ARESOLUTION SUPPORTING ALTERNATIVES TOTHE IRREVOCABLE STANDBY
LETTER OFCREDIT REQUIREMENT |NTHE BROADBAND EQUITY, ACCESS, AND
DEPLOYMENT PROGRAM OFTHE NATIONAL TELECOMMUNICATIONS AND
INFORMATION ADMINISTRATION
WHEREAS, the Town of Estes Park Board ofTrustees iocommitted to
supporting the deployment of high-speed broadband internet to all Americans; and
WHEREAS, the Broadband Equity, Access, and Deployment (BEAC) Program io
a critical initiative to help achieve this goal-, and
WHEREAS, the BEAD Program requires recipients to provide an irrevocable
standby letter of credit (LOC) to the National Telecommunications and Information
Administration (NT|A)aneguarantee ofperfonnance�and
WHEREAS, this L0Crequirement isasignificant barrier tuentry for many small
buoinossea-and
WHEREAS, the Town desires to support the effort to persuade the NTIA to find
alternatives to the LOC requirement; and
WHEREAS, a coalition has developed a sign -on letter to the NTIA and the U.S.
Chamber of Commerce for enterprises and agencies involved in broadband activities to
show that support.
NOW, THEREFORE, BE|TRESOLVED BYTHE BOARD OFTRUSTEES OF
THE TOWN OF ESTES PARK, COLORADO:
The Board approves, and authorizes the Mayor tosign, the letter ofsupport
referenced above in substantially the form now before the Board.
