RECORD OF PROCEEDINGS Joint Session August 4, 1987 Board of Trustees/Estes Park Urban Renewal Authority Board of Trustees: Mayor Dannels, Trustees Aldrich, Barker, Brown, Dickinson, Habecker and Hix Board of Commissioners: Chairman Phares, Commissioners Ericson, Godbolt, Hondius, Pauley and Pohl Attending: Entire Board of Trustees, Chairman Phares, Commissioners Ericson, Godbolt, Hondius and Pohl Also Attending: Town Administrator/Commissioner Hill, Executive Director Anderson, Public Works Director Widmer, Assistant Public Works Director Gerstberger, Parks Superintendent Speedlin, Water Superintendent Goehring, Engineering Technician Mangelsen, Technical Planner Joseph, Dave Duclos, Clerk O'Connor Absent: Commissioner Pauley DARK HORSE PLAZA CONSTRUCTION DRAWINGS & MAINTENANCE - DISCUSSION: Construction Drawings: In a pre -meeting study session, the Town Board had a brief opportunity to review the construction drawings for the Dark Horse Park/Plaza area. The Public Works Department submitted a copy of a memorandum dated July 27, 1987 that was submitted to EPURA. The memorandum identified several areas of concern pertaining to fountain/water features, irrigation system, plant design, patio area, sod area, and bridges. Also included were general comments addressing a maintenance storage area, sandstone blocks, snow removal, access to the river and river walls. The primary area for discussion during the joint session was maintenance. Chairman Phares stated EPURA would be willing to assume all maintenance costs for the Plaza due to the area being "detached" from previous Streetscape projects. EPURA would adjust their Budget to accommodate such an expenditure. EPURA and Design Studios West considers the area to be a "focal point" and the design does not follow existing Streetscape architecture. The Town Board questioned (1) if estimated maintenance costs were available, and (2) if EPURA would operate their own maintenance staff. Mayor Dannels indicated the Town will be the responsible party for all maintenance on public property. Discussion followed concerning (1) the proposed materials to be used (2 metal bridges, metal trash receptacles, stone bollards, sandstone and granite - the lamp posts and benches will be identical to those used in the Streetcape Projects); (2) the number of Town employees that would be required to maintain the area (the Parks Department projects 2 additional full-time seasonal employees would be required); (3) level and quality of maintenance; and (4) EPURA's "priority list." Consensus of the Board of Trustees was to retain the responsibility of maintenance with EPURA adjusting their budget to allocate funds for such maintenance. A "special" joint session meeting will take place in approximately two weeks to review all construction costs prior to EPURA proceding with the project and executing construction contracts.
