RECORD OF PROCEEDINGS TOWN/EPURA JOINT MEETING October 10, 1991 Attending: Mayor Dannels, Trustees Aldrich, Dickinson, Garrett, Habecker, Hix Chairman Pauley, Commissioners Ericson, Godbolt, Pohl, Swank Also Attending: Town Administrator Klaphake, Assistant Town Administrator Widmer, Finance Officer Vavra, Executive Director Anderson, Deputy Clerk Heifner Absent: Trustee Barker, Commissioner Henderson Director Anderson stated that Moody's Investors Service/New York has recently conducted a review of EPURA's tax increment bond rating and concluded the rating will remain Baal. The Boards reviewed a draft Memorandum of Understanding between the Town of Estes Park and the Estes Park Urban Renewal Authority. Administrator Klaphake explained Item 1 of the Agreement which proposes the Authority agree that the entire Reserve Fund for 1991 ($50,000) is transferred to the Town of Estes Park for use as research into the fuel contamination problem at Elkhorn Avenue and, Item 2 of the agreement, proposing the Authority agree that $50,000 of the 1992 Reserve Fund is transferred to the Town for use as research into the fuel contamination problem at Elkhorn Avenue. Administrator Klaphake requested the Town release the Authority from the annual $25,000 Economic Development Fund for 1991 and 1992. Director Anderson explained Item 3 which authorizes the Authority to utilize the remaining $25,000 of the 1992 Reserve Fund for the purpose of resetting brick pavers in Streetscapes 1 and 2; resetting electric pull boxes that have settled; installing pavement that has spalled at the Old Church Shops entry area; and other maintenance items as necessary in Streetscapes 1 and 2. Under Item 5, it is proposed the Authority be authorized to utilize a portion of the remaining Reserve Fund to replace the decking on the Nagl walkway bridge. Town/EPURA Boards' consensus was to submit the Memorandum of Understanding to the EPURA for formal approval at its October 17th meeting, followed by submission to the Town Board on October 22nd.
