Meeting held in the Municipal Building in said Town of Estes Park on the 7th day of September, 2011. Members: Stan Black, Kimberly Campbell, Peggy Campbell, Charley Dickey, John Ericson, Larry Gamble, Wayne Groome, Jacquie Halburnt, John Hannon, Cory La Bianca, Fred Mares, Jerry Miller, Rex Poggenpohl, Greg Rosener, Frank Theis, Annika Van der Werf, Gary Van Horn Attending: Kimberly Campbell, Charley Dickey, John Ericson, Wayne Groome, Fred Mares, Jerry Miller, Rex Poggenpohl, Greg Rosener, Frank Theis Also Attending: PIO Rusch and Deputy Town Clerk Deats Absent: Stan Black, Peggy Campbell, Larry Gamble, Jacquie Halburnt, John Hannon, Cory La Bianca, Annika Van der Werf, Gary Van Horn Chair Miller called the meeting to order at 3:00 p.m. MINUTES. The minutes of the regular meeting held August 24, 2011, were approved. PUBLIC INPUT SESSION — OVERVIEW AND PARTICIPATION. Co -Chair Miller reviewed the meeting format the facilitators will be using for the public input sessions, and reported that a press release regarding the meetings had been sent out and invitations to special districts had been mailed. In addition, an e-mail reminder will be sent out the week prior to the scheduled meetings, as well as republishing of the press release. The meeting facilitators requested that at least one TVC member be present at each of the public sessions to demonstrate the Committee's willingness to listen to the community's ideas and concerns. Co -Chair Miller will send an e-mail to the Committee members asking them to respond as to which meetings they will be attending to make sure all the meetings are covered. Rex Poggenpohl, Charley Dickey, and Wayne Groome are available to attend any or all of the meetings and to fill in the schedule if needed. Rex Poggenpohl commented that the public may want to receive an update related to the results of the public input sessions. PIO Rusch suggested following up with a press release to include highlights from the public sessions after reviewing the facilitators' report. FINAL REPORT PREPARATION WORK GROUP. Co -Chairs Ericson and Miller expressed a desire to begin preparations for drafting the TVC's final report to the Town Board. The Committee concurred and discussed different ways to approach the report such as: creating a subcommittee to begin drafting the report; having the moderators of each Work Group prepare a section to synthesize into the final report; create a report and include an appendix containing educational and informational materials; include specific, practical, implementable solution packages with time frames in the appendix; provide the broad spectrum of RECORD OF PROCEEDINGS Transportation Visioning Committee — September 7, 2011 — Page 2 topics discussed by the TVC along with guidelines for implementation; the report should be written to be used as a planning tool and a guide for future decisions related to transportation; the report should contain enough concrete information to inspire communication, discussion, and merit further study; and the goal of report is to present alternatives for transportation for the next 15 to 20 years. Co -Chair Ericson commented that the report should not be too detailed, but rather should be a document that provides information that can be utilized within the community for presentations and discussions related to future transportation needs. The Committee concluded that it would be beneficial to map out the general structure or format of the report to which information and material can be added. A meeting to begin creating a report outline will be held on Wednesday, September 14, 2011, at 3:00 p.m. in Room 203. Fred Mares will send out notification of the meeting to the full Committee to solicit participation in the process. Frank Theis volunteered to work on graphics for the report, such as maps and diagrams, in order to provide consistency throughout the document, and the Committee talked about the importance of sustainability and planning principles for alternative transportation modes when doing long-term planning for future transportation projects. Co -Chair Miller emphasized that it is important for the entire Committee to agree on how the final report gets written, and to utilize the strengths of the Committee members in producing the report.
