AGENDA TITLE: STANLEY PARK MASTER PLAN PROJECT – COMMUNITY CAMPUS

BACKGROUND INFORMATION:
EVRPD just awarded a contract to Design Concepts for the community’s Stanley Park Master
Plan Project. The Town of Estes Park will be invited to the table as a key stakeholder for the
project process.
We would request the Town of Estes Park to brainstorm on how we might be able to utilize this
development for a broader and more sensible “community campus”. In regard to the future
development of Stanley Park and Fairgrounds area, how can we work better collectively to have
the greatest impact on our community?
Would the Town consider a portion of the Fairgrounds property in the development of the
Stanley Park Master Plan Project? Are there any specific concerns in regard to the development
of Stanley Park?
GOAL: discuss the scope of the project, development area, and feedback.
Copies of the RFP and the proposal selected from Design Concepts will be available for viewing.

AGENDA TITLE: MPEC CENTER

BACKGROUND INFORMATION:
The Town of Estes Park will provide a brief overview of the MPEC Center design, function, and
funding.
GOAL: discuss public perception of the MPEC Center and what impact, if any, the MPEC
Center may have on the Stanley Park Master Plan Project as well as the construction of a future
community center?

AGENDA TITLE: COMMUNITY CENTER

BACKGROUND INFORMATION:
EVRPD took the construction of a new community center to election in 2008 and it failed by a
small margin. We are excited that there is a tremendous amount of energy and enthusiasm
recently, in regard to reevaluating our previous attempt and refining it to appeal to the masses in
our community. A fair share of that enthusiasm is coming from a variety of groups including
local governments, community service groups, the hospital, school district, local businesses,
civic groups, and EVRPD. We want to garner that spirit and make the construction of a
community center a reality!
Designing a full-service community center will be key! The design needs to include avenues for
recreation for all ages and interests, on a local level as well as a visitor level to assist in
stimulating our local economy as well as provide a facility our community values and takes pride
in.
EVRPD wants to collaborate with the Town of Estes Park as a key stakeholder and driving force
during this community center process.
GOAL: discuss potential locations for the community center (Stanley Park, Stanley Fairgrounds,
old primary school building site, etc.); discuss funding options, community needs and desires,
and next steps in this process.

AGENDA TITLE: TRAILS SYSTEM

BACKGROUND INFORMATION:
Recently EVRPD Executive Director, Skyler Rorabaugh, met with the Town Trustees and Estes
Valley Planning Commission to discuss the development of a comprehensive trails plan for the
Estes Valley area. During this discussion, the concept of updating the Estes Valley development
code to include an easement for trails, green space, and pocket playgrounds was discussed.
There are a variety of organizations that have a significant trail presence in the Estes Valley
including the YMCA, EVRPD, Town of Estes Park, Larimer County, and RMNP. Having these
organizations work together for a comprehensive trails system in the Estes Valley is critical to
the connectivity, development in the Estes Valley area, and expansion of our trails system.
GOAL: discuss the current trails system and funding challenges.
Larry Gamble from RMNP will provide a short update on their future priority trails and
connectivity from RMNP.

AGENDA TITLE: SPECIAL EVENTS COORDINATION

BACKGROUND INFORMATION:
Offering special events in Estes Park is a key component to stimulate the economy as well as
provide our local community an avenue to become involved by participating, volunteering, or
just simply observing.
EVRPD is working diligently on planning future special events for the community, as special
events are a critical component of what our program services include. We believe there is
opportunity to collaborate with the Town on coordinating, planning, and marketing these future
events together.
Amenities, location, funding, and staff are always essential elements to the success of any special
event. By partnering with each other, these elements should become easier to accomplish.
GOAL: discuss the concept of special event collaboration and its feasibility.
