DISCUSSION OF LETTER FROM JERRY BOUDREAUX, C.P.A., TOWN AUDITOR:
A letter dated April 21, 1982 was received from Jerry Boudreaux,
C.P.A., Town Auditor, regarding the Horse Show and Rodeo Committee
and its relationship to the Town's administrative structure and
financial activities. Mr. Boudreaux explained that in prior years
the semi-independent structure and financial activity of this
committee has resulted in its financial affairs not being included
in the Town budget and audit. He also felt that based upon his
knowledge of the functions and operations of this committee, its
relationship to the Town governing structure, and its recognized
committee status, that the financial activities of the committee
should be included in the Town's budget and audit processes. Dale
Hill, Town Administrator, explained that this matter had been
discussed with the Town's Attorney, Gregory White, and that Mr.
White was in agreement with Mr. Boudreaux's position. Mr. Boudreaux
went on to outline his suggestions for the committee, they are:
(1) the Town would include the financial activities of this committee
in the administrative procedures of the annual budget and audit
by adopting a 1982 Stanley Park Fund budget as soon as practical,
and (2) the Town will add the Stanley Park Fund to its budget and
audit procedures on an annual basis in all future years. All funds
now administered by the Estes Park Horse Show and Rodeo Committee
will be included in the above mentioned budget. The Committee
recommends that Manager Bob Scott and the Town Staff prepare the
necessary 1982-83 budget to incorporate the above suggestions.
RESPONSIBILITIES OF THE ESTES PARK HORSE SHOW AND RODEO COMMITTEE:
Dick Hillyer, representing the Estes Park Horse Show and Rodeo
Committee, requested information regarding the committee's
responsibilities. After a long discussion, the Stanley Park
Committee directed the Estes Park Horse Show and Rodeo Committee
to submit a suggested list of responsibilities.
The following Estes Park Horse Show and Rodeo Committee members
have been elected by the general membership to be liaison officers
with the Town Board Members: Mr. Dick Hillyer, Mr. Ray Keller,
and Mr. Dale VerStraeten. As requested by the Estes Park Horse
Show and Rodeo Committee, the Stanley Park Committee recommends
Trustee Richard A. Wood be appointed liaison to the Estes Park Horse
Show and Rodeo Committee.

WESTERNAIRES AGREEMENT:
The Westernaires Agreement was submitted to the Committee by Manager
Scott. Manager Scott indicated paragraph 13 of the agreement would
be amended by eliminating the last two sentences. The Committee
recommends approval of this agreement.
There being no further business, the meeting adjourned.
