RECORD OF PROCEEDINGS d Stanley Park Committee July 28, 1986 Committee: Chairman Aldrich, Trustees Habecker and Hix Attending: All Also Attending: Trustee Barker, Town Administrator Hill, Manager Scott, Public Works Director Widmer, Finance Officer Vavra, Rick Dill and Rick Russell/Estes Park Horse Show and Rodeo Committee, Barry Myers/Chamber of Commerce, James Durward/Scottish Highland Festival, Clerk O'Connor Absent: None CHAMBER OF COMMERCE - REQUEST THE USE OF FAIRGROUNDS SEPTEMBER 26, 27, 28, 1986: Mr. Barry Myers, representing the Chamber of Commerce Special Events Committee, appeared before the Committee requesting authorization to use the fairgrounds September 26, 27, and 28, 1986 to sponsor the "Arapaho Homecoming." The event would be co -sponsored by the Chamber of Commerce, Kiwanis Club and Emer- gency Shelter Program and would include a "Sage Chicken Festival" Dinner and Dance, Arts and Crafts Fair and Indian Dance demon- strations. The dinner would be served on -site from 5:00 - 7:00 P.M. on Saturday, September 27th. Mr. Myers advised the Lions Club has been contacted with regard to the food concession; the Club has no objection to the dinner. The homecoming will offer education concerning the Arapaho Indian heritage, including legends, dances, etc. Mr. Myers also reported the Chamber of Commerce will obtain the insurance coverage setforth in the Town's Policy regarding Liability Insurance. The Estes Park Horse Show and Rodeo Committee have recommended approval of the request. The Committee recommends approval of the request authorizing Manager Scott and Town Attorney White to prepare an Agreement with the Chamber of Commerce for use of the fairgrounds to host the "Arapaho Homecoming." HORSE SHOW CONTRACTS: Manager Scott presented a standard horse show contract submitted by the Trail Ridge Riders for an event scheduled August 24, 1986. The Committee recommends approval of the contract. JAMES DURWARD/SCOTTISH HIGHLAND FESTIVAL, SEPTEMBER 5, 6, 7, 1986 - REVIEW OF AGREEMENT: Manager Scott presented an Agreement between the Town and the Longs Peak Scottish Highland Festival which was prepared by Town Attorney White. In summary, the agreement stated the Town would (1) furnish use of the grandstands and Arena "A" after 6:00 P.M. September 5th and 6th for a fee of $200/day; (2) furnish use of Barn V for animals for a fee of $5.00/stall/day; (3) furnish camper hook-up sites with water, electrical and sewer facilities at a rate of $10.00/hook-up/day (those using the "dump station" will be assessed $2.00/use); and (4) furnish automobile parking in the northeast pasture only at a rate of $0.50/automobile/day. Among additional acknowledgements in the Agreement, the Scottish Highland Festival would (1) furnish a duly executed Certificate of Insurance at least 30 days prior to September 5, 1986, naming the Town as an "additional insured." The certificate would evidence the existence of $150,000 bodily injury for each person with total liability for two or more persons injured in a single occurrence of $400,000; $400,000 property damage for each BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Stanley Park Committee -,July 28, 1986 - Page two occurrence; and that at least 10 days' notice be given to the Town prior to cancellation of the policy. Town Administrator Hill acknowledged receipt of a letter dated July 12, 1986 submit- ted by the Association of Scottish Games and Festivals to James Durward. The letter indicated members of the Association are eligible for Group Liability Insurance coverage as follows: $1,000,000 general liability, plus $3,000 organizational property damage, $2,000 in currency loss at the gate through theft, and host liquor insurance. Following discussion, the Committee recommends approval of the Agreement between the Longs Peak Scottish Highland Festival and the Town contingent upon Dr. Durward obtaining the Association's insurance coverage, as indicated in their letter July 12, 1986, with Dr. Durward providing a duly executed Certificate of Insurance. REPORTS: The High School Rodeo Association has selected Pueblo to host the State Finals Rodeo for the next three years. Regarding existing Town policy with regard to inter -departmental operating expenditures, Director Widmer advised Stanley Park had not been invoiced when Public Works Department vehicles were used at the fairgrounds. Following the State's general accounting system, each fund is treated as a separate entity thus the cost of operation for each department is ascertained. Following dis- cussion, the Committee recommends Stanley Park not be invoiced by the Public Works Department for vehicle expense during budget year 1986 and that staff prepare a list of vehicle maintenance/operation rates which will enable these costs to be incorporated into the budget for 1987.
