Chairman Aldrich called the meeting of the Stanley Park Committee
to order at 2:06 P.M.
CONTRACT - APPROVAL.
Staff presented a standard contract for the Family Motor Coach
Association (Rocky Mountain Chapter) RV Rally scheduled August 23
- 26, 1990. The Committee recommends approval of the event
contingent upon receipt of an adequate contract and proof of
insurance.
USE OF GROUNDS:
Longs Peak Scottish Highland Festival. In a letter dated Febru-
ary 5, 1990, President James Durward requested use of the
fairgrounds September 7, 8 and 9, 1990 for the Longs Peak
Scottish Highland Festival. The standard request included: use
of the stadium on September 8th from 5:30 P.M. to 10:00 P.M.;
possible use of the barn to be used as a display area for sheep,
horses, and cattle September 7th - 9th; and storage of the
bleachers and stages on the grounds, which can be used by the
Stanley Park Committee throughout the year. The Horse Show and
Rodeo Committee has recommended approval of the request, includ-
ing providing the grounds at no charge. The Committee concurs
with the HSRC, and recommends approval of the request.
Great Spring Run-off Festival. In a letter submitted by Alan
Aspinall, Chairman/The Great Spring Run-off Committee, the
non-profit organization requested use of the grounds May 19,
1990. The proposal includes various foot, llama, and bike races,
sled -dog pull, kite competition and exhibition, chili cook -off,
small exhibits, animal display areas, and food and beverage
stands. The Committee recommends approval of the use (at no
charge), contingent upon receipt of an adequate contract and
proof of insurance. The Committee also suggests Chairman
Aspinall coordinate all races with Chief Racine and the Public
Safety Committee.
BARN - REVIEW OF PROPOSALS.
The Committee reviewed proposals for a 100'x160' one-story clear
span barn. "Common costs" were determined by selecting the low
bidders for the excavating and electrical wiring. Added to the
common costs were 90 stalls supplied by Port -A -Stall, and a
transformer supplied by the Light and Power Department, for a
total common cost of $65,399.00. Proposals for the actual
construction for the building and cement work were submitted as
follows:

The common cost of $65,399 was included in all proposals iden-
tified above. The Committee recommends acceptance of the
proposal submitted by Hallman Construction and low bidders
included in the common costs totaling $159,727 contingent upon
confirmation with General Manager Scott pertaining to the cement
and footing details. Such confirmation may alter the low bid.
In addition, the construction site of the new barn will require
relocation of Barn V. The decision on barn relocation costs will
be considered in the near future.
There being no further business, Chairman Aldrich adjourned the
meeting at 2:28 P.M.
