Mayor Dannels called the joint meeting to order at 1:06 P.M.
EPURA 5-YEAR CAPITAL PROJECTS PLAN - PRESENTATION.
Town Administrator Klaphake reported that EPURA was advised of
the Town's intent to enter a joint venture to construct a conven-
tion center. EPURA does anticipate coordinating their projects
to compliment such a center.
Executive Director Anderson presented EPURA's 5-year Capital
Projects, as follows:
East Corridor Riverwalk - the riverwalk will extend from
East Riverside Drive to the new pedestrian bridge to be
constructed over the Big Thompson River on Highway 36. The
riverwalk design will be responsive to redevelopment as it
occurs along the riverway, and will offer an alternative
route to downtown for conference center pedestrians.
Anticipated budget for this construction work is $600,000.
Anticipated completion date is Spring, 1991.
Old Lumberyard and Ice House Parking Lots - landscaping will
include a continuation of the riverwalk from Tregent Park to
the north side of West Park Center. Anticipated budget for
construction of both parking lots is $230,000±; this will be
a 1990 project.
Moraine Avenue - extension of the downtown streetlights
south on Moraine Avenue to the public restrooms near
Gaslight Square. Anticipated budget is $50,000; the com-
pletion date was not available.
Bond Park - this project will be done simultaneously when
the Town redevelops Bond Park in 1992. EPURA will work in
improvements to Park Lane and MacGregor Avenue surrounding
the Park. Includes are sidewalks and lighting. Anticipated
budget is $120,000.
Trolley - a shuttle system will be funded in EPURA's budget.
The trolley will provide shuttle services to the motels
active in housing guests for the convention center. The
budget amount is $50,000/year, with funding to be derived
from returned increment.

EPURA's contribution to maintenance of its constructed amenities
will be $100,000±, and a $15,000 replacement fund transfer is
anticipated. An addition of $75,000 to EPURA's Reserve Fund, and
a $10,000/year transfer to the library construction fund will
also be budgeted.
EPURA anticipates a $1 Million Bond Issue (approximately) to
provide funding for the projects.
The Trustees commended EPURA in coordinating the riverwalk
project with the conference center.
MISCELLANEOUS.
Director Anderson commended Public Works Street Superintendent
Ford for his efforts toward the Old Lumberyard Parking Lot,
particularly the grading work. The lot is receiving a great deal
of use.
There being no further business, Mayor Dannels adjourned the
meeting at 1:43 P.M.
