Beaver Point Circuit Upgrade 2010: Selcon Utility is 100% complete with the
powerline upgrades. The project was completed on time and budget. This project
replaced 34 poles in very rugged terrain between the Rock Inn and the Dunraven Inn.
PRPA & Baja Broadband has finished their fiber and TV cable transfers. Qwest will
contact us when they begin transferring their phone cables and removing the old poles
(originally planned for November 1) which will complete the project.

installing taller poles and larger conductor. The overhead crew is currently working

RE: Contract for Fall River Retaining Wall at Wiest Drive
Background:
The high and sustained runoff in the spring and summer 2010 eroded and undermined
the riverbank retaining wall in Fall River. The affected area is immediately west of the
Wiest Drive auto bridge, along the south bank of the Fall River.
Maintenance options were reviewed and deemed impractical. Public Works staff felt
this was a critical path project and requested Van Horn Engineering (VHE) to develop
and design a new retaining wall based on their previous design work for Estes Park
Urban Renewal Authority (EPURA) and the Wiest Drive Riverwalk extension. Using that
as a template, staff directed VHE to prepare and bid this project quickly. The consultant
has also acquired the necessary permits. Project bids were received on Tuesday,
November 9, 2010, from 4 local contractors.

Budget:
This is not a budgeted item.
The STIP contains a remaining unencumbered balance of approximately $113,000
Acct. # 101-3100-431-35-51 (page80). This account has also funded Prospect Ave By -
Pass and Concrete Rehabilitation projects.
Recommendation:
I recommend accepting the low bid of $32,696.16 from Mountain Concrete Company to
repair the retaining wall at Wiest Drive to the Town Board, to be included on the
Consent Agenda at the November 23, 2010 Town Board meeting.

RE: Increase of Design Scope for Transportation Hub

In March 2000' Public Works contracted with David Evans Associates (DEA) of Denver for
$27.241 to develop and design e Park n' Ride typo hub at the Stanley Park Fairgrounds in order
to oonnpoto for American Recovery and Reinvestment Act (AFlF<A)funds. The Town was not
ouc000nfu\ in obtaining ARRA funds for this project; however, because of UEA'n design offnde`
the Town was successful in obtaining state Congestion Mitigation and Air Quality ({|K4A(J)gnsnt
funding toconstruct the project.
At that time, Town staff was also directed to design the Multi -Purpose Events Center (K8PEC)
with drainage and utility extensions. Drainage and utility infrastructure will now have to be
constructed as part of the Transit Hub and not with the K4PEC. Detention facilities are required
by state regulations to be constructed in conjunction with the Transit Hub. In addition, utilities
and infrastructure will need to be designed and constructed under and around the Transit Hub
to avoid future utility cuts through the completed project.
Staff is requesting to add work to the UEAaoope in order to keep the Hub project on schedule.
Work includes all the underground facilities to transport storm water tothe northwest portion of
that property and a detention basin for water quality. Also required are the extension of water
and sewer mains, a lighting plan, irrigation, and landscaping as well as plans for pedestrian
shelters onW1onfordAvenue and communication lines for future use.
Other tasks include acquiring CDOTreview and approval,writing the specifications, andbidding
for this $1.5m project.
This increase wil I bring the design fee up to approximately 4.5% of the anticipated construction
cost (industry average is 18-1296 for design and can be up to 23% on state or federal projects).
Town Board reviewed and approved $250.000 in matching grant funds from the Community
Reinvestment Fund for this project.

Greetings:
I come before you today because I believe the community outreach procedure in
determini9ng whether Bond Park should be changed from its present condition to that
shown in the current "Master Plan" was flawed. I believe it was carried out sloppily and
unfairly. I do not understand why Winston Associates was enlisted to do the job our
Town Public Information Officer should be able to do. Winston Associates enlisted
Progressive Urban Management Associates to hold the Focus Group meetings for this
project. Should the Town not have hired an independent consultant to determine if the
citizens wanted to do a major and costly overhaul of the Park?
I have been uncomfortable since early in the design process, because I felt my concerns
and those stated by other citizens were brushed aside or shut out. This caused me
recently to file a request of information Pursuant to the Open Records Act. This
information confirmed my fears that there was bias concerning the Focus Group
meetings. Not only did people attend the Focus Group meetings who did not represent
the views of the members of their group, it appears some groups listed in Table 2 on Page
15 of the Bond Park Master Plan as attendees were not even present. The invitations
went out by e-mail to at least one group which held business meetings monthly and not at
all in the summer. The invitation was sent out just before 5:00 p.m. on Friday, July 10,
2009 with an RSVP request by July 17, and the meeting was held on July 22. How many
other groups were sent hasty invitations in this manner? People who showed up at the
meetings were giving their own personal opinion without getting a consensus from their
respective groups.
There are many other problems with this project which was approved by the Estes Park
Board of Trustees without allowing public comment before voting.
