RECORD OF PROCEEDINGS Town Board/EPURA Joint Meeting September 10, 1992 Attending: Mayor Dannels, Trustees Aldrich, Dekker, and Gillette Chairman Pauley, Commissioners Henderson, Klaphake, Pohl, and Swank Also Attending: EPURA Director Anderson, Assistant Town Administrator Widmer, Attorney White, and Deputy Clerk Kuehl Absent: Trustees Barker, Habecker, and Hix, and Commissioners Ericson and Putney The meeting started at 7:40 a.m. Site Assessment Report Regarding Gasoline Contamination Assistant Town Administrator Widmer introduced Kerry Prochaska, Project Manager, Rocky Mountain Consultants, who presented a summary of Phase I and Phase II, along with the recommendations of the Site Assessment Report. A 20-month investigation of the nature and extent of petroleum contamination in, and adjacent to, East Elkhorn Avenue was conducted, starting October 30, 1990. Phase I consisted of site assessment on Town -owned property. Six monitoring wells and two test holes were installed surrounding the Municipal Building and the Library. The potential fumes around the Library have been remediated by the installation of a vapor recovery system around the southern perimeter of the building. Based on the findings from Phase I, the Town authorized Rocky Mountain Consultants to do the Phase II assessment. To complete this study, access agreements were obtained from all businesses, except Village Gas. Testing revealed that the gas contamination has three sources: Town property at the Transit Center, the area of the Estes Park Bank Automatic Teller Building, and Village Gas. Further monitoring of air at Ed's Cantina, Wilderness Sports and the Municipal Building has shown that current levels of petroleum fumes and groundwater contamination pose no hazard to human health. Rocky Mountain Consultants does not recommend removing the remaining soil around the Library as the soil is not causing a hazard to human health. RMC does recommend semiannual monitoring of well and surface water, changing any course of action based on the results. RMC recommends that a copy of this study be given to both Estes Park Bank and Village Gas. The Urban Renewal Authority was commended for their monetary assistance in this project and their willingness to work with the Town to reach solutions to this problem.
