Candidate: Frank Lancaster
Years in Estes Park: 12 years
Prior Experience - Career Information: Over 40 years in public service. Served Larimer County for 31 years in
several capacities, including County Forester, Natural Resources Director, Solid Waste Manager, and for
18 years as the County Manager. Estes Park Town Administrator from 2012 until retirement in 2019.
Colorado County Administrator of the Year in 2001, Colorado City/County Management Association's
Lifetime Achievement Award in 2019. Fort Collins Convention and Visitor's Bureau's 2012 Chairman's
award recipient for contributions to the tourism industry in Larimer County. Since retirement in 2019, I have
been serving as a Senior Advisor to the International City/County Manager's Association, providing
assistance and advice to city and county managers throughout Colorado
Previous Participation on Town Boards or Committees: In my role as interim Town Trustee, I serve on the
Board of Directors for Visit Estes Park and as Board liaison to the Estes Park Housing Authority. As Town
Administrator, I worked closely with most of the Town Boards and committees, however because of my
position as staff, I was not a member of any board or committee. Regionally, I served on the Community
Corrections Board for Larimer County, and the City of Fort Collins' Zoning Board of Appeals, the Board of
Directors for the United Way of Larimer County, and Board of Directors for the American Lung Association
of Colorado. Currently I am serving on the Board of Directors for the Estes Valley Watershed Coalition.
Educational Background: Bachelors of Science degree in Landscape Horticulture Master of Business
Administration Both degrees from Colorado State University
Narrative:*
I was honored to be appointed in May of 2023 to fill the unexpired term Trustee Webermeier who passed away
unexpectedly earlier in the year. I believe in my interim role as Town Trustee I have been able to contribute to the
board in a positive way by bringing my experience in local government and public policy development, and
institutional memory to the board discussions.
Local government touches the lives of people more than any other level of government. From the first thing in the
morning when we flip on the lights, to driving on our roads, to the last thing at night when we go to the tap for a
glass of water; all these service are provided by our local government. At its core, local government developed
out of individuals living together in communities and realizing by working together to provide services and
support each other, the community is stronger and the quality of life of every community member is protected
and improved.
I believe in the mission of the Town “to provide high-quality, reliable services for the benefit of our residents,
guests and employees, while being good stewards of public resources and our natural setting,” to strive for the
vision of Estes Park being an ever more vibrant and welcoming mountain community.
The best public policy decisions are based equal consideration of the triple bottom line, balancing the financial,
social and environmental impacts on the short and long term quality of life of all the community's residents and
visitors.
I would like the opportunity to bring my time, talent and experience to continue to serve this special community
we call home.
