Important to note: o When parking facilities reach occupancies of greater than 85% consistently, parking availability begins to deteriorate, potentially impacting the experience for residents and visitors. Data Collection Process When a traditional supply/demand study is conducted, generally a ÑtypicalÒ weekday and weekend are selected for data collection. o Example: Republic Parking Study (2005) Town collected 72 days of data in 2018 Data Collection Process Data was collected: Manually by Community Service Officers During the 2018 peak season (June, July and August)* Monday through Sunday Every two hours from 10:00 AM to 6:00 PM CSOs were looking for the number of occupied spaces Duration (length of stay) information was not collected *July was the most complete month. Over the 72-day collection period during the peak time of day (midday from Noon to 2:00 P.M.), occupancies greater than 85% were observed 75% of the time. 2018 Parking Utilization Results In Summary: There are a variety of ways to analyze the data: ÑSnapshot in timeÒ Peak occupancy Average occupancy Total number of days that the system experienced occupancies greater than 85% Data is only one part of the equation. We should also consider the ÑlensÒ: Experience of locals and visitors Human nature Economic vitality Big picture vision Proposed Next Steps Proposed Next Steps Complete DPMP Phase 1, including: 1.Conduct a second occupancy study in the 2019 peak season 2.Implement a solution to provide real-time parking availability by sign, web and mobile app.* 3.Continue consistent monitoring of existing time-limited spaces. Establish a set of criteria to trigger successive phases. Return to the Town Board in Fall 2019 with full results of Phase I implementation, as well as a formal recommendation for Phase II implementation. *This is the goal, keeping our budget constraints in mind.
