteris. 5. FASTER Grant Funds — An objective of the meeting was to discuss and determine how to best utilize the remaining FASTER funding from the Stanley Park transportation hub. Scott indicated that ITS equipment for buses be evaluated as an option for the remainder of the funding. Karen encouraged the Town to spend the money remaining in the grant so that the grant could be closed out. Matt asked whether or not it was envisioned to have a management system or a passenger information system. It was discussed and determined that the available funding would best support a passenger information system. It was determined that in the long-term, the best system would be one that could be expanded to include other bus lines that served ROMO but for the short-term the system should support the Silver line between the Stanley Park hub and the CVB. The group determined that a system that requires only one GPS unit/bus would be preferred. A discussion ensued about whether cellular or digital channels would be best, and it was thought that digital may be better since cell coverage can be spotty in Estes and ROMO. Matt said he will write a specification to include with a Request for Information (RFI) within the next few weeks and provide to Scott. The RFI must include the number of stops, buses, and signs. It was also determined that a comparison of solar units vs. electrical units would be included so as not to exclude sustainability options. Estes Park Alternatives Study — kick-off meeting Page 4 6. Next Meeting — Scott said that he would like the next meeting to be in early December. The objective of the next meeting will be to discuss the purpose and need statement for the alternatives analysis and to potentially take a tour of potential alternative sites envisioned for enhancement or construction. December 7, 2011 To: Public Works, Public Safety & Public Utilities Committee From: Johanna Darden 501 MacGregor Avenue Estes Park, Colorado 80517 In Re: Transportation Visioning for Estes Park I attended the second meeting which was open to public comments concerning transportation visioning for Estes Park. This meeting which was held at the Estes Park Conference Center was structured by two women from Colorado State University. They guided those attending through a process which was designed to bring out what was important about our community. The meeting was well attended. The most important comment to come out of that public gathering was that Estes Park is a place of beauty and the participants want to keep it that way. There were suggestions on how to treat the problem of congestion and parking. The least favored solution was to construct parking structures. There was a consensus that after public money was spent to construct the parking hub at the Stanley Fairgrounds people coming to Estes Park were not carefully directed to its location. It was thought before it was constructed that it might take a couple of years for people to decide to use it. It was suggested that with better information and guidance, the hub which was underutilized this year might actually benefit the Town in the future. Even the free shuttles were not cost effective. It was suggested that there is no current need to build any parking structures at this time. So I suggest the Town not go forward building any new parking structures. These structures will detract from the beauty of our town, and we do not owe this convenience to visitors who come here to enjoy the mountains. It never ceases to amaze me how public input is requested, but those ideas from the public are totally ignored in the end when they do not fit the Stakeholders' plans. Those of us who voiced our opinions at the public meeting wish to keep the quality of our beautiful mountain town, and you can do that by not building more parking structures or paving over our natural areas. I wish I could thank you for hearing my views, but I believe a deaf ear and blind eye was turned to what I and others said and wrote. Please enter this into the public record.
