SCANDINAVIAN FESTIVAL
DATE: June 25 & 26

MANAGEMENT: Scandinavian Club of Estes Park

PURPOSE: Scandinavian Festival to continue and strengthen the
traditions and heritage of the Scandinavian people.
ACTIVITIES: Raising of the May Pole. Traditional dances, both
by professionals and audience participation. Vendors. Held at
Bond Park.
ADVERTISING: A mention in the insert piece, 1993 EP Events
Calendar, Scandinavian Newsletters.

GROWTH POTENTIAL: This was very well organized for a first year
event. There is a good population of Scandinavians in the area
and now that they are aware of what it takes to put on an event
of this kind their second year has already begun. They can do
alot more advertising in their newsletters and earlier
notification will increase their attendance. This event has good
potential for being too large for Bond Park in four years.
COMMENTS: A good addition to the June events schedule. `lawn
employee involvement was minimal. Town advertising was minimal.
They have already reserved Bond Park June 1994. Would like to
see them receive good encouragement from the Town. This could
become a very large audience event.
SPECIAL EVENTS EVALUATION
1993
WOOL MARKET
DATE: June 10-13, 1993 (second week of June each year)

MANAGEMENT: Special Events Department & Wool Market Committee
PURPOSE: 1) To be an educational and entertaining event for
those interested in fiber and fiber animals; 2) A family event;
3) Attract an audience from outside the Estes Park area, staying
several days during the shoulder season; 4) Selling opportunities
for fiber artists and the showing and marketing of animals; 5)
Provide for the general public a hands-on educational experience
plus a market for the purchasing of yarns, fleeces, equipment and
garments.
ACTIVITIES: Workshops, animal shows, spinning contests, spinning
and weaving demonstrations, BBQ, fashion show, fleece contests,
skein contest, children's hands-on tent.
ADVERTISING: Local newspaper, six front -range newspapers, five
trade magazines.

GROWTH POTENTIAL: Participation in all areas, except the
Commercial Vendor Area, grew this year. Vendors are limited to
space in Commercial Barn. There is a great need for fiber
education and a place for breeders to promote their animals in
our area. If the weather is good, we could have 10,000 in 1994
and 13,000 in 1995. There is a great deal of interest in fiber
education. We have good ideas for 1994 to increase our
educational workshop attendance and also for a new volunteer
staff program.
COMMENTS: 1994 goals are: 1) To increase exhibitor and animal
numbers; 2) To encourage increased involvement of each exhibitor;
3) To increase the workshop attendance by a third; 4) Implement
a new volunteer program for the benefit of the volunteer and the
Wool Market for a long time relationship; 5) Continue the high
quality of the event.
The new floor surface in the Commercial Barn was a great
improvement for 1993. Commercial vendors are maximum at this
time - limited to the space and also number of attendees for
sales.
We have been selected for the National Natural Colored Sheep Show
and Conference in 1994. The Alpaca Association (AOBA) has also
indicated that they will bring their Convention back for 1994.

COMMENTS: They have grown from a two day show to four day show
since 1990 by adding Buckskin showing.

GROWTH POTENTIAL: Growth could be better with indoor facility.
Otherwise number of exhibitors and horses will probably remain
just about the same. Weather is always a factor.
COMMENTS: Lower income is a result of decrease in the number of
days on the grounds and decrease in numbers because of personal
differences within the Arabian organization.

GROWTH POTENTIAL: In direct relationship to the fairgrounds
facilities. Additional 20% to 30% possible. The addition of the
Top Hands, Inc. and their new events will create larger
attendance along with a new expended audience.
COMMENTS: Has grown 400% since 1981. Weather conditions have a
direct relationship to attendance.

GROWTH POTENTIAL: Once the Association members settle their
differences between themselves the growth is limited only to our
facilities.
COMMENTS: In 1982 this show was only 2 days and grew to•14 days
in 1992. Stall income is down due to beginners showing only two
days, then going home. However, total horses were up - good
management on their part.
The total horse industry appears to have begun its come
back. The youth are once again enthused and interested in
competing on the show circuit. Most trainers and breeders look
forward to a thriving industry once again.

WESTERNAIRES

PURPOSE: Grounds rented by Westernaire Group to provide western
entertainment.
ACTIVITIES: They produce two shows for the general public
consisting of precision riders and western acts - all youth.

GROWTH POTENTIAL: Attendance growth is possible - weather always
plays a big part in drawing the tourists in the evening.
Marketing program of Westernaires here in Estes that week
determines attendance. The Westernaires indicate they have many
parents staying at local motels for three nights (estimate 150
rooms) .
COMMENTS: Worthwhile - youth organization and some of the future
leaders. They also produce income for Park School District by
renting the High School and Middle School for two days.

GROWTH POTENTIAL: Tremendous with an indoor facility. National
Show is possible.
COMMENTS: Paint Show left here in 1987 after 10 years due to
August weather conditions. At that time they had 4 times as many
horses. Down now - as they lost the Youth Paint Arama portion to
another fairgrounds.

