Meeting held in the Municipal Building in said Town of Estes Park on the 16th day of November, 2011. Members: Stan Black, Kimberly Campbell, Peggy Campbell, Charley Dickey, John Ericson, Larry Gamble, Wayne Groome, Jacquie Halbumt, John Hannon, Cory La Bianca, Fred Mares, Jerry Miller, Rex Poggenpohl, Greg Rosener, Frank Theis, Annika Van der Werf, Gary Van Horn Attending: Stan Black, Kimberly Campbell, Charley Dickey, Larry Gamble, Wayne Groome, Cory La Bianca, Fred Mares, Jerry Miller, Rex Poggenpohl, Greg Rosener, and Frank Theis Also Attending: Deputy Town Clerk Deats Absent: Peggy Campbell, John Ericson, Jacquie Halburnt, John Hannon, Annika Van der Werf, Gary Van Horn Co -Chair Miller called the meeting to order at 3:00 p.m. MINUTES. The minutes of the regular meeting held October 5, 2011, and November 2, 2011, were approved. PERSONAL VISION DISCUSSION. Each member in attendance shared his/her vision of transportation in the Estes Valley twenty years in the future. Main topics integrated in the visions include: • A dynamic professionally -designed shuttle system to meet the needs of visitors and residents • Incentives to use the shuttle system • Make using the shuttle system fun • Better signage and use of information technology • Information related to parking lot locations and space availability • Visitors pay to park • Metered parking in downtown area • Eliminate parking along Elkhorn Avenue • Parking structure in Town Hall parking lot • Don't add parking in downtown area • One-way loop through downtown • Riverside Drive area bypass • Encourage use of existing bypass • Distribution of visitor traffic to Fall River and Moraine Park entrances to Rocky Mountain National Park • Truck/RV restrictions at peak traffic times • Traffic light synchronization/timing • Elimination of traffic lights downtown • Use of round -a -bouts • Pedestrian mall options which may or may not be located on Elkhorn Avenue, may be seasonal, and may include the Riverwalk • Multi -modal downtown streets • Interconnecting trails • Acceptance of seasonal congestion RECORD OF PROCEEDINGS Transportation Visioning Committee — November 16, 2011 — Page 2 Co -Chair Miller commended the group for the amount of thought, time and effort that they have invested in serving on the Transportation Visioning Committee. He suggested the members review and digest the vision topics and be prepared to prioritize these topics at the TVC meeting scheduled for December 7, 2011. The prioritization exercise will assist in determining how to organize the material into a concise, final report to the Town Board.
