RECORD OF PROCEEDINGS ✓Stanley Park Committee April 11, 1991 Committee: Attending: Also Attending: Chairman Hix called AMERICADE AGREEMENT Chairman Hix, Trustees Aldrich and Habecker All Town Administrator Klaphake, Special Events Director Scott, Deputy Clerk Heifner the Committee meeting to order at 2:00 P.M. - REQUEST APPROVAL Special Events Director Scott presented a proposed agreement between the Town of Estes Park and Americade, Inc. scheduling the Americade, Inc. activity for September 6, 1991. A barbecue is planned in Bond Park on September 3rd. The Committee recommends approval of this agreement. BARBED WIRE - WEST OF FAIRGROUNDS Special Events Director Scott stated he had received numerous complaints regarding the unsightly barbed wire at this location. Director Scott noted the fencing is used primarily as a parking barrier. Administrator Klaphake suggested the possible use of rocks to form a barrier which would aid in restricting parked vehicles, and stated he would contact the Public Works Department regarding the possibility of stockpiling rocks at the fish hatchery for this use. The Committee recommends Director Scott arrange for removal of the barbed wire and return to the Committee with alternative methods of fencing the area, said expense to be included in the 1992 budget. SPECIAL EVENTS CALENDAR - UPDATE Special Events Director Scott stated he continues to research special events for the community and is presently working with the Rocky Mountain Folk Music Festival scheduled on August 24-25, 1991 at the ball diamonds. This agreement is between the Estes Valley Recreation and Park District and the Rocky Mountain Folk Music Festival. Arrangements are anticipated to be finalized by Friday, April 12, 1991. RIVERSIDE PLAZA SUMMER ENTERTAINMENT Administrator Klaphake commented on the proposed contract with Robert Aiken for 1991 at a cost of $9,200 ($800 below the budgeted amount of $10,000). The contract includes Mr. Aiken's management fee, the performers' fees, and the cost of ten street performances throughout the community by Mr. Aiken and his troupe. A "special weekend festival" is scheduled for one weekend each month during May, June, July and August. Improved advertising can be realized as a result of scheduling these types of "cluster" festivals at the Plaza. ir-The- Town -would-be-r-equ--fired-to-adopt--an ordinance al-1 owing- -st--eet-entertainment- so -that -Mr.-A-iken--and iris troupe- could -fulfill -this portion -of -the -contract, Mr. Aiken's contract will be presented to the Committee for its review and recommendation at the May Committee meeting. Other groups expressing interest in performing at the Plaza will be scheduled through the Special Events Director.
