RE: Firebird Car Show
Background:
The Firebird Car Show is requesting to join the Auto Extravaganza on August 14, 2010.
This is a new component to an existing event in Estes Park. They are requesting
additional street closures and the use of Bond Park for vendor space. Per Events
Department policies, any new use of Bond Park requires Board approval.
The organizers anticipate 35-50 cars. The show is also planning on several vendors
coming to the event; most would be related to cars in some way, with one possible food
vendor.
The Auto Extravaganza is a Town -sponsored event' and there is no problem with the
Firebird group joining this show. The closure of MacGregor Avenue for the Auto
Extravaganza has been approved by Town Board. Staff is requesting permission to use
Bond Park in the manner described above as well as close all of Park Lane to
accommodate the additional cars.
All appropriate signage will be in place, notifying drivers of the road closures. A map is
attached identifying roads that will be closed. In the event the show is smaller than
planned, roads will be reopened as soon as possible.
Budget:
A $200 park use fee and S20 per vendor (vendors without current Town business
license) would be collected and would be unbudgeted revenue in the Events
Department budget in account # 222-5500-363.30-00 and #222-5500-322.55-00.
Recommendation:
I recommend approval of the use of Bond Park and the additional road closure of Park
Lane for the Firebirds Car Show on August 14, 2010 to the Community Development
Committee to be included on the Consent Agenda at the June 8, 2010 Town Board
meeting.

Background:
The Estes Valley Workforce Housing Assistance Program (EVWHA) is requesting the
use of Bond Park for a barbeque to raise money for its program. Per Events
Department policies, any new event in Bond Park requires Town Board approval. This
event is planned for July 24, 2010 from 1-4 pm.
This fundraising event would be a pig roast with beer sales. The park would be fenced
off to restrict the area per liquor sales requirements. The group agrees to apply with all
applicable liquor laws.
Please see the attached letter from Rita Kurelja, ED, Estes Park Housing Authority.
Budget:
A $200 park use fee would be collected and would be unbudgeted revenue in the

Recommendation:

Background:
The Estes Park Conference Center and Fairgrounds 1st quarter report will review the
current market conditions, sales and booking pace, and marketing activity through April,
2010.
Current Market Conditions
In recent years, both the Conference Center and the Fairgrounds have seen a decline in
market share. Market conditions continue to be problematic for conference bookings
based on three factors.
First is the economy, which continues to force businesses and associations to cut or
eliminate travel and face-to-face meetings as a way to cut their operating expenses.
These groups predict that travel and meetings will continue to be a low priority item until
they can forecast stronger earnings and future growth.
Secondly, the A.I.G. effect (wherein companies scale back meetings to appear fiscally
responsible) has forced groups to curb travel and cancel incentive meetings to protect
their image to consumers and investors and show they are being responsible stewards
of their businesses.
The third condition affecting the success of the conference center is the recent opening
of two new conference properties in our district. The new Embassy Suite in Loveland
boasts a 40,000-square-foot conference center with 280 new guest suites. The
Embassy Suite targets the same groups as the Estes Park Conference Center, and has
offered low (introductory) rates to attract first time users to their property. The other
property that is new to the area is the Ameristar Hotel and Casino in Blackhawk. This is
the first conference casino in Colorado and a lot of groups are using this new attraction
as a way to increase their conference attendance.
For the Fairgrounds, which host twenty to twenty-two events per year, phased
implementation of the master plan will address the loss of horse show and equestrian
event market share caused by aging facilities.
Sales and Booking Pace
Sales activity in the associations and SMERF (Social, Military, Education, Religious,
and Fraternal) markets for the Conference Center has been the focus of the marketing
manager's efforts. These are typically larger groups and not as sensitive to economic
downturns and public scrutiny. The marketing plan calls for increased visibility in these
markets along with increasing contacts for new groups.
The sales goal this year is to book 55 groups for 2010, versus the 41 we had last year.
Currently we have 31 groups that have used the center this year or are on the books to
meet within the year.
Another goal for this year is to work on increasing the average room rate spent in town
for the groups as economic conditions permit. This is proving to be very difficult based
on the competitive nature of the marketplace. Holding last year's rates will be a more
realistic goal. Fortunately, we are not experiencing the same conditions as several of
our competitors, other conference centers which are seeing cancellations as their
groups falter on their attendance and fail to meet their contracted minimum
requirements.
A third goal is to increase the number of conferees by 10% over 2009, from 8106 to
8916.
For the Fairgrounds, currently booked at 85% of capacity, the 2010 goal is to retain the
current market share.
Marketing Activity
Marketing activity for this quarter has followed the marketing plan, which has a goal of
strengthening the visibility of the Conference Center and Fairgrounds by 10% with
potential users via media and public relations opportunities. Advertising has been
placed in association meeting planning publications and meeting magazines. Each ad is
coded with a special web site to track activity. The activity report is attached.
The manager is attending trade association meetings, and new leads are being created
from these meetings. The manager makes weekly sales trips to Denver to develop new
leads and meet with prospective clients. These trips advance the 2010 goals of securing
ten new accounts, and increasing the number of sales contacts to potential
decisionmakers by 10% over 2009. Weekly sales meetings are held with the Holiday
Inn's sales staff to review accounts and exchange new lead information.

On -going Activities
• The PIO assists all departments with public events and information including news
releases, letters, brochures and website management. News releases issued since the
last committee report are listed at the end of this memo.
• The PIO receives and responds to all feedback and inquiries received via wyvyv4'2qtes,12rg
and provides responses to inquiries and complaints received through other public forums
including the monthly Mayor's Coffee -Chats.
• The PIO provides on -going assistance to the news media. Recent inquiries include
television channel 9, the Fort Collins Coloradoan, the Longmont Times -Call, the Denver
Post and all Estes Park media.
• The PIO compiles a weekly EMPLOYEE ADVISORY to make staff aware of Town
projects, current issues and events.
Emergency Management Training
As part of ongoing emergency management training for staff, the PIO and Emergency
Manager Rose facilitated a tabletop training session for Department Heads on May 26. This
training focused on interdepartmental cooperation and responses to a mass -emergency in
the community.
Upcoming Events
Riverwalk Connection: A May 28 public ceremony is planned in cooperation with
downtown business owners to celebrate the opening of the Riverwalk connection

• Grandstand: The Grandstand public grand opening is June 30 at 12:00 p.m. The Lions
Club will cook hotdogs and local entertainer Ron Ball will provide music. Grandstand
general contractor Taylor Kohrs is co -sponsoring the event.
PIO groups
The PIO is facilitating a regular meeting of local PIOs to share information and discuss
community issues. The PIO also attends regular meetings of Weld and Larimer County
PIOs (Northern Colorado Public Communicators.)
PIO Training
• Attended the Colorado Municipal League's "Communications and the Future"
conference.
• Scheduled to attend FEMA's advanced PIO training in Emmitsburg, MD in July.
Video of Town meetings
Video of official Town meetings is currently available live on Channel 12 and on the Internet
through yyyvw,gggig within 2 business days of the meeting. The PIO will receive training
through IT in scheduling rebroadcasts of official Town meetings on Channel 12. Channel 12
has approximately 1,657 potential residential viewers and 1,370 potential commercial
viewers. Subscribers in each category increase by about 350 each summer.
Public Information Team and Newsletters
The Public Information Team begins work on the next Bugle newsletter in early June. It will
be mailed in early July.
Website and Web Team
• The PIO continues to conduct website management training at bi-monthly web team
meetings.
• The rewriting and restructuring of the Community Development Department's web pages
continues. The PIO meets with various staff for weekly work sessions. Revisions should
be complete this summer.
