RE: Floodplain Development Permit for Fall River Hydroplant Reach 1
Dear Mr. Schreiber,
Thank you for submitting the Town of Estes Park Floodplain Development Permit (FPDP) for
proposed activities on Fall River near the Hydroplant. The FPDP contains 68 pages of
information and is signed and sealed by you, Colorado P.E. #46577, as the Owners' Agent. All
attachments to the FPDP are dated January 22, 2016, and have been reviewed by me on behalf
of Will Birchfield of the Town of Estes Park. The submittal includes a description of construction
activities and the anticipated impact to the floodplain, site photographs, and detailed
construction documents.
All proposed activities qualify as development in a FEMA-regulatory floodway and flood fringe,
and are subject to the standards of Title 17 of the Town of Estes Park Municipal Code (Title 17
Code). have reviewed the FPDP and supplemental information packet and recommend it be
approved. Please be aware that you will need to provide a certification, post -construction, that
the work performed meets that approved in the attached permit.
If you have questions, concerns, or require clarity on any of the review items included herein,

General Comments:
1. Upon project completion, a Letter of Compliance and a No -Rise Certification will be
required by the Engineer of Record stating that the construction was performed in
compliance with plans and specifications approved by the permit.
2. It is recognized that the application does include the required site plan information, on
separate documents. A phone call to Scott Schriber detailed the green Iinework on the
Annotated FIRM map as property lines and that the full project occurs on Town of Estes
Park property.
The submittal included construction plans, a hydraulic model that evaluated the impact
of the proposed improvements against the existing channel conditions, a US Army Corps
of Engineers 404 permit, and a letter detailing the proposed improvements and their
impact to the floodplain of Fall River.
