P.R.C.A. CONVENTION - AUTHORIZATION TO ATTEND:
Manager Scott requested authorization to have five members
(including Manager Scott) of the Estes Park Horse Show and Rodeo
Committee attend the annual P.R.C.A. Convention in Denver being
held January 5, 6, 7, 1985. Estimated cost is $1,500.00. The
Committee recommends five Estes Park Horse Show and Rodeo Commit-
tee members (including Manager Scott) be authorized to attend the
P.R.C.A. Convention.
COLORADO FAIR MANAGERS CONFERENCE - AUTHORIZATION TO ATTEND:
Manager Scott also requested authorization to have Mr. Rick Dill,
President, Estes Park Horse Show and Rodeo Committee (accompanied
by Manager Scott) attend the Fair Managers Conference which is
also being held in Denver during January 1985. Estimated cost
for this conference is $600.00. The Committee recommends Presi-
dent Dill and Manager Scott be authorized to attend the Colorado
Fair Managers Conference.
ESTES PARK HORSE SHOW AND RODEO COMMITTEE - REQUEST FOR SHOW IN
JUNE:
Due to the lack of shows contracted in June, the Horse Show and
Rodeo Committee would like to sponsor their own show. The
program would be an "all breed, open show." Formal approval must
first be obtained from the American Horse Show Association; if
the association does not give its approval, the show would not be
held. Following discussion, the Committee recommends approval to
proceed with the show.
ESTES PARK HORSE SHOW AND RODEO COMMITTEE - BY-LAWS:
Manager Scott presented a "draft" copy of the By -Laws for the
Horse Show and Rodeo Committee. Attorney White will be given a
copy of the By -Laws for his review. The Committee recommends
taking the By -Laws under advisement.
WINTER STORAGE:
Manager Scott stated several requests have been made from local
residents regarding the possibility of offering winter storage
(at the Rodeo Grounds) for private trailers, etc. Manager Scott
has researched the possibility through the Town's insurance
agent; however, specific regulations set by the insurance company
are as follows:
1. "Hold Harmless Agreement" must be drawn by the Town's
Attorney (or whomever the Town elects), stating that
the Town is not responsible for the contents in the
barns. The agreement must be signed by the customer.
2. Posting "No Smoking" signs.
3. There can be no hay stored in the barns rented out to
the public.

4. Barn doors locked and keys kept with official of the
Town.
5. Specific hours should be posted or an agreement made
between the Town and the customer stating when the
customer can enter the premises and have access to the
customer's contents.
The proposed rental rate would be $1.00 per foot per month
measuring the length of the unit. Manager Scott had also advised
Town Attorney White of winter storage proposal. Discussion
followed with the Committee recommending Manager Scott investi-
gate, in further detail, all inquiries received to date and
prepare a list of potential rental regulations.
REPORTS:
Public Works Director Widmer advised copies of the Stanley Park
Master Plan should be available for review the week of December
10, 1984.
There being no further business, the meeting adjourned.
