Pursuant to a Memo dated November 29, 1984, I
have reviewed the latest draft of the proposed By-laws
of the Estes Park Horse Show and Rodeo Committee and
have the following comments:
1. Article IV, Section 1 should be amended to read
as follows:
Section 1. Membership in this organization shall be
limited to thirty persons including associate members. The
members shall have as a common goal the objectives of the
organization. Each full member shall have one vote. Associate
members shall have no vote until such time as they become full
members of the committee.
Article IV, Section 2, should be amended to read as
follows:
Section 2. Each year the committee shall submit to
the Board of Trustees of the Town of Estes Park, a complete
list of all proposed members of the committee. Any individual
not presently serving on the committee shall be designated as
an associate member on said list. The Board of Trustees of
the Town of Estes Park shall, in their sole discretion, approve
the membership of the committee for each calendar year. The
Executive Committee will evaluate the associate members' contri-
bution to the committee and, if said evaluation is positive, the
individual shall become a full member of the committee. In the
event the committee feels that any member is not properly ful-
filling its functions on the committee, they shall notify the
Board of Trustees of the Town of Estes Park and request that
the Board remove said individual from the committee. Such

request shall be in writing and state the reasons for removal
of the member. Said removal shall be in the sole discretion
of the Board of Trustees of the Town of Estes Park. Also,•
the Board of Trustees may remove any member of the committee
at any time for said individual's failure to perform his duties
as a member of the committee.
Article VI, Section 1, should be amended to read as follows:
The Town of Estes Park Board of Trustees shall approve the
annual budget, all capital developments, all master plans or
future direction plans, all contracts or other agreements, and
any other matters specifically set forth for the Board of Trustees'
approval in these By -Laws.
Subject to the above changes, the proposed By -Laws meet
with my approval.

Dear member,
At the January 17, 1985 meeting of the entire committee, it was
decided to send a questionaire to all members to determine who
was sincerely interested in taking an active role with the
committee.
We've also set up a few questions that should allow you to express
your opinions and help to improve some of the communication in the
committee.
1. Are you interested in retaining your seat on the Horse Show
