RECORD OF PROCEEDINGS ✓ Stanley Park Committee April 28, 1986 Committee: Attending: Also Attending: Absent: Chairman Aldrich, Trustees Habecker and Hix All Trustee Barker, Town Administrator Hill, Business Manager Scott, Public Works Director Widmer, Finance Officer Vavra, Rick Dill and Rick Russell/Horse Show and Rodeo Committee, Clerk O'Connor None TRAIL RIDGE RIDERS - REQUEST AUTHORIZATION TO USE STANLEY PARK GROUNDS: Mr. Dave Van Der Wege, representing the Trail Ridge Riders, requested the use of the Stanley Park Grounds 1 day per month during the months of May and June to sponsor various club activ- ities such as broom polo. The events would only be available to members of the Trail Ridge Rider organization. The Rider's do carry general liability insurance coverage in the amount of $500,000. The Horse Show and Rodeo Committee have recommended approval of this request. The Committee recommends approval of the request contingent upon the Town receiving a Certificate of Insurance naming the Town as an additional insured. Should the Trail Ridge Riders require a copy of the Town's Certificate of Insurance, Mr. Van Der Wege should contact Finance Officer Vavra. AUTHORIZATION TO PURCHASE BLEACHERS ON CO-OP BASIS: Manager Scott reported he had received an offer to purchase, on a 50/50 basis, eight sets of bleachers. The bleachers contain five tiers and seat approximately 400 people. The Town's portion of the expenditure would be $1,080±. Structurally, the bleachers are sound; however, minor repairs would be necessitated. Such repairs would be accomplished by Stanley Park. Storage would be provided on the grounds. The Committee recommends tabling the offer to allow review by the Horse Show and Rodeo Committee, directing Finance Officer Vavra to investigate the proposal with the Town's insurance carrier. INDOOR ARENA - DISCUSSION: Trustee Habecker requested the Horse Show and Rodeo Committee prepare and submit a "bottom line figure" to construct an indoor arena for Stanley Park. In order to facilitate an indoor arena, the Town must have a figure representing the total cost to the Town. The figure must prove the arena is a viable project, worthy of the expenditure. Finance Officer Vavra reported he prepared such a figure last year which proved the indoor arena was unfeasible. The Committee recommends the Horse Show and Rodeo Committee prepare and submit cost figures for review by the Committee. Should the need arise, Officer Vavra would be avail- able, on a limited basis, to assist the Horse Show and Rodeo Committee in generating the figures. The Committee will evaluate the submittal at their next meeting scheduled in June. REPORTS: Town Engineer Widmer has completed a survey of the grounds with respect to the sewer line connection for the RV camp sites. Currently, adequate ground cover is not available. Therefore, a "dump station" will be constructed which will serve all camping sites. The station will be placed approximately 200' north of the existing entrance. Construction will be in a compatible area allowing connection to the future sewer line. During the Pros- pect Mountain (NE) Drainage Project, approximately 2,000 yards of fill will be delivered to Stanley Park. Approximately $1,500 has been expended to repair the grinder which is used in the compost operation. Without the guaranty, cost of repairs would have been $2,500. Due to an upcoming holiday, the next meeting of the Stanley Park Committee will be Monday, May 19, 1986. There being no further business, the meeting adjourned. ,c n rGc e� &' C („e f.)
