Minutes of o Study Session meeting of the TCJVVN BOARD of the Town of
Estes Park' Lorimer County, Colorado. Meeting held at Town Hall in the
Board Room in said Town of Estes Park on the 24 th day of January, 2023.

Mayor Koenig called the meeting to order at 5:45 p.m.
BUILDING CODE DISCUSSION.
Director Gardner and SafeBuilt Building Official Rusu recommended the adoption of the
2031 International Building (|8C) and Residential Codes (|RC) to be in alignment with
Lehmer County. The Town has adopted the 2015 |BC/|RC with local amendments.
The adoption of the 2021 codes would include local amendments currently adopted with
thn2015 codes. The Town uses the 2O16 International Energy Conservation Code
(|ECC). State law requires all municipalities to adopt an |ECC by July 2023. Staff
continues to evaluate the 2O18 and 2021 energy codes todetermine the impacts on
devo|opment, building contractors and homeowners. By202Othe state requires the
adoption ofthe 2U21 |ECC. Atthis time staff proposes the adoption ofthe 2O21 |ECCin
July with implementation on January 1. 2024 to provide the development community
time to adjust construction plans and costs, which are estimated at $10,000 to $20,000
in additional costs to meet the new code requirements. Lerimm/ County has adopted
the 2021 |ECC. Staff intends to present the Board with additional information on the
pros and cons ofadopting the different versions ofthe |ECC. Staff continues toreview
the Property Maintenance Code which focuses on commercial building. The code
provides the authority the ability to intervene if life safety issue that impacts the public
health and safety presents itself. Only chapters one and two would beadopted.
Board comments were heard and summarized: concerns were raised with the adoption
nfthe new building codes increase cost for workforce housing units being built; the new
codes would provide additional energy efficiency and decrease utility costs for the
homeowner over time; questioned what portion of the house would need to be updated
to the new energy code due to e remodel permit; and concerns were noised on the
authority the Property Maintenance Code provides the building official. The Board
requested additional information on both codes at the February 28, 2023 study session.

None.
FUTURE STUDY SESSION AGENDA ITEMS.
Fine Arts Guild Art Center and Energy Code would be added to the February 28. 2023
meeting. A discussion on an Environmental Suoteinabi|ity Advisory Board and
Environmental Sustainability Manager to be added to the approved/unscheduled items.
There being no further business, Mayor Koenig adjourned the meeting at 6:45 p.m.
