RECORD OF PROCEEDINGS Joint Session Board of Trustees/Estes Park Urban Renewal Authority June 3, 1986 Board of Trustees: Mayor Dannels, Trustees Aldrich, Barker, Brown, Habecker, Hix and Laing Board of Commissioners: Chairman Phares, Members Ericson, Frantz, Moss, Pauley and Pohl Also Attending: Town Administrator Hill, Executive Director Anderson, Russell Moore/Design Studios West, Clerk O'Connor Absent: Trustee Barker CONFLUENCE PARK/RIVER CORRIDOR - UPDATE: Mr. Russell Moore/Design Studios West reported the URA Plan suggested the highest priority be given to utilization of the River (Confluence Area). All efforts, however, were shifted to the Streetscape; it is now logical to address the river corridor as it is the Authority's responsibility to provide incentives for new growth, thus increasing sales. Striving to address concerns expressed by the downtown merchants, Mr. Moore presented an alternative plan for the Confluence Park area, as follows: The Post Office Parking Lot, which currently contains 80 parking spaces, would be reconstructed with the necessary river improvements. The parking spaces would be increased to 110 spaces resulting in 30 additional parking spaces. The Dark Horse Lot would be upgraded with landscaping. Twenty spaces would be deleted which would result in a total net gain of 10 additional parking spaces. The remainder of the land created in the reduction of the parking spaces would be utilized in proceeding with Phase I of the Confluence Project. Relative costs are estimated to be $250,000 for the Confluence area, $240,000 for the Post Office Lot, $150,000 for the Dark Horse Parking Lot, and $350,000 for river improvements, thus totaling approximately $750,000. Director Anderson presented a memorandum dated June 2, 1986 submitted by Hammer, Siler, George Associates concerning Water- front Development Economic Impacts. In summary, the memorandum stated waterfront development is a well -recognized tool for downtown revitalization. With respect to parking, there is a possibility "defined ease- ments" could be obtained from landowners whereby the property could be used as parking until such time as the property is developed. Pedestrian walkways could also be converted to parking during the Winter months. By adding a water feature, a "draw" for the downtown area would be provided. Discussion followed concerning traffic circulation, infrastructure, and downtown merchants. The Urban Renewal Authority will conduct a meeting as soon as possible, for all merchants directly involved in the confluence area to advise them of the new plan, as presented this date. REPORTS: The Cleave Street Parking Lot should be completed by July 1, 1986. BRADFORD PUBLISHING CO.
