Chairman Aldrich called the meeting to order. Chairman Aldrich
and Members of the Committee identified the responsibilities of
the Sub -Committee as follows:
1. The Sub -Committee will not act as a "policy -making"
committee.
2. The Sub -Committee will act as a "fact-finding" committee
for construction of an indoor arena/multi-purpose
building, gathering information such as building layout,
financing, etc. for presentation to the Stanley Park
Committee.
INDOOR AREA/MULTI-PURPOSE BUILDING - DISCUSSION:
The Committee reviewed the following concepts for construction of
a building:
1. A full architectural service approach.
2. Specifications and bidding process prepared by an
architect.
3. Design/build.
4. Soliciting proposals from the manufacturer.
Following discussion, the Committee recommends (1) Trustee
Habecker and Public Works Director Widmer prepare and submit a
report listing the advantages and disadvantages for each of the
aforementioned concepts; and (2) Manager Scott submit a range of
project costs, including costs for items such as landscaping and
parking, submitting the report to the Stanley Park Committee
October 29, 1986.
There being no further business, the meeting adjourned.

SUBJECT: Stanley Park Indoor Arena - Design Alternatives
The following descriptions are a brief review of some of the
different ways that a large project such as an indoor horse
arena can be designed and constructed.
FULL ARCHITECTURAL SERVICES/BID
ARCHITECT SELECTION - Usually by Request for Proposal (RFP)
process. An RFP is sent to a group of architects detailing
the scope of work to be provided, the time schedule, and a
description of the project. Architects are chosen on their
past records, expertise in the project area, project team
proposed, and fee proposed.
DESIGN FEE - The fee may be set by negotiation, but is usually
based on a cost curve. This fee may be about 8% for a project
of this size.
DESIGN PROCEDURE - Architect prepares design drawings and
specifications according to time specified in contract. Probably
would take 4 to 5 months minimum for this project.
BID PROCESS - Advertise, open bids, award contract. Process
takes at least a month. No guarantees as to project cost.
CONSTRUCTION PROCESS - Architect may act as project manager if
owner desires. Project constructed according to constraints
in contract and specifications.

PARTIAL ARCHITECTURAL SERVICES/BID
ARCHITECT SELECTION - Same as for full services or as desired
by owner. Scope of services much less detailed than for full
services.
DESIGN FEE - Less than for full services; depends upon scope
of work.
DESIGN PROCEDURE - Same as for full services; end product is
less detailed. Time required would be less.
BID PROCESS - Same as for full services. No cost guarantee.
Bid time the same. Builder provides detail design. Owner
must review bids carefully with architect to ensure compliance
with specifications.
CONSTRUCTION PROCESS - Same as full services.
BUILDING MANUFACTURER PROPOSAL
ARCHITECT SELECTION - No separate architect involved. Building
supplier provides design services, usually limited by specific
type of building supplied.
DESIGN FEE - Part of total building price.
DESIGN PROCEDURE - As specified by contract for building.
BID PROCESS - Proposals requested from building suppliers. Price
negotiated or firm depending upon owner's desires and detail
of RFP.
CONSTRUCTION PROCESS - Same as full services or as owner desires.
MODIFIED DESIGN/BUILD
ARCHITECT SELECTION - Normal RFP process.
DESIGN FEE - Negotiated during architect selection.
DESIGN PROCEDURE - Contractor selected during separate RFP
process, put together with architect as team early in design.
Design is done with heavy contractor input.
BID PROCESS - Negotiated, RFP process with guaranteed maximum.
Amount under contract split between owner and contractor, or
as specified in contract; amount over contract is absorbed by
contractor.
CONSTRUCTION PROCESS - May begin during design phase. Usually
shortens total project design/construction time.
