RECORD OF PROCEEDINGS VSTANLEY PARK COMMITTEE May 9, 1991 Committee: Chairman Hix, Trustees Aldrich and Habecker Attending: Chairman Hix, Trustee Habecker Also Attending: Trustee Barker, Town Administrator Klaphake, Special Events Director Scott, Special Events Coordinator Hinze, Clerk O'Connor Absent: Trustee Aldrich Chairman Hix called the Committee meeting to order at 3:30 P.M. AGREEMENTS: The following standard agreements were presented: Cutting Horse Clinic, June 27-28, 1991 Colorado Holstein Association, August 11-17 Director Scott reported the Horse Clinic is an "aged" Agreement that has been brought forward, and that the Colorado Holsteins is a new agreement prepared in conjunction with Town Attorney White. The Committee recommends approval. AUTHORIZATION SIGNATURES ON AGREEMENTS/CONTRACTS - DISCUSSION OF PURCHASE POLICY: Administrator Klaphake reported that a purchase policy is needed to clarify which agreements/contracts are submitted to the Committee for approval, and which are executed by Director Scott. Such a policy may be requested for the Advertising Manager. Staff is recommending the following policy, and the Committee recommends its approval: Subject to budget limitations, the Special Events Director ry authorize purchases on any pre -approved activity (Special Events Calendar) up to $5,000. If the purchase for the pre -approved activity exceeds $5,000, authorization must also be obtained from the Town Administrator. Any new or additional activity which arises following endorsement of the Special Events Calendar must be approved by the Committee. CHAMBER OF COMMERCE BETTERMENT FUND - REPORT ON DISBURSEMENT: Special Events Coordinator Hinze reported that the Chamber Betterment Fee was established to help support special events, and that the 1990 contribution is $4,573.28. A list identifying dollar amounts which are reserved for the Valentine Weekend, Courage Classic, Wool Market, Surprise Merchant Sale, Americade, and the Jingle Bells Shopping Weekend was presented. These funds will be used for various rental fees, advertising, entertainment, etc. The Betterment Fund contribution greatly assisted the Town's Special Events Budget, and staff could not confirm whether the contribution would be made in the future. RECORD OF PROCEEDINGS Stanley Park Committee - May 9, 1991 - Page 2 Staff presented copies of the "Estes Events 1991" brochure which will be distributed throughout the community. The listing contains events beginning May 4th and ending December 15th. Dick Barlow/Barlow Plaza, appeared before the Committee seeking additional discussion on sidewalk sales. During the April 16 Planning Commission meeting, Ann Barlow appeared requesting an amendment to the zoning regulations to allow outside sales within property lines. Currently, the containment provision prohibits such outside sales in the CD Zoning District. The Commission suggested the Stanley Park Committee review the October date and they took no further action. The Special Events Calendar contains a "surprise sale" on October 12 and 13. Mr. Barlow stated that their request was for such a sale twice/year; that their complex is unique and all sales could be contained within their private property, not on the public sidewalk; the sale dates could possibly take place Memorial Day Weekend and the end of August or early September. The October date is a concern due to weather, and the lack of pedestrian traffic. Discussion included the event's scheduling relative to expanding the "shoulder season", the commitment from the Business Association to provide a successful event throughout the entire community, concern with public safety and placement of merchandise in hallways of enclosed shops (ie: Courtyard, Church Shops, etc.), and whether the containment provision applied to the CO Zoning District. Coordinator Hinze reported that the surprise sale will include the availablity of public space (ie: Bond Park, Tregent Park) for those merchants without sidewalk access. The Committee (1) expressed their appreciation to Mr. Barlow for his testimony, (2) stated that the October date will remain on the schedule for 1991, and (3) urged the Planning Commission take an innovative approach to address the containment provision. There being no further business, Chairman Hix adjourned the meeting at 4:16 P.M.
