RECORD OF PROCEEDINGS Stanley Park Committee September 12, 1991 Committee: Attending: Also Attending: Chairman Hix, Trustees Aldrich and Habecker All Trustee Garrett, Town Administrator Klaphake, Special Events Director/Coordinator Scott and Hinze, Clerk O'Connor Absent: None Chairman Hix called the meeting to order at 2:00 P.M. CRITIOUE OF 1991 SPECIAL EVENTS: The Committee critiqued Town -sponsored special events contained in the "Estes Events 1991" Calendar. The Special Events Director and Coordinator served as support staff on the following: Art Walk Weekend. Staff and Art Gallery Association President Jenny Kosenka commented on the success of this event and requested it be continued in 1992. The Riverside Plaza site may be reconsidered, perhaps the trolleys could be utilized, and possibly the Jazz Festival could be extended to two (2) days. The Committee recommended approval of the event in 1992. Great Spring Run -Off. This event was not successful, and representatives have not requested it be scheduled in the future. Wool Market. 1991 was the first year for this event, it was very successful, within budget, and exceeded revenue projections. Staff suggests retaining the Market, which could be expanded with the inclusion of additional animal performances and new indoor arena. The Committee recommends approval of the Wool Market in 1992. Teddy Bear Picnic. The youth theme of the Picnic serves to balance the community's special events. The Committee recommends approval of the Teddy Bear Picnic in 1992. Courage Classic Bike Race. Childrens Hospital in Denver is the beneficiary in this race, and staff could not confirm whether Estes Park would be included in future race circuits. The race is endorsed by the Estes Park Medical Center and staff suggests retaining the event should Courage Classic promoters express their interest. The Committee recommends approval of the Courage Classic Bike Race if requested. Fourth of July Fireworks Display. The display is promoted by the Jaycees. The Town's involvement in the past has been a $500 funding guarantee if sufficient donations are not received. The Committee commended the Jaycees for a fine job, encouraging the organization to maintain the display at its current level. Red Zinger Mini Classic Bike Race. The Classic attracts youths between 8-16 years old, and is a full -week event. Promoters were very cooperative and they easily accepted staff's recommendations. Should representatives desire to return to Estes Park, staff suggests an alternative site be selected to alleviate congestion in the Post Office Parking Lot. A letter dated September 12 signed by six (6) area merchants was reviewed. In summary, said merchants are not in BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Stanley Park Committee - September 12, 1991 - Page 2 favor of the race if it continues to disrupt business. Larry Wexler, businessman, supported the event in spite of not personally realizing additional revenue. In addition, Mr. Wexler expressed his appreciation in the variety of special events scheduled in 1991, which in turn are extending the season. The Committee recommends continuation of the Red Zinger Mini Classic Bike Race contingent upon selection of an alternative site. Rooftop Rodeo. The Committee will be during its October meeting. Llamas International Show. This event Estes Park was selected for 1991. briefed on the Rodeo migrates every year - Rocky Mountain Folks Festival. This event was placed on the calendar in an effort to stimulate the economy during the lull generally experienced in late August. Staff is in favor of the event and are not aware of any incidents caused by festival participants. Julie Skelton, Joe Tlamka, and Brian Derrington, who assisted in providing staff support, commented that the event was appreciated by all ages, and that perhaps if performances are scheduled earlier in the day it could help eliminate excessive noise complaints. Gary Riemig reported that his business was increased due to the Festival. All of the above -mentioned, including Eleanor Gantenbein (Lone Pine Acres), urged the Committee to retain the event. Stating that the event has potential, the Committee recommends continuing the Folks Festival, contingent upon re -positioning the stage, with all performances to be curtailed no later than 10:00 P.M. In addition, staff will research the possibility of employing a "noise monitor" and scheduling all performances earlier in the day. Fire Department Crafts Fair. This event is sponsored by the Fire Department in conjunction with the Muscular Dystrophy Telethon. Staff commented that such events in Bond Park are not totally embraced by the downtown merchants. Americade of the Rockies. Staff has met with Americade representatives and they desire to return to the Estes Park in 1992. The Town coordinated entertainment and provided only manpower for the barbecue held in Bond Park. The Committee recommends continuing Americade of the Rockies. Longs Peak Scottish Highland Festival. Jim Durward, Festival President, commented that he has purchased various equipment over the years. The equipment is stored at the fairgrounds, and, in lieu of rent, the equipment is used by staff. However, such infrastructure has limitations, and he requested the Town's assistance in purchasing additional bleachers, and upgrading the softball recreation area. Discussion included the parade route, and potential use of the proposed indoor arena. The Committee stated that this event is worthy of the Town's attention and support, and that staff will research a means to integrate the area. Fine Arts Guild Crafts Festival. The Town has no participation in this event. Staff reiterated concern expressed by downtown merchants with events held in Bond Park. Surprise Sale. Staff has issued posters seeking merchant participation in the sidewalk sale scheduled October 12 & 13. Larry Wexler commented that perhaps the sale should be scheduled earlier in the season. Following a briefing from Staff, the Committee recommends continuing the Lipizzan Stallions, Miniature Horses American Quarter Horse, Arabians, Hunter -Jumpers, Paint Horses, Holstein Show & Sale, and Westernaires. In addition, these events will also conform to the 10:00 P.M. requirement of ceasing activity. Staff will provide a report listing revenues and expenses per show for the Committee's review. Connie Boschen suggested that the Chamber of Commerce "walking map" and Events Calendar be coordinated. Administrator Klaphake advised that both items cannot be combined as the Town's product cannot contain select private advertising. Ms. Boschen also briefed the Committee on the upcoming Christmas Parade which will contain four (4) new floats. Administrator Klaphake reported that the former Library Building will be used as a staging area for the Jaycees Haunted House and the Christmas Parade. Coordinator Hinze reported that posters advertising the "Jingle Bells" event scheduled December 14 & 15 will be circulated during the sidewalk sale. Staff reported that work on the 1992 Special Events Calendar will begin in December. Special Events Director Scott commended Advertising Manager Marsh for his cooperation and effort toward adverting the special events. Rob Mardock, stated that the Town is doing a great job in providing such a variety of events for all ages. The Committee commended the Stanley Park staff in providing such a high level of support services.
