RECORD OF PROCEEDINGS Stanley Park Committee November 25, 1985 Committee: Attending: Also Attending: Chairman Wood, Trustees Hix and Laing All Mayor Dannels, Town Administrator Hill, Manager Scott, Finance Officer Vavra, Rick Russell/Estes Park Horse Show and Rodeo Committee, Clerk O'Connor Absent: None USE OF FISH HATCHERY PROPERTY JULY 16 - 19, 1986 - MOUNTAIN MAN RENDEZVOUS: In an effort to locate an area to hold the "black powder shoot" event scheduled as a portion of the Mountain Man Rendezvous being held July 16 - 19, 1986, Manager Scott and Public Works Director Widmer examined the Fish Hatchery Property. The closest property owner is located approximately 250 yards from the Town -owned property and approximately 400 yards from Rocky Mountain National Park. The Committee discussed zoning and insurance and recom- mends Manager Scott obtain a legal opinion from Town Attorney White concerning the Town's liability in such an event, obtain a "certificate of insurance" naming the Town as an additional insured which has been approved by the Town Attorney, advise the Larimer County Planning Department, adjacent property owner and the National Park Service of the proposed event. COLORADO FAIR MANAGERS CONFERENCE - AUTHORIZATION TO INCLUDE HORSE SHOW AND RODEO COMMITTEE VICE PRESIDENT: The Committee reviewed a request to include attendance of the Vice President of the Horse Show and Rodeo Committee at the Colorado Fair Managers Conference January 6, 7, 1986. The conference fee is approximately $200/person; $600 is available in the 1986 Budget to allow attendance by three persons: Manager Scott, President Dill, and Vice President Russell. The Committee recommends the Horse Show and Rodeo Committee Vice. President be authorized to attend the conference. Manager Scott reported he has been nominated to serve on the Colorado State Fair and Show Board of Directors. The Committee recommends Manager Scott pursue the nomination. RESIGNATION - ESTES PARK HORSE SHOW AND RODEO COMMITTEE: Manager Scott advised the Committee, Mr. George Oldham has verbally submitted his resignation from the Horse Show and Rodeo Committee. With regret, the Committee recommends accepting Mr. Oldham's resignation. ESTES PARK HORSE SHOW AND RODEO COMMITTEE - BOND ISSUE - DIS- CUSSION: Finance Officer Vavra presented an updated projection of the original estimate figures provided in the "BBC Report" which included updating of the capital costs to a 2.5 Million Bond Issue. The Committee also discussed financing, retail sales, economic trends and the possibility of a reduced scale of im- provements thus requesting a reduced dollar amount in a bond issue. Mr. Russell advised the Stanley Park Committee the Estes Park Horse Show and Rodeo Committee intends to submit an initi- ated petition for a Sales Tax Revenue Bond Issue for funding of an indoor arena and other capital improvements yet to be decided upon. Mr. Russell indicated the amount of the bond issue would not exceed $2,500,000. BRADFORD PUBLISHING CO.
