RE: Traeger Development Plan
Dear Mr. Stamey:
Mr. and Mrs. Traeger are proposing a commercial accommodations
project adjacent to Fall River and just southeast of Placid
Lake. The property totals 3.0 acres in size and is currently
within 4 separately described parcels. Frontage along Fall
River Road is about 550 feet in length, which is about the
same length of river frontage.
Four buildings, of four rental units each, shall be constructed
along the south and west side of the river. Each unit is
oriented toward the river so that views from the interior and
use of outdoor decks are enhanced. Each unit will have at
least one bedroom, a full or partial kitchen, full bath,
private entry and outdoor deck. Some two -bedroom units will
be built by utilizing the area developed beneath the peak
of a 6 to 12 roof pitch.
Parking has been initially spread in the development to avoid
unsightly large expanses of asphalt. The location of the cul-
de-sac meets this same goal by being placed around an existing
tree grouping. Each one-becroom unit shall have a designated
space; each two -bedroom unit shall have two spaces; and for every
eight units an additional space shall be provided for guest
parking.

Traeger Development Plan - Amended
Dear Mr. Stamey:
Since the Traeger development plan was approved last year,
they have completed most of their construction drawings and
are at a point where a review by the Planning Commission is
needed before starting construction this fall.
They have selected or designed a nice one -level four-plex to
be placed near the bridge and skewed/staggered to miss trees.
An eight -plea, two-story, is now being designed to replace
the two southerly four-plexes, which, again, will save trees
and open a common area between buildings. This common area
will eventually be improved with landscaping and a wood deck
with a hot tub. From this deck a walk bridge will lead across
the river to a pool site. This site was chosen for its
seclusion from other units and a greater potential for higher
solar gain.
The primary technical change shown on this amended plan relates
to the construction of the project access drive:
1.
They would like to leave the drive with native decomposed
granite surfacing, as was approved for a very similar
project--Streamside Cabins. The Traeger's site is
topographically more level than Streamside Cottages and
affords better side -to -side dispersal of storm water run-off.
2. As was approved for the Gilfillan site, they would also
like to eliminate the large turn -around previously required
and utilize the old road bed to the south through Gilfillan's
as a secondary or emergency access.

We believe this request for changes to the driveway construction
is justifiable in view of similar approvals given to projects
that emulate the Traeger project in intent and design. In
order to be financially stable, this project's infrastructure
must be as good as the competition. The decision to invest
more in this drive should be the owner's choice.

The proposed commercial accommodations development consists
of manager's quarters (2 units in 1 building) and 16 rental
cabins (4 buildings).
Fall River divides the site. The four rental buildings will
be constructed on the south and west side of the river. The
manager's building will be on the highway side of the river.
Access is provided from Highway 34, across an existing bridge
to the interior of the site.
III. PROJECT REVIEW

4. Fire. A fire hydrant will be installed and located in
the cul-de-sac.
5. Utilities. Adequate per review agency comments. A 12"
water line crosses the site under proposed road. This
water line is scheduled for replacement in 1991 or 1992.
Street paving should be coordinated with water line
construction. An overhead electric distribution line
crosses the site. All new electric service to each
building should be placed underground. Developer should
also examine the feasibility of placing the distribution
line underground.
6. Drainage. Adequate per review.
7. Landscaping. The site contains a substantial number of
mature trees. Additional landscaping will be provided
at the site entrance. A landscape schedule should be
provided for the new landscaping.
8. Other.
a. An improvement guarantee is required for utility and
street improvements.
b. Approval should be conditioned upon submittal of an
amended plat that combines all four lots. As the
density calculation has been based on the overall
site area, a note should be placed on the
development plan that states the area between the
highway and Fall River is not a separate lot and
will not be sold separately.
c. Show 200 year floodplain and base flood elevation.

V. STAFF RECOMMENDATION

conditions:

We have reviewed the Fall River Addition proposal, and we have the following
comments:
Projected traffic on SH 34 indicates the need for a 150-foot total right of
way, 75 feet each side of highway centerline. Since the existing width along
this property appears to be less than the 75 feet desired, south of the centerline,
additional width to meet the projected need should be protected by reservation
or, preferably, dedication, as permitted by Town regulations.
Access to the property will require an Access Permit that must be issued by
this office. A preliminary assessment of the site revealed potential sight
distance problems to be addressed prior to the issue of the permit. ;f possible,
some relief to the impaired sight distances to both east and west must be
given either by clearing of brush and trees or by the construction of auxiliary
lanes. Our comments on state highway access are based on information presented
for this property only. If the property owner has any interests or ownership
in adjacent property along the highway, this information should be provided
since it may affect our comments.

Dear Mr. Stamey:
Please find the Upper Thompson Sanitation
District's comments regarding the above referenced
development.
Upper Thompson Sanitation District does have the
capacity to serve this development. Sewer service to
this development is feasible.
To serve this development, the District will
require the developer to construct an eight inch
collection line, to District specifications, from the
District's existing line to a terminal point within
the development. Upon completion of a satisfactory
inspection, the District will accept ownership and
maintenance of said collection line.
The developer will be required to purchase plant
investment fees, i.e. taps for the development. The
property posesses a $200.00 tap agreement, which the
District assumes will be used for the developer's
residence. The manager's unit tap fee will be
$2,450.00. The sixteen motel units will be $818.00
per equivalent dwelling uunit. Plus, the tap fee for
the swimming pool will be $2,450.00. The residence
and manager's service charges will be $170.00 each,
and the sixteen units will be $136.00 per unit.
Service charges for the swimming pool will depend on
the square footage of the pool.

