Upper Level Minor Remodel Project

Dear Mr. Birchfield,
Thorp Associates has been asked to review the proposed minor remodel for the upper level of the Library. Attached is an
I1x17 plan provided by the Library and contractor of the work to be done. The work includes the construction of two
small Interview Rooms, along the west wall backed up to the west stair well; and the construction of a wall and double
doors across the opening between the west and south "wings" of the upper level. The south wing of the upper level is to
be changed in use from "reading area and stacks" to a "classroom".
We have reviewed this plan with respect the drawings and code analysis we performed for the building originally in 1989
and then for the upper level expansion in 1998. Attached is a copy of the Permit Information from the title sheet of the
1998 drawings. That code analysis was based on the 1997 Uniform Building Code, but is clearly translatable to the
current 2009 International Building Code language.
The Occupancy Classification for the building is Group A-3 "Libraries" (IBC Section 303). The Construction is Type V B
"any material permitted by code" (formerly Type V-N). The work proposed is classified by the International Existing
Building Code as Alteration -Level 2 because it includes "reconfiguration of space (and) the addition (of) door(s)" (IEBC
Section 404.1).
The work proposed does not effect floor area or other building limitations. It does however increase the occupant Toad.
The south wing of the upper level is 560 sf. Used as reading areas and stacks, the occupant load of the space is currently 9
people. When changed to a classroom, the occupant load increases to 28 people (IBC Table 1004.1.1),
The increased occupant load is not enough to require that the new classroom have more than one exit (IBC Table 1015.1),
or that the upper level of building have more than the two exits provided (IBC Section 1015.1.1). Nor are any of the exit
widths provided exceeded by the increased occupant load. With the new construction, previously installed exit signs will
be obscured from some vantages, so the attached plan illustrates two new exit signs. One within the new classroom and
one on the south wall of the west wing pointing toward the west exit stair. These signs are to be self illuminated
complying with IBC Section 1011 and include directional lighting complying with IBC Sections 1006.
The new set of double doors is to be push-pull type with no locking hardware, The doors to the Interview Rooms will be
latching with lever -type handles, but will not be locking. Clearances around doors are adequate for maneuvering space
required for handicap accessibility per ICC"/ANSI A 117.1.
The current total occupant Toad for the building is 267 people, With the change of the upper level south wing to a
classroom, the total will become 286. This is a 7% increase in total, and a 16% increase for the upper
level. Being less than 20%, the number of plumbing fixtures required does not need to be
adjusted (IEBC Section 710).
We believe that the upper level remodel work proposed by the attached drawing and
described herein will be in compliance with the 2009 IEBC and IBC for life safety and
with ANSI A117.1 for accessibility. Please call if you have any questions or concerns.
