Trustee: Frank Lancaster
Years in Estes Park: 11 years
Prior Experience - Career Information: Prior to retiring in 2019, I worked in public service for over 40 years in
numerous capacities. My public service career started as the City Arborist for the City of Cheyenne,
Wyoming. I then took a job as the Larimer County Forester and worked at Larimer County for 31 years in
several capacities, including County Forester, Natural Resources Director, Solid Waste Manager, and for
the last 18 years as the County Manager. In my numerous roles at Larimer County, I had many
opportunities to work with the community of Estes Park over the years, and in 2012 had the opportunity to
move to Estes Park full time to assume the role of Town Administrator. I was named the Colorado County
Administrator of the Year in 2001 by the Association of Colorado County Administrators and received the
Colorado City/County Management Association's Lifetime Achievement Award in 2019. In 2012 I was
recognized for my contributions to the tourism industry in Larimer County with the Chairman's award from
the Fort Collins Convention and Visitor's Bureau. Since retirement in 2019, I have been serving as a Senior
Advisor to Colorado City/County Manager's Association and International City/County Manager's
Association, providing assistance and advice to city and county managers throughout Colorado. I am a
Colorado native, married to Jill Lancaster. We have two grown children and two granddaughters all living
close by in Colorado.
Previous Participation on Town Boards or Committees: As Town Administrator, I worked closely with most of
the Town Boards and committees, however because of my position as staff, I was not a member of any
board or committee. Regionally, I served on the Community Corrections Board for Larimer County, and the
City of Fort Collins' Zoning Board of Appeals for several years. I served on the Board of Directors for the
United Way of Larimer County, and the American Lung Association of Colorado. Currently I am serving on
the Board of Directors for the Estes Valley Watershed Coalition.
Educational Background: Bachelors of Science degree in Landscape Horticulture Master of Business
Administration Both degrees from Colorado State University

My interest in the position is simply to help out and contribute to the community for the interim period due to
unfortunate passing of Trustee Webermeier.
