Mayor Dannels called the meeting to order at 8:08 A.M.
EAST ELKHORN PEDESTRIAN TRAFFIC SIGNAL - UPDATE.

The Contract with Mountain Constructors, Inc., for $34,085.00, will
be released April 17 and project completion is anticipated to be
thirty days. Each lane will be signalized, striped and include
stop bars. The stop bar standard is 45' back from the signal;
EPURA appealed the standard and was denied by CDOT. CDOT
determines the cycle for the walk light and staff assured those
attending that the cycle can be amended. Staff urged both Boards
to monitor the area and advise Traffic Engineer Linnane. In
addition, none of the traffic signals will be synchronized due to
hardwiring costs. With the completion of the Lake Estes Hike/Bike
Trail, circulation of bicycles may pose a problem.
Although this project was funded by EPURA, CDOT issued the contract
under the Town's name. Pursuant to the absence of EPURA Director
Anderson, Administrator Klaphake executed the contract. The
expenditure of funds ($34,085.00) has been authorized by the Town
Board and EPURA Board.
If contaminated (gasoline) soil is discovered upon beginning
construction, instructions are in place to remove the soil to an
appropriate site.
REPORTS.
Closing has not yet occurred on the Knoll Property as the property
owners have replaced their attorney; staff anticipates further
delays with this transition.
Staff suggested meetings be scheduled in the Fall with Commissioner
Martin, downtown merchants, interested parties, and the Town and
EPURA to further discuss parking. Public Works Director Linnane
will gather costs for the construction of a parking structure.
Information on a private structure is to be included. Staff
suggested the media keep the parking problem exposed during the
summer. David Czapp/KRKI reported that the station is planning
"traffic information" spots to assist tourists. Staff noted that
Trustee Pauley had suggested that current employee housing on
Riverside be removed and replaced with parking.
There being no further business, Mayor Dannels adjourned the
meeting at 8:41 A.M.
