Dear Committee Members:
Because of the increase in traffic and disregard for the existing speed limit along Mac
Gregor Avenue from Mac Gregor Ranch to Elkhorn Avenue, I ask that you lower the
speed limit in this area to 25 miles/hour. This is a two-lane road, not unlike Moraine
Avenue coming into town from the South Entrance of Rocky Mountain National Park
where the speed limit is 25 miles/hour. There has been heavy traffic from C-dot trucks,
other large trucks, small trucks, cars, motorcycles, and bicycles along Mac Gregor
Avenue. Traffic is particularly heavy on Sundays and when festivals take place in Bond
Park. I ask too that the police department be asked to watch this area and ticket violators.
In addition to vehicle traffic, elk, deer, and small animals move along Mac Gregor
Avenue between Mac Gregor Ranch, the Land Trust property at the Northeast corner of
Wonderview and Mac Gregor Avenue, and the Knoll Willows property just North of the
police station and Town Hall. I ask that signs alerting drivers to "Watch for Wildlife"
and signs which indicate that elk and deer cross in this area be posted so vehicles coming
into town and going out of town will drive with caution in this area. Last year two foxes
were hit by cars and killed in this area. Three Abert squirrels were hit by vehicles in the
past month. Since we moved to Estes Park three and a half years ago, we regularly saw
four Abert squirrels in our yard. This year we also saw baby Abert squirrels in our yard.
Abert squirrels used to be seen all over Estes Park. There may have been more animals
killed, but I am only personally aware of the ones I mentioned. Recently I have only seen
one baby Abert squirrel still alive.
I have requested the above action to protect people and preserve the wildlife in this area.
I do not know where the funds come from for the signs and the police protection. I do
know that the Citizens Initiative on Open Spaces Funds allotted money to the Town of
Estes Park for maintaining hiking and biking trails and preservation of wildlife. Since
Mac Gregor Avenue is a hiking and biking trail under this initiative and this area is a
wildlife area, I believe these funds can be used for these purposes.
I appreciate your attention to my concerns and ask that this request be entered in the
public record.

RE: Additional Funding for Prospect Avenue Reconstruction - Budgeted
Background:
The Prospect Avenue reconstruction project is approximately 70% complete. To date, we
have used 80% of the approved contingency. Minor changes included new concrete culvert
with end sections, two new sewer services, fly -ash treatment of soft subgrade, modifications
and improvements to old existing storm drain manholes, and some additional concrete flat
work at neighboring properties.
With the upgrade to concrete paving the Contract Agreement was for

The original engineers estimate for the project was

The subgrade below Prospect Avenue has pockets of bad soil. Staff is concerned about a
last minute, large scale need for soil stabilization. Therefore staff would like to increase the
contingency in the event of any last minute construction issues.
Budget:
2010 Budget contains $ 812,000 for the Street Improvement Program (STIP).

Recommendation:
I recommend increasing the contingency for this project by an additional $40,000, for a
total project budget of $744,031.71 for the Prospect Avenue reconstruction, to the Town
Board to be included in the Consent Agenda at the July 13, 2010, Town Board meeting.

RE: Prospect Avenue Bypass Reconstruction Bid
Background:
This project will remove and rebuild the full 2,300'-length of this bypass, which includes
Prospect Avenue, Fir Avenue, and a portion of Moccasin Circle Drive. The work begins at
Stanley Avenue on the east and ends at Ouray Drive on the west.
In addition, and due to this project, the Water Department plans to improve and expand their
distribution system by installing an 8" water main loop from Stanley Avenue to Driftwood
Avenue.
Cornerstone Engineering completed design, and bid packages were made available by
newspaper, web, and mail. The consultant and staff held a mandatory pre -bid walk through
meeting on February 9, 2010. The engineers estimate for this project is $741,858.
On February 18th bids were received from 12 local and Front Range contractors. See results on
page 2.
Budget:
The 2010 budget contains (page 80) $812,000.00 (101-3100-431-35-51)
Plus cash -in -lieu from EPMC $ 64,372.78
Total 2010 STIP project funding $876,372.78
Total 2010 Water Dept. funding (page 151) $ 50,000.00 (503-7000-580-35-54)
Staff Recommendation: Staff requests Town Board approval to accept the low bid from
LaFarge North America with the concrete pavement construction option. This option is 16%
greater than the asphalt option, however it will double the road's life span. Therefore, Staff
requests the following and will produce one purchase order for each department that equal one
Contract Agreement:
• Accept the low bid from LaFarge (PW) $ 640,031.71
• Project contingency (PW) $ 64,000.00 (10%)
• Water main addition (W) $ 31,761 .75
• Total requested project budget $ 735,793.46

Proposal to Move Crosswalk
Location: Estes Park, CO - West End of Downtown - Elkhorn Avenue/ State Highway 34
Reason: Pedestrian Flow and Safety

Pros: Pedestrian traffic frequently crosses in proposed location although there is a
crosswalk 65' from that location.
It creates a smooth flow of tourist foot traffic along the shops on the south side
rather than a dead end and back and forth traffic.
Cons: The cost to relocate a Mail Box receptacle and provide a curb cut for handicap and
regular traffic.
It is slightly closer to the curve coming into downtown, but when properly marked
vehicle traffic is actually warned earlier.
In an effort to improve pedestrian traffic flow and personal safety, we would are requesting the Town of
Estes Park consider supporting our proposal to CDOT to move the existing crosswalk 65' to the west to
accommodate better pedestrian flow and improved safety.
We have included site photos, surrounding business statements, a cost estimate and approval from the
Postmaster to move the Post Office receptacle box.
The site photos 1 & 2 show the approach from the west towards the proposed location of the crosswalk.
With proper marking on the north side of the street, the vehicular traffic will be warned slightly sooner
than the current location.
Photos 3 & 4 show the actual location of the proposed crosswalk from both south and north. As you can
see there is a natural flow of pedestrian traffic from the north down the stairs or coming from the west
to the crosswalk. On the south side of the street, the side walk ends which is where some just cross
anyway and some even start walking along the south side of the street towards the west which is just a
pedestrian accident waiting to happen due to the blind nature of the curve on the south side.
Photos 5 & 6 illustrate the stacking problems during our busy downtown season. Moving the crosswalk
may not eliminate the stacking across the designated crosswalk but it will reduce the number of times it
happens.

Photos 7 & 8 show the natural flow of traffic. Pedestrians are already crossing there without a marked
crossing at higher personal risk. On the south side, it is a hassle to go back 65' to cross just to have to go
the 65' on the other side. On the north side the shopping folks come from the west parking lot and the
deck must do the same route in reverse order.
Photos 9 shows the area where a curb cuts will be needed. Photo 9a shows the south side, photo 9b
shows the north side.
Photo 10 shows the Post Office receptacle box relocation.
The Bid for the curb cuts, movement of the Post Office receptacle box and striping have been included
along with a letter stating permission to relocate the Post Office receptacle box.
Surrounding businesses support the relocation by virtue of their included letters of support.
In summary, we would appreciate the Town of Estes Park's support towards a request to CDOT to
allow such a relocation of the existing crosswalk to the proposed areas for the reasons stated above.

Statement from Postmaster
I have spoken with Robb Haas, Postmaster of the the US Post Office in Estes Park and asked him
if it would be possible to relocate the PO Box to between the lamp and sitting bench at the end
of the side walk. Robb stated that he did not see any problem moving the box.
