Page 3 F A EP TOWN OF ESTES PA Report PUBLIC WORKS To: Honorable Mayor Koenig Board of Trustees Through: Town Administrator Machalek From: David Hook, Engineering Manager Greg Muhonen, PE, Public Works Director Date: September 27, 2022 RE: Downtown Wayfinding Program — Preliminary Draft Design and Implementation Plan Purpose of Study Session Item: Present to the Town Board the preliminary draft of the Downtown Wayfinding Program's (DWP) Design and Implementation Plan (DIP; attached) as a work-in-progress prior to moving into final design. Town Board Direction Requested: Review and provide feedback on the preliminary draft DIP document as guidance to Public Works staff and the DWP design team in developing the final document. Present Situation: Based on recommendations within the 2018 Downtown Plan, the DIP is being developed as the guiding document toward phased implementation of the DWP. In 2021, a pilot parking wayfinding project installed vehicular directional and destination wayfinding signage prior to the inaugural season of paid parking in Estes Park. Using that pilot project design process, and community feedback from a 2018 staff level effort to initiate the planning process for the DWP, the DIP planning and design process was restarted in early 2022. In early 2022, and building on the 2018 staff planning efforts, the design team developed a set of concept designs for several wayfinding signage families. Public outreach in April 2022 provided community feedback on design concepts for downtown wayfinding. Using that feedback, the design team developed preliminary designs for each family of wayfinding signage. Public outreach in July 2022 provided community feedback on those preliminary designs, allowing further refinement to a set of final designs for each sign family. Public outreach in September 2022 provided community feedback on prioritizing the implementation of signage locations and messaging. The design team has summarized the design and outreach process, as well as the final sign designs, in the draft DIP booklet. The team also developed design details for each Page 5 sign, a sign messaging table, a preliminary cost estimate for the DWP, and construction specifications. We will continue refinement of the DIP booklet with input from the community, the Transportation Advisory Board (TAB), and the Town Board. The final DIP is anticipated to be presented to the Town Board for adoption in November 2022. Proposal: The DWP design team has striven to develop a DIP that meets the recommendations of the 2018 Downtown Plan, meets the expectations of the community for downtown wayfinding, and provides flexibility for the future. It will take time to implement the DIP; and flexibility will assist the current and future Town Board in adapting to changes in environmental and fiscal conditions. Advantages: • The final DIP will be nearly "bid-ready." No additional design will be needed for implementation; only administrative efforts to accommodate phasing specifics and the bidding process. • The final DIP will assist Public Works staff with planning phased implementation of downtown wayfinding signage, utilizing limited local funding and potential external funding (e.g., grants). Disadvantages: • Full implementation of the DWP will take time, staff resources, and financial resources; however, implementation is easily segmented into multiple phases via the components of the DIP. Finance/Resource Impact: The 2022 budget includes $212,733 for wayfinding in the Community Reinvestment Fund (CRF) at 204-5400-544.35-63. After design consultant fees, Public Works staff estimate a rollover of about $125k to 2023 for construction. The proposed 2023 budget includes another $200k in CRF/204-5400-544.35-63 for wayfinding implementation. Additional funding for future phases will need to be addressed on a year-to-year basis. Level of Public Interest Public interest is expected to be moderate. Attachments: 1. In an online survey that was open for the month of July,we asked people to choose their PHASE 2: DESIGN SURVEY (JULY) favorite design options for a variety of proposed sign types and answer a few additional questions about what these signs should include.More than 240 people weighed in-see what they said below! The second round of input was designed to gather opinions on the preliminary design concepts that were prepared in response to the input received during the first phase.
