ROOFTOP RODEO - ADDITION OF ACTIVITIES:
Manager Scott outlined a list of possible activities which could
be included during the annual Rooftop Rodeo being held July 16 -
19, 1985; they are as follows: (1) Mountain Man Rendezvous
which includes a possible black powder shoot, lodging in tepees,
and trade show. MacGregor Ranch has been contacted with regard
to the black powder shoot as this event could not be held at the
Fairgrounds. (2) Local carnival sponsored by civic organiza-
tions. (3) Western Art Show and (4) Local Craft Show. The
Committee recommends approval of the four activities being held
in conjunction with the Rooftop Rodeo.
ESTES PARK HORSE SHOW AND RODEO COMMITTEE - ELECTIONS:
Manager Scott advised the Horse Show and Rodeo Committee held an
election of officers on October 17, 1985; results are as follows:
President Rick Dill
Vice President Rick Russell
Secretary Carol Ball
Treasurer Ron Osborn
Director Mike Martin
Official approval by the Board of Trustees of the Horse Show and
Rodeo Committee Officers along with the Membership Roster will
occur in January.
LOCAL USE OF STANLEY PARK FAIRGROUNDS - INQUIRIES RECEIVED:
Rick Russell/Estes Park Horse Show and Rodeo Committee stated
local residents have expressed a desire to use the Stanley Park
arena on weekends for training of their horses. Discussion
followed concerning the Town's liability should an accident occur
while on the Fairgrounds and supervision of such use. The
Committee recommends the use of the Stanley Park Fairgrounds by
local residents during weekends not be allowed due to liability
concerns.
ESTES PARK HORSE SHOW AND RODEO COMMITTEE TASK FORCE - BOND
ISSUE:
In a letter dated October 18, 1985, Rick Russell, Chairman,
Stanley Park Capital Improvement Task Force, requested the
assistance of Town Staff and, if necessary, the Town Attorney in
obtaining guidance on the legal requirements which must be
satisfied by a properly prepared petition. Submittal of a
petition would be an effort to seek a $2.5 Million Bond Issue to
build an indoor arena located at Stanley Park. The Committee
requested and received a sixty-day extension to allow the Board
of Trustees time to deliberate on the issue. The Committee
assured Mr. Russell the extension would not delay action on the

proposed petition should the issue be included in the upcoming
Municipal Elections scheduled for April, 1986.
1986 BUDGET:
The Committee reviewed and discussed the proposed fourth draft of
the Stanley Park Budget.
There being no further business, the meeting adjourned.
