Attached is a permanent easement for utilities and public access, dedicated by Joseph T. Pitsch and Carrie M. Belt for 403 Aspen Avenue. Budget: N/A Recommendation: I recommend the acceptance/denial of the attached utility and access easement to the Town Board, to be included on the Consent Agenda at the September 14, 2010, Town Board meeting. Six firms submitted proposals. Each firm that submitted a proposal was remarkably well -qualified to perform the requested tasks. Due to proximity, experience with similar past projects (many of which are within Colorado), immediate availability and of course project cost, it is recommended that the Town engage Greenplay. Budget: This project will be appropriated from the Community Reinvestment Fund, and will appear with the 2010 amended budget resolution in December 2010. The account/line item to be charged is: 204-5400-544.22-02 (professional fees). Recommendation: I recommend contracting with Greenplay, LLC for the market feasibility and proforma analysis of the Multi Purpose Events Center to the Town Board, to be included as an Action Item at the September 14, 2010 Town Board meeting. Zurn, PE, CFM, Public Works Director Date: September 9, 2010 R Pavement Conditions Index Report Background: The Public Works Department has inventoried the conditions of the road system owned by the Town of Estes Park. The Town currently owns approximately 58 centerline miles of roadway which is mainly comprised of local residential roadways. Conditions of the roadways break down as follows: PAVEMENT CONIDTION INDEX CONDITION OF PAVEMENT NUMBER OF MILES PERCENTAGE OF SYSTEM 86-100 VERY GOOD 8.38 14 % 76-85 GOOD 17.63 31 A 66-75 FAIR 16.12 28 % < 65 POOR 15.41 27 % The Pavement Condition Index (PCI), continues to decline and as a system average it currently stands at approximately 69. The continued downturn over the last decade is a result of underfunding roadway maintenance. This downturn in PCI will accelerate at current funding levels because the rate of deterioration increases exponentially when conditions are below a PCI of 75. The rating of 69 also indicates the roadway infrastructure, on average, has expended approximately 75% of its useful life, leaving only 25 % of the system's life remaining. It is anticipated that funding at current levels will result in further degradation of the overall street PCI. The American Association of State Highway and Transportation Officials (AASTHO) states that "delaying roadway maintenance until rehabilitation or reconstruction is needed costs the public three times more than regular maintenance of roadways over a 25-year period of time". By the summer of 2010, this stretch of road has deteriorated to a very poor condition and requires reconstruction. Due to funding constraints, no maintenance has occurred on this section of roadway in the past eight years.
