RECORD OF PROCEEDINGS Joint Session October 3, 1989 Board of Trustees/Estes Park Urban Renewal Authority Board of Trustees: Mayor Dannels, Trustees Aldrich, Barker, Dickinson, Garrett, Habecker and Hix Board of Commissioners: Chairman Phares, Commissioners Ericson, Godbolt, Hondius, Pauley and Pohl Mayor Dannels, Trustees Aldrich, Barker, Dickinson, Habecker and Hix, Chairman Phares, all Commissioners Town Administrator and EPURA Commissioner Klaphake, EPURA Executive Director Anderson, Public Works Director Widmer, Clerk O'Connor Absent: Trustee Garrett Mayor Dannels called the joint meeting to order at 1:07 P.M. CONFERENCE CENTER BOND FINANCING - DISCUSSION. Kirchner Moore, EPURA's financial consultant, will be the primary firm in the bond financing for the Conference Center. 20% of the management fee and sales will be issued to the Town's financial consultant --Boettcher and Company. The Town/EPURA partnership should result in a savings of approximately $650,000. RIVERWALK PROJECT - UPDATE. EPURA Executive Director Anderson reported on the Riverwalk Project (E. Elkhorn). EPURA is proposing a 10' walk (6' wide concrete, with 2' of sandstone on each side), river walls, and electrical undergrounding. Negotiations pertaining to easements are continuing. The project may begin after November, 1989, with an anticipated completion date of Spring, 1991. The EPURA Board would prefer the project be completed by Spring/Summer of 1990. Additional information will be forthcoming. ACQUISITION OF PROPERTY/LAND TRUST - REPORT. The Estes Park Land Trust has exercised its option to purchase a 71 acre tract of ground located in the Little Prospect Mountain Addition, aka Mitsdarffer Property. The acquisition will ensure perpetual open space status for the northfacing hillside behind businesses on East Elkhorn Avenue. The Town and EPURA have pledged $20,000 each; the Land Trust is seeking contributions for the remaining $10,000. The option deadline is December 22, 1989. BARLOW PLAZA - REPORT. Developers of the proposed Barlow Plaza, located on the former Brodie Property, have filed a plan for development with EPURA and the Planning Commission. Two major restaurants, courtyard, snack bar, etc. are being planned. The owners anticipate a late -Spring opening. There being no further business, Mayor Dannels adjourned the meeting at 1:30 P.M.
