EPURA PROJECT REVIEW BRIEFING
Director Anderson stated the EPURA has four active projects at this
time, as well as transferring financial support to the Town. In
1992, the Authority is transferring to the Town, $313,895 as part
of a sharing formula agreed to in the 1990 Intergovernmental
Agreement (IGA). According to the IGA, the Authority set up a
Reserve Fund to help cover expenses that are extraordinary in
nature. In 1992, EPURA will transfer to the Town up to $50,000 to
help cover the costs associated with defining the gas co ear to tion
n
problem. The Authority also provides $10,000 per y
Library District to help cover bonding costs.
Construction projects underway are:
Post Office Parking Lot Riverwalk $
50,000
The Post Office Parking Lot Riverwalk is
providing a link between Riverside Plaza
and Baldwin Park. The riverwalk includes
colored concrete walkway between the
parking lot and existing river wall.
Red sandstone pavers, lighting and
landscaping are additional features.
Construction completion is anticipated
on or before Memorial Day.
Bond Park Revitalization
$ 50,000
This project involves the removal of
the old library building, relocation
of electrical power service,
restoration of the area, and prepara-
tion of a master plan. EPURA will
award a demolition contract on
April 16, 1992.
Paver Resetting/West Elkhorn (Reserve Fund)
This is a maintenance project to remove $
25,000
potential "toe catchers" on West Elkhorn.
Project will be completed before
Memorial Day.
Stanley Historic District Entry
Street $250,000

Other Projects $ 50,000
Other projects include revising the
FEMA flood maps to take portions of
E. Elkhorn out of the floodplain.
Urban Renewal Plan updating is
included in this budget. Community
Development Director Stamey will be
receiving bids this Spring for amending
the Town's Comprehensive Plan. EPURA
will utilize this information to revise
the Estes Park Downtown Redevelopment
Program (Plan).
TOTAL $425,000
75TH ANNIVERSARY PLAOUES
An artist's rendering of the Coffee Bar Island design was
presented. Project completion is expected on or before July 4th.
Trustee Garrett reported funding has been received for eight of the
ten plaques.
PUBLIC PROPERTY USE
During river easement negotiations, EPURA indicated to the El
Centro developer that if the developer granted an easement to EPURA
for riverwalk installation, the developer could utilize a 242 sq.
ft. public area west of the building and next to the parking lot
for outdoor seating. Town legal counsel has determined that in
order to proceed, the Town will be required to deed this piece of
property to EPURA, after which EPURA can favorably recommend
outdoor seating at this location. This item would be submitted for
Planning Commission special review.
Trustee Garrett thanked EPURA for its involvement in the 75th
Anniversary plaque project.
