Chairman Hix called the Committee meeting to order at 4:00 P.M.
FAIRGROUNDS USAGE
Attorney White referred to his May 14th memorandum concerning the
local 4-H Chapter's request: (1) to use the Stanley Park
Fairgrounds, (2) the Town waive its standard requirement for
insurance coverage by the organization and, (3) allow use of
Stanley Park Fairgrounds at any time without Town supervision.
The Town's policy requires all individuals, groups and/or
organizations using any Town facility to provide general liability
insurance coverage in the amount of at least $150,000.00 per
individual and $400,000.00 per occurrence, said insurance policy
to provide the Town as an additional insured. The Town insures
against its liability through membership in the Colorado
Intergovernmental Risk Sharing Agency (CIRSA). Use of the facility
is subject to reasonable time regulations, because Town personnel
must provide on site supervision.
Jane and Melissa Parker stated the 4-H Club wants to work with the
Town towards a solution to the insurance question. Cathy Hughes
inquired whether Attorney White had reviewed the matter with CSU's
legal department.
Following further dicussion, the Committee recommends staff contact
Judith Meier, Assistant to the CSU Director to ascertain if there
is additional information not contained in her May 7th memo which
might be used to resolve this situation, contact CIRSA regarding
their requirements with respect to use of volunteers for
supervision at Town facilities, and any potential modification in
the Town's insurance premiums with respect to this type of
liability.
There being no further business, Chairman Hix adjourned the meeting
at 4:50 P.M.
