RECORD OF PROCEEDINGS Stanley Park Committee May 7, 1984 Committee: Chairman Wood, Trustees Hix and Laing Also Attending: Mayor Dannels, Administrator Hill, Public Works Director Widmer, Planner Stamey, Manager Scott, Clerk Jensen, Secretary O'Connor, Ray Keller STANLEY PARK MASTER PLAN PROPOSALS: The Stanley Park Committee interviewed POD, Inc. and BRW, Inc. regarding their proposals for the Stanley Park Master Plan. POD, Inc. was represented by Mr. Duane Blossom, Principal in charge of their Denver Office; Mr. Eric Lassen, Architect and Planner and POD's expert on fairgrounds and equestrian centers; and Mr. Don Burt, an independent consultant with expertise in equestrian facilities. Mr. Lassen presented a slide presentation of the several equestrian facilities that POD, Inc. has done, such as the Orange County Fairgrounds in California; State Fairgrounds in Boise, Idaho; State Fairgrounds in California; Iowa State Fairgrounds; etc. Mr. Lassen stated they believe in interaction with the client with certain check points to be certain everyone is in agreement. They would divide the project into three phases: 1. Preliminary Design Phase, where POD would talk to the people who use the facility during the peak periods, (late May, June, and July) and present a preliminary report on their findings stating the goals and objec- tives for the facility. 2. Design Development Phase, where they would present not one, but several alternative approaches and interact with the Town to select the most appropriate design. 3. Master Plan Phase, where the plan is put in final form. Mr. Lassen stressed that the document would be an action oriented plan which could be implemented over twenty years. POD, Inc.'s fee was $54,200.00 to do the Stanley Park Master Plan. BRW, Inc. was represented by Donald Hunt, Project Manager, Mr. Steven Willensky, Landscape Architect; and Donald Craig, Land Use Planning. Mr. Hunt presented Water/Drainage and Site Analysis charts of Stanley Park and gave a brief synopsis of their find- ings. Mr. Hunt explained that he had walked the site with Manager Bob Scott and felt they had a good understanding of what was needed. Their work program would include the following phases: 1. Data Collection, where they would obtain data and input from the users of Stanley Park. 2 Project analysis, which would include a schematic of utilities, schematic of the grading and drainage, a transportation plan and subdivision phasing plan. Draft of the Master Plan for critique by the Town. 4. Final Master Plan. 5. Public Involvement Phase followed by final adoption by the Town Board. Mr. Hunt stated that they felt it would take three months to do the project (June, July and August) with final approval in September. BRW, Inc.'s cost to do the project is $19,500.00. After a lengthy discussion, the Committee recommends that BRW be hired to do the Stanley Park Master Plan at a cost of $19,500.00, a Contract be prepared in keeping with the proposal, and the Mayor be authorized to sign the Contract. The next Stanley Park meeting was scheduled for Tuesday, May 21, 1984 at 2:00 p.m. There being no further business, the meeting adjourned. Ann E.
