RECORD OF PROCEEDINGS Stanley Park Committee November 21, 1988 Committee: Chairman Aldrich, Trustees Habecker and Hix Attending: All Also Attending: Mayor Dannels, Trustees Dickinson and Garrett, Town Administrator Klaphake, Executive Director/General Manager Scott, Finance Officer Vavra, HSRC Members Russell, Martin, and Dill, Ned Linegar, Clerk O'Connor Absent: None Chairman Aldrich called the meeting of the Stanley Park Committee to order at 2:02 P.M. INDOOR ARENA - UPDATE. Town Administrator Klaphake submitted a chart updating staff's figures which compared the figures to those of the ERA Study. The chart identified capital cost, debt service, sales tax impact, revenues and expenses for year one, and is on file and made a part of the record of these proceedings by reference thereto. The Horse Show and Rodeo Committee did not have an opportunity to preview the charted figures. Discussion included the various types of bond financing, General Fund subsidy to the Stanley Park operation, the Capital Improvement Fund Priority List, election vs. public workshops to obtain public opinion, how the Stanley Park Master Plan would be affected by construction of a multi -purpose facility, the projection identifying when the project would break even, and the staff's conservative approach taken on the updated figures. Staff will attend a special meeting of the Horse Show and Rodeo Committee December 15th at 7:30 P.M. to further discuss the update. The Horse Show and Rodeo Committee will submit their comments to the Committee in January. The Stanley Park Committee meeting for December was cancelled.