MEMORANDUM
RE: Estes Events Card Criteria

The "Estes Events" rack card is an Estes Park marketing
tool. It is intended for in -town distribution and has three
objectives: 1) to increase the attendance at our various events;
2) to give our visitor reason to return at another time, and 3)
to extend our visitor's stay.
For the past few years the card listed only those events
sponsored by or supported by the Town of Estes Park in some
manner plus a couple which have been long time Estes Events.
After discussion last Spring and a request by Jo Hazlitt to
have the Music Festival added for 1994, we have decided to
include all Estes Park events submitted to us by February 1, 1994
should they meet two of the four criteria listed below to qualify
for inclusion.
CRITERIA:
An event must have significant or broad -based market appeal
for the spectator.
An event must have potential of attracting significant
traffic.
An event must be sponsored or co -sponsored by the Town of
Estes Park.
An event must be sponsored by broad -based non-profit
community organization or be free to the public.
This change will required that the hard, glossy rack card
approach be replaced with an 8 1/2 X 11 multi -fold brochure.

17.16.050 Special C-D district requirements. A.
Location. No C-D district shall be established unless
contiguous with the existing C-D district.
B. Egress. Within the C-D district, driveways cross-
ing sidewalks on arterial streets may serve parking and
loading only, but may not serve any drive-in, drive -
through, or auto service facility.
C. Containment. All activities within the C-D dis-
trict shall be wholly contained within buildings except
for access, parking, loading and, if screened by a sight -
impervious fencing or plantings, storage and refuse con-
tainers. If approved on special review by the board of
trustees, outdoor eating areas may be allowed. Municipal
uses are exempt from this containment provision, provided
such municipal uses are approved by the board of trustees.
The board of trustees of the town may, by resolution, au-
thorize activities outside of buildings within the C-D
district, pursuant to the terms and conditions of such
resolution. The resolution shall be specific as to. time,
place and extent of the activities allowed outside of
buildings, and shall contain such provisions that are nec-
essary to insure that the use of public and private proper-
ty is consistent with public health, safety and welfare.
D. Parking Location. No parking area within the C-D
district shall be located nearer an arterial street than
the front building line of that building on the premises
which is closest to the street. (Ord. 15-91 §1, 1991; Ord.
10-88 §1, 1988; Ord. 22-86 §1 Exhibit A (part), 1986).
17.16.060 Special C-O district requirements. A. No
principal use shall be allowed outside of a building, ex-
cept those permitted uses approved through special review.
B. All outdoor material and storage areas shall be
separated from street and property lines by a planting area
at least five feet wide, containing dense planting, and
optionally, a sight -impervious fence or wall,
C. Outdoor material and storage areas shall not be
permitted on lots abutting an arterial street. (Ord. 8-91
§1, 1991: Ord. 1-88 §1, 1988: Ord. 28-87 §1, 1987).

Special Events Department and Committee:
Chamber of Commerce requests permission to hold their Scarecrow
Contest on October 2, 1993 and with Scarecrows continuing to be
on display each weekend in October at various locations on
Elkhorn Avenue.
Scarecrows will be displayed at various store locations with the
permission of those store owners. Store owners will be
responsible for placing them outside each morning and taking them
in each night.
Rules require a 6 foot pole placed in a 5 gallon concrete
container. The 1992 contest resulted in no problem resulting
from wind, to my knowledge.
We would also ask permission to include straw bales in these
displays.
The 1992 Scarecrow Contest was well received and participation
was excellent for the first year. The Elkhorn shoppers enjoyed
them and many positive comments were received concerning the
"Fall and Halloween" atmosphere it provided.

RESOLUTION
WHEREAS, on July 23, 1991 the Board of Trustees adopted
Ordinance 15-91 pertaining to "containment" within the C-D
District.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO:
That the following guidelines shall be adopted for the
"Surprise Sale Days" being sponsored by the Special Events
Department and Estes Park Business Association, which is scheduled
October 9 and 10, 1993:
1. Hours of operation shall be 9:00 A.M. - 6:00 P.M.
2. The Sale Weekend is available to all Estes Park
businesses.
3. The Sale Weekend will be held rain or shine.
4. Businesses will be allowed to sell merchandise in front
of their store only during the hours specified above.
5. Each business will be allowed one (1) outside selling
space.
6. Sidewalk displays shall provide a minimum clearance of 4'
for pedestrian ways and handicapped accessibility.
Displays and/or merchandise will not be allowed in any
street.
7. Those merchants without sidewalk frontage may reserve a
space in Bond Park by contacting Linda Hinze at 586-6104.
8. Advertising posters will be provided.
9. All participating businesses must possess a current Town
Business License.
BE IT FURTHER RESOLVED, that every business is urged to
participate in this sale weekend which will be essential toward
making the Surprise Sale an annual event.
