Town Board/EPURA Joint Meeting
April 13, 1994

Absent: Trustee Gillette
Mayor Dannels called the meeting to order at 7:36 A.M. Newly -
elected Trustees Marshall and Miller were introduced.
STANLEY HISTORIC DISTRICT TECHNICAL AND ARCHITECTURAL REVIEW
COMMITTEES - APPOINTMENTS.
Commissioner/Administrator Klaphake reported that the Technical
Review Committee will be comprised of: Art Anderson/Chairman, Gary
Klaphake, Steve Stamey, Don Brandes/DSW (landscape architect), and
Kerry Prochaska/RMC (civil engineer).
The Architectural Review Committee will be comprised of Roger
Thorp/Thorp Associates and Dave Barrett, architect from Boulder
(designer of the Eagle Rock School).
All parties have consented to serve. They will be reimbursed by
the developer(s) based upon an hourly rate. A meeting will be
scheduled to review responsibilities and to confirm their primary
function which is to ensure the developer(s) stays within the
adopted guidelines. All parties have also been briefed on
"conflict of interest" --they cannot be obtained by the applicant
and/or developer(s) without forfeiture of their committee
appointment.
1994 EPURA PROJECTS - REVIEW.
EPURA Director Anderson reviewed the 1994 projects which were
determined by the Joint Budget Committee composed of the Mayor, two
Trustees and two Commissioners. Following review of community
needs and available funding, the following received unanimous
consensus:
Open Space Purchase - View Corridors to
The Stanley Hotel $100,000
Lake Estes Bike Path 65,000
River Corridor - Nagl Walkway to the Park
Theater Mall (partial funding) 179,000
Completion of the Stanley Road 50,000
Cost to repave U. S. Highway 34 (required by
CDOT) cost incurred after the Joint Budget
process $22,000
Projects carried over from 1993:
Comprehensive Plan Support 37,000
State Historic Society Grant for roofing
The Stanley Hotel (pass -through funding) 37,000

Completion of the Stanley Historic
District Roadway (work was contracted
for, but not completed due to inclement
weather) $ 32,600
Other financial responsibilities include the purchase of the West
Elkhorn Parking Lot, purchase of open space on the "Knoll
Property", and bond payments.
Director Anderson explained CDOT's directive to repave 1,200' for
the entire width of U. S. Highway 34 (both sides of the Stanley
Historic District Roadway) which must be completed by June 15th.
This project will be added to the Town's paving contract which
should result on a savings on the unit price.
REPORTS.
Commissioner/Administrator Klaphake reviewed Town Board Ordinance
#7-94 which eliminated the formal review process by EPURA. EPURA
will become a review/comment agency to the Planning Commission.
In-depth reviews will replace enforcement responsibilities.
Commissioner Martin commented on the 1994 Park and Ride Program and
made the following suggestions to enhance the program's success:
merchant/employee education and personal contact, provide window
signs for all participating merchants, stress the importance of
requesting employees use outlying parking lots, and perhaps install
"customer parking only" signs. It was suggested Commissioner
Martin also discuss his suggestions with the Chamber of Commerce.
There being no further business, the meeting was adjourned at 8:45
A.M.