Dear Steve:
In response to the preliminary plats recently sent us for review, the
following comments are offered:
1.) Developer's of "Tract 2, The Perrys Exemption" and "Tracts
92,93,94 and 95, % Riv r'Addition" both will have to provide
utility easements for natural gas lines (as well as other utilities).
They have several options in this regard:
a.) If it is most feasible (because of terrain or other) for
utilities to be installed in roadways, the developers can
have access/utility easements corresponding to roadways/parking
areas platted on their final plats.
b.) If it is more uncertain where utility lines might best be
installed, the developers can establish and plat the location
of all building envelopes and then make a statement on the
final plat that "all areas outside of building envelopes are
dedicated as utility easements".
c.) The developers can also wait until they make application for
natural gas service at which time the exact alignment of natural
gas lines will be designed by Public Service Company and staked
in the field. The developers could then have their engineers
conduct field surveys of these alignments and provide legal
descriptions to Public Service Company so that these descriptions
could be transferred to Public Service Company easement forms
for signatures and recording.
All options will require close coordination with all utilities by the
developers. 0f particular concern would be things like delay of paving until
after installation of utilities.
2.) The preliminary plat of "Lots 6 & /, Amended Plat of Elkhorn Club
Estates" is acceptable as submitted.

The Planning Commission and Board of Trustees approved Special
Review 90-5 and development plan on October 16, 1990 and October
23, 1990, respectively.
The proposed amendments to this development plan consists of the
following:
1. A two-story, eight -unit building replaces two, four -unit
buildings on the southern portion of the site.
2. The swimming pool has been relocated from the western edge of
the site to a building envelope between Fall River and the
highway.
3. A foot bridge crossing Fall River has been added.
4. A deck/hot tub is proposed.
5. A turn -around area has been eliminated.
6. A living unit has been added over the garage.
7. The roadway and parking areas would not be paved.
STAFF COMMENTS
The major issue associated with the proposed amendment relates to
the surface of the roadway and parking areas. Section 17.24.010,
B. 3. provides:

3. Surface. Off-street parking areas, loading areas, and
access drives, if involving six or more parking spaces, shall
be surfaced with at least two inches of bituminous paving
material or four inches of concrete unless the planning
commission approves an alternative surface which, because of
only seasonal or periodic use, will adequately prevent dust,
erosion, water accumulation, and unsightly conditions.
I would recommend that the drive and parking area from Highway 34
to the bridge be paved within one year of issuance of the first
building permit, and that the remaining drive and parking area
south of the bridge be paved with issuance of the last building
permit.
Information from the Institute of Transportation Engineer indicates
the following trip generation rates:
Resort and Recreational Rental Housing - 12 trips/unit/day
Hotel or Motel - 9.6 trips/unit/day
The other proposed amendments are not in conflict with the original
special review approval.
The drawing should be modified to eliminate the building
encroachments into the river setback and to show the
pedestrian/bike path easement.

The Public Works Department has reviewed the above project and has the following comments:
• The Town's Water Line Project may be postponed two to five years, dependent on future
budgets.
• Prior to the Town's considering acceptance of this private roadway as public right-of-
way, the owners must pave the roadway and construct a cul-de-sac at the south property
line in accordance with Town standards. The statement should be added to the plat or
Development Plan.
• The roadway should be protected from drainage and erosion with a system of roadside
ditches, roadway swale crossings and/or culverts. Rip rap should be placed in areas of
higher drainage concentration such as the south end of the roadway and at the sump area
near the proposed fire hydrant. These changes should be added to the Development
Plan.

above, 2 have reviewed the same and have the following comments.
1. The note regarding emergency access to the south should
be specific in that it should indicate that said emergency access
exists at the southern end of the roadway. Also, it should be
determined that the physical characteristics of the site allow
emergency access from the property located directly south of this
development.
2. The amended development plan shows buildings numbered 2
through 8 to be encroaching on the river setback. Such encroach-
ments need the approval of the Board of Adjustment. Also, it
should be noted that the deck with hot tub extends into the river
easement. Extension of any decking 3011 above grade will require
approval of a variance by the Board of Adjustment.

RE: Traeger Development Plan
Dear Mr. Stamey:
The property shown on our development plan is currently divided
into four lots --two on each side of the river. All of the lots
are owned by Kanemoto Farms, and we have a contract to purchase
the property.
It is our intention to proceed with the purchase of the property
following the development plan review hearings by the Planning
Commission and the Town Board, assuming a reasonable approval for
developing the property is obtained. We would like the Town
Board to consider a condition of approval that would require the
submittal of a final plat to combine the existing four lots into
one lot; or, if need be, into two lots with the river being the
common lot line.
If the sequence of events could follow this schedule, we will own
the property and can sign the subdivision plat accordingly. The
Kanemoto's would have no interest in combining their lots when
they have no plans for development. Therefore, it is essential
that we acquire the property following development plan approval,
and then submit the plat on our own behalf.
On a related matter, we do not wish to become bogged down with
ordinance jargon relative to the choice of making one lot or two
lots out of the entire property. We can see no logical reason
for placing a lot line down the center of the river, other than it
is stated in the Municipal Code as a requirement. Our taxes would
probably be higher; and an undesirable potential of the lots having
separate ownership would exist. It appears to us that the first
part of the subdivision ordinance allows the Town Board to make
exceptions on such matters. We respectfully request that they do
so in this case.
