Stamey Planner lo TITLE: LOCATION: APPLICANT: Special Review #87-5, Estes Park Trolley Estes Park and Vicinity Estes Park Trolley Corp. I. SITE DATA Not applicable. II. PROJECT DESCRIPTION Applicant is proposing to operate a public transit system utilizing five trackless trolleys on four routes through Estes Park. Routes would utilize State Highways 34, 36, 7 and Spur 66, as well as Mary's Lake Road, Riverside Drive, Manford Avenue and Community Drive. The new transit center at the N.E. corner of Elkhorn and MacGregor is proposed as a major terminal for passenger loading/unloading operations. Transit operations would occur from 9:00 A.M. to 10:00 P.M. Applicant has also proposed: • Advertising signs to be placed on the exterior sides of each vehicle. This will require an amendment to the Town's sign code, which has been requested. • Placement of "Trolley Stop" signs on private property and apparently public property. No specific locations have been identified. In addition to the transit terminal, 43 stops have been identified. Thirty-one stops are within Town limits. REVIEW CRITERIA The special review criteria is related to site specific developments and several criteria are not applicable. The following points are pertinent: • Applicant has applied for a P.U.C. license. • With some modification, the proposed operation will not adversely impact local roads. • The proposed system could provide an important public service. • The proposed system could help relieve some traffic congestion and parking demand in the downtown area. • The proposed system could provide support services for several land uses. • The proposed use could lend interest to the community. Staff has driven the proposed routes and evaluated the proposed stops on public property. Those comments are summarized in the Town Engineer's letter dated April 14, 1987. Additionally, the Colorado Department of Highways has stated that stopping points for this operation cannot occur within the highway right-of-way. IV. COMMENTS OF REFERRAL AGENCIES See attached correspondence. V. STAFF RECOMMENDATION Approval of Special Review #87-5, Estes Park Trolley, with the following conditions: 1. Stopping points (loading/unloading) within the state highway right-of-way be eliminated. This would require modification to Stops 2, 3, 5, 6, 7, 8, 11, 14, 15, 16, 39 and 40. (In general, private parking lots are adjacent to these points and could be utilized.) 2. All signs must comply with the Town's sign code and CDOH requirements. 3. An alternate location for Stops #19 (Manor RV Park) and #20 (Brookside & Timberlane) be identified due to traffic safety. Special Review #87-5, Estes Park Trolley April 16, 1987 Page 3 4. 'PROJECT DESCRIPTION: The property will be used for storage and maintenance of five trolley buses. The buses will carry passengers over established routes in Estes Park, and in the unincorporated areas around Estes Park. The applicant states there will be no fuel storage on site, and no washing of vehicles. A small office will be maintained, but seldom occupied. Only minor maintenance of the buses will occur on site. The only sign to be on the property will be a small sign on the door. The buses will be kept in a warehouse. The applicant estimates there will be about 30 vehicle trips per day generated by the use, including employee traffic and the bus traffic. No passengers will be picked up at this site. Colorado Division of Highways requests the following restrictions: a. No bus stops to be located on the public right-of-way. b. Bus stop signs must be out of the right-of-way, and be for informational purposes only. IV. STAFF FINDINGS: 1. The proposed use is consistent with the Larimer County Comprehensive Plan and Zoning Resolution. 2. The proposal is compatible with surrounding land uses and would not affect property values in the area. 3. Under the conditions noted, the proposal would not impair the public health, welfare, prosperity, or safety by creating undesirable traffic congestion, undesirable sanitary conditions, overburdening of utilities or adverse environmental influences in the area. 4. The proposed use has been approved by the Town of Estes Park Board of Trustees. V. STAFF RECONATION: Approval of the Special Review with the following conditions: 1. Except as amended by the following conditions, the facility shall be developed, operated, and maintained as presented in the material reviewed by the County. 2. No outdoor storage of vehicles or materials on the property. 3. The primary purpose of the buses is to provide transportation, not advertising, and the buses shall not be parked along public roads for advertising purposes. •4. Signs for bus stops must be outside of public rights -of --way, and shall contain no advertising. 5. No bus stops will be located within the public right-of-way. 6. Any new bus stops must be approved by the County Engineering Department. 7. The applicant will coordinate with the County Engineering Department to determine if pedestrian crossing signs should be installed by the applicant.
