STREETSCAPE III:
Director Anderson advised all documents pertaining to the curb
cuts along East Elkhorn Avenue have been submitted to Town
Attorney White. Mr. Ed Grueff/Mountain Man Restaurant has
obtained the services of Mr. John Phipps, Attorney at Law. Mr.
Phipps submitted a letter advising that should the Town pursue
the curb cuts along East Elkhorn Avenue and eliminate the diago-
nal parking, the Town could expect legal action. Mr. Phipps
questioned the constitutionality of the curb cut ordinance.
Director Anderson advised the major obstacle in reaching an
agreement with Mr. Grueff is Mr. Grueff's insistence that the
existing diagonal parking remain through the Fall of 1987.
Allowing the diagonal parking would delay installation of any
streetscape improvements for one (1) year. Mr. Grueff was
advised of twelve (12) meetings which were held for the purpose
of discussing and resolving streetscape design issues; Mr. Grueff
chose not to attend. Having become aware of Mr. Grueff's
dissatisfaction of the streetscape plans, URA formulated the
following compromise:
The eight (8) diagonal parking spaces located on East
Elkhorn Avenue would be removed this Winter (1986) and
EPURA would construct four (4) parallel parking spaces.
These spaces would be designated for winter use only.
In return, Mr. Grueff would grant an easement to EPURA
in the area between the parallel spaces and the north
face of the restaurant building. Physical improvements
consisting of sidewalks, trees, planters, etc. would be
constructed in the easement by EPURA this winter (Phase
I). The parallel parking would be removed at a future
date; the exact date would be negotiated. When the
parallel parking is removed, planters with trees and
shrubs would be constructed in the parking area by
EPURA (Phase II).

Director Anderson reported on a recent conversation with the
State Highway Department concerning design of Streetscape III.

elimination of the eight (8) diagonal parking spaces adjacent to
the Mountain Man Restaurant.
Discussion followed with the Board of Trustees requesting Town
Attorney White submit a legal opinion on the closing of the curb
cuts along East Elkhorn Avenue, stating the Town would proceed
with the preparation of a curb cut ordinance.
With regard to the Library, Director Anderson requested direction
pertaining to the sidewalk, curb and gutter. The area in ques-
tion would detract from Streetscape III if the old sidewalk, etc.
would remain in place due to relocation or construction of a new
library building. Contingent upon EPURA supplying a cost esti-
mate, the Board of Trustees recommends EPURA proceed with
construction of a new sidewalk, curb and gutter for the area
located in front of the Library.
EPURA REQUEST FOR AUTHORIZATION TO REMOVE OR RELOCATE TWO POLES
USED TO DISPLAY BANNERS:
Director Anderson reported the two poles used to display banners
across East Elkhorn Avenue are causing existing concrete to
displace due to "wind loading." The banners could be displayed
from the second story mansard of the Municipal Building, placing
a banner on the east side of the building, or the south side of
the Municipal Building facing Elkhorn Avenue. Discussion fol-
lowed concerning replacement of the existing poles with such
items as a "message board" which could possibly be located on the
traffic island at the Highway 34/36 Intersection or kiosk. The
Board of Trustees recommends EPURA remove the aforementioned
poles contingent upon EPURA obtaining a location for a message
board.
EPURA REQUEST FOR AUTHORIZATION TO PLACE "RV" PARKING SIGNS:
In an effort to direct recreational vehicles away from the Post
Office Parking Lot and into the municipal parking lot east of the
Municipal Building, EPURA requested authorization to place signs
stating "RV Parking Only". The Board of Trustees suggested EPURA
place the signs; however, the east lot will not be re -striped to
accommodate such vehicles.
WELCOME CENTER - REDESIGN OF PARKING LOT #8 TO ACCOMMODATE BUS
TRAFFIC:
Public Works Director Widmer presented a sketch indicating a new
design for Parking Lot #8 (Municipal Building) which will accom-
modate bus traffic from the Welcome Center. The buses could gain
access into the parking lot from the north side of the Municipal
Building. The Board of Trustees approved the redesign of Parking
Lot #8.
RIVER CORRIDOR - PARKING:
During river corridor construction, 38 private parking spaces
will be removed. A total of 45 spaces are currently located on
the Boyd and Benedict Properties; EPURA can replace 6 - 7 spaces.
EPURA will pay the Town $2,000/parking space as required in the
Town's Zoning Regulations; however, EPURA requested the funds be
re -allocated to EPURA for repaving/construction of the Post
Office Parking Lot. The Board of Trustees took this matter under
advisement.
REPORTS:
Trustee Habecker requested EPURA investigate Parking Lot #2
(Estes Country Kitchen) and the adjacent traffic signal light in

an effort to improve traffic circulation. Director Anderson will
conduct such an investigation and advise as soon as possible.
